CIRCULAR

REGULATIONS ON INFRASTRUCTURE, EQUIPMENT AND TRAINING OF SPECIALIZED STAFF FOR TAEKWONDO

SPECIALIZATION IN TAEKWONDO

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;

Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;, Sports and Tourism;

At the proposal of the Director-General of the General Department of Physical Training and Sport;

THE MINISTER OF CULTURE, SPORTS AND TOURISM ISSUES THIS CIRCULAR ON INFRASTRUCTURE, EQUIPMENT AND TRAINING OF SPECIALIZED STAFF FOR TAEKWONDO.

Article 1. Scope of Regulation

1. This Circular stipulates infrastructure, equipment and training of specialized staff to meet the requirements for practicing and competing in TaeKwonDo.

2. The standards for infrastructure and equipment for high-performance sports practice and competition in TaeKwonDo shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.

Article 2. Applicability

This Circular applies to organizations and individuals organizing activities for practicing, competing and training specialized staff for TaeKwonDo in Vietnam.

Chapter 3. Infrastructure and Equipment for Training

1. A flat, non-slip floor with an area of at least 60m2 or more.

2. Lighting must ensure a minimum of 200 lux.

Clause 3. There must be first aid kits as prescribed by the Ministry of Health.

5. There must be specialized Judo uniforms, ensuring one set per person.

Clause 5. There must be a record book for tracking practitioners participating in training.

6. There must be a bulletin board containing the following main contents: Participants in training, training attire, training hours, safety measures during training.

7. Training equipment:

a) Training uniforms: 01 set/01 trainee.

b) Various kicking targets: 01 set/04 trainees.

Chapter 4. Infrastructure and Equipment for Competition

1. Compliance with the conditions specified in Clause 2, 3 and 4 of Article 3 of this Circular.

2. A flat competition floor covered with resilient mats, with a mat size of 10m x 10m.

3. Competition uniforms, hand, foot, knee, groin protectors and mouthguards: 01 set/01 trainee.

4. Armor and Taekwondo competition helmets: 03 sets/01 venue.

5. Score display boards and body weight scales for trainees.

Article 5. Training Density

Article 4. Training Density on the Floor2At least 03 square meters per Karate practitioner.

2. Each trainer shall not exceed 30 trainees per session.

Article 6. Training of Specialized Staff

1. The General Department of Sports, the Vietnam Taekwondo Federation, or the Department of Culture, Sports and Tourism of provinces and centrally governed cities under the Ministry of Culture, Sports and Tourism shall organize specialized training for trainers of TaeKwonDo.

2. The General Department of Sports shall be responsible for developing the content and program for specialized training of TaeKwonDo trainers to be submitted to the Minister of Culture, Sports and Tourism for approval.

3. The certificate of specialized training for TaeKwonDo trainers shall be issued by the organizing agency. The format of the certificate is prescribed in the Appendix attached to this Circular.

Article 7. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

1. This Circular takes effect from March 20, 2018.

3. The Departments of Culture, Sports and Tourism, and Departments of Culture and Sports of provinces and centrally governed cities are responsible for implementing this Circular.

Article 8. Effective Date

1. This Circular takes effect from February 20, 2018.

2. Circular No. 21/2011/TT-BVHTTDL dated December 27, 2011 of the Minister of Culture, Sports and Tourism on the conditions for operation of sports facilities organizing TaeKwonDo activities shall cease to be effective from the date this Circular takes effect.

During implementation, if any issues arise, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for research and resolution./.
