Pursuant to Decree No. 20/2013/NĐ-CP dated February 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Pursuant to Circular No. 10/2009/TT-BNV dated October 21, 2009 of the Ministry of Home Affairs stipulating job titles, grade codes, and professional standards for specialized product and commodity quality control civil servant grades;
Considering the proposal of the General Director of the Standardization, Metrology and Quality Control Department;
The Minister of Science and Technology promulgates the "Circular Amending and Supplementing Certain Provisions of Circular No. 26/2011/TT-BKHCN dated October 4, 2011 of the Minister of Science and Technology on uniforms, insignias, badges, and quality control officer cards for specialized product and commodity quality control civil servants."
Article 1. Amending and supplementing certain provisions of Circular No. 26/2011/TT-BKHCN dated October 4, 2011 of the Minister of Science and Technology on uniforms, insignias, badges, and quality control officer cards for specialized product and commodity quality control civil servants.
1. Amend Article 3 as follows:
Article 3. Quality Control Officer Emblem
The quality control officer emblem (Figure 1, Appendix I attached hereto) is a circle with a yellow border, red background; inside there are two golden ears of rice, below which are two golden rings on a blue background, with the letters KSVCL (abbreviation for Quality Control Officer) in gold; in the center is a yellow anchor; above the anchor is a yellow swallowtail; above the swallowtail is a round emblem with the letter S enclosed by the letter V, the left side of S being yellow and red, the right side being blue and red.
2. Amending Article 4 as follows:
Article 4. Quality Control Officer Insignia Attached to Cap
The quality control officer insignia is attached to the kepi cap and soft cap.
1. The quality control officer insignia attached to the kepi cap (Figure 2, Appendix I attached hereto) consists of a double pine branch made of metal in gold color, attached to the raised quality control officer emblem, circular with a diameter of 35mm, length of 58mm, height of 48mm.
2. The quality control officer insignia attached to the soft kepi cap (Figure 3, Appendix I attached hereto) is the raised quality control officer emblem, circular with a diameter of 29mm.
3. Amend Article 5 as follows:
Article 5. Quality Control Officer Insignia Attached to Collar
The quality control officer insignia is worn on the collar of the quality control officer uniform, consisting of two parts.
1. The quality control officer insignia attached to the collar background is a miniature of the quality control officer insignia, raised and painted in the same colors as the emblem, with a diameter of 21mm, centrally attached to the collar background.
2. The background of the quality control officer insignia attached to the collar (Figure 4, Appendix I attached hereto) has a parallelogram shape, acute angle of 45°, obtuse angle of 135°, length of 55mm, height of 35mm; the background is gray-blue; centrally attached is a miniature quality control officer emblem, diameter of 21mm (as stipulated in Clause 1 of this Article).
4. Amending Clause 6 as follows:
Article 6. Shoulder Board of Quality Control Officer Attached to Shoulder
The shoulder board of the quality control officer is worn on the shoulder of the quality control officer uniform to distinguish between different grades and leadership positions when performing official duties as follows:
1. Specifications and layout on the shoulder board background.
a) The button attached to the shoulder board is made of gold-colored metal, diameter of 20mm, surface with the quality control officer insignia, raised without coloring, attached at the sharp end of the shoulder board (Figure 5, Appendix II attached hereto).
b) The star attached to the shoulder board background is made of gold-colored metal, rough surface, size of 22mm (Figure 7, Appendix II attached hereto); centrally attached to the shoulder board background, the number of stars distinguishes the civil servant grades.
c) The stripe attached to the shoulder board background is made of gold-colored metal, rough surface, length of 42mm (Figure 8, Appendix II attached hereto); attached at the end of the shoulder board background, the number of stripes distinguishes leadership positions.
d) The shoulder board of the quality control officer grade is a standing trapezoid, bordered in gold, background with gray-blue pattern, one end flat, the other pointed, height of 130mm, large base of 45mm, small base of 40mm (Figure 6, Appendix II attached hereto).
2. Regulations on the number of stars for each quality control officer grade as follows:
a) Senior Quality Control Officer attaches three stars (Figure 7, Appendix II attached hereto).
b) Principal Quality Control Officer attaches two stars (Figure 7, Appendix II attached hereto).
c) Quality Control Officer attaches one star (Figure 7, Appendix II attached hereto).
d) Intermediate Quality Control Officer does not attach any stars (Figure 7, Appendix II attached hereto).
3. Regulations on the number of stripes attached to the shoulder board background for leadership positions of quality control officers as follows:
a) Director, Deputy Director attach three stripes (Figure 8, Appendix II attached hereto).
b) Branch Director, Deputy Branch Director, Head of Department, Deputy Head of Department under the Bureau and Branch Director, Deputy Branch Director, Local Standards Metrology Quality Control Branch attach two stripes (Figure 8, Appendix II attached hereto).
c) Head of Department, Deputy Head of Department under the Branch and Head of Department, Deputy Head of Department, Local Standards Metrology Quality Control Branch attach one stripe (Figure 8, Appendix II attached hereto).
d) Quality Control Officer does not attach any stripes (Figure 8, Appendix II attached hereto).
5. Amend Article 13 as follows:
Article 13. Quality Control Officer Badge
The quality control officer badge is worn on the chest to identify the name and number of the quality control officer civil servant when performing official duties.
1. The quality control officer badge is rectangular, measuring 80mm long and 23mm wide; made of metal (Figure 9, Appendix III attached hereto).
2. On the left is a miniature of the quality control officer insignia as stipulated in Clause 1 of Article 3 of this Circular.
6. Replace Appendix I, II, and III issued together with Circular No. 26/2011/TT-BKHCN dated October 4, 2011, of the Minister of Science and Technology regarding uniforms, insignia, nameplates, and quality control cards for civil servants specializing in product and commodity quality control, with Appendices I, II, and III issued together with this Circular.
Article 2. Effective Date
1. This Circular takes effect from August 3, 2015.
2. During implementation, if there are difficulties requiring amendments or supplements, please report to the Ministry of Science and Technology for consideration and resolution within its authority./.
