CIRCULAR
Issuing the List of Plant Protection Chemicals Permitted for Use and Prohibited from Use in Vietnam
Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Law on Plant Protection and Quarantine of Plants dated November 25, 2013; Based on the proposal of the Director of the Plant Protection Department;
The Minister of Agriculture and Rural Development issues this Circular on the List of Plant Protection Chemicals Permitted for Use and Prohibited from Use in Vietnam.
Article 1. Attached herewith are
- The List of Plant Protection Chemicals Permitted for Use in Vietnam, Appendix I attached hereto, includes:
- Agricultural chemicals:
- Insecticides: 861 active ingredients with 1821 trade names.
- Fungicides: 587 active ingredients with 1282 trade names.
- Herbicides: 241 active ingredients with 702 trade names.
- Rodenticides: 8 active ingredients with 26 trade names.
- Growth Regulators: 54 active ingredients with 157 trade names.
- Insect Attractants: 8 active ingredients with 8 trade names.
- Snailcides: 31 active ingredients with 151 trade names.
- Adjuvants (spreaders): 5 active ingredients with 6 trade names.
- Termicides: 15 active ingredients with 25 trade names.
- Wood Preservatives: 7 active ingredients with 8 trade names.
- Warehouse Disinfectants: 3 active ingredients with 10 trade names.

- Fungicides: 2 active ingredients with 2 trade names.
- Herbicides: 1 active ingredient with 1 trade name.
- Growth Regulators: 1 active ingredient with 1 trade name.
- Seed Treatment Chemicals:
- Insecticides: 10 active ingredients with 15 trade names.
- Fungicides: 12 active ingredients with 13 trade names.
g) Post-harvest crop storage chemicals
- 01 active ingredient with 01 trade name.
- The List of Plant Protection Chemicals Prohibited from Use in Vietnam, Appendix II attached hereto, includes:
- Insecticides, Wood Preservatives: 23 active ingredients.
- Fungicides: 6 active ingredients.
- Rodenticides: 1 active ingredient.
- Herbicides: 1 active ingredient.
- The HS Code Table for Plant Protection Chemicals Permitted for Use and Prohibited from Use in Vietnam shall be implemented according to Section 25 and Section 26 of Appendix I issued together with Circular No. 15/2018/TT-BNNPTNT dated October 29, 2018, of the Minister of Agriculture and Rural Development on issuing the HS Code Table for Goods under the Management Authority of the Ministry of Agriculture and Rural Development and related amendments and supplements.
Article 2. Transitional provisions
- Plant protection chemicals containing chlorpyrifos ethyl and fipronil shall not be produced or imported; they may only be sold and used until February 12, 2021.
- Plant protection chemicals containing glyphosate shall not be produced or imported; they may only be sold and used until June 30, 2021.
Article 3. Effectiveness
- This Circular takes effect from October 25, 2020.
- This Circular replaces the following Circulars:
- Circular No. 10/2019/TT-BNNPTNT dated September 20, 2019, of the Minister of Agriculture and Rural Development on the issuance of the List of Plant Protection Chemicals Permitted for Use and Prohibited from Use in Vietnam;
- Circular No. 06/2020/TT-BNNPTNT dated April 24, 2020, of the Minister of Agriculture and Rural Development amending and supplementing Article 2 of Circular No. 10/2019/TT-BNNPTNT dated September 20, 2019, of the Minister of Agriculture and Rural Development on the issuance of the List of Plant Protection Chemicals Permitted for Use and Prohibited from Use in Vietnam.
Article 4. Responsibilities for Implementation
- The Director of the Plant Protection Department, Heads of units under the Ministry, Directors of Provincial Departments of Agriculture and Rural Development, and organizations and individuals concerned are responsible for implementing this Circular.
- During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to report to the Ministry of Agriculture and Rural Development (through the Plant Protection Department) for consideration and timely resolution./.
