What about staff who were appointed before this Circular took effect?
Staff who were appointed to arts performance and cinema professional occupational titles according to the law before the effective date of this Circular shall be deemed to meet the training and development standards, professional and vocational standards of arts performance and cinema professional occupational titles stipulated in this Circular corresponding to the occupational titles they were appointed to.
What about staff who have certificates prior to June 30, 2022?
Staff who had obtained certificates for arts performance and cinema professional occupational title standards before June 30, 2022, in accordance with Clause 3, Article 2 of Government Decree No. 89/2021/NĐ-CP dated October 18, 2021, shall be deemed to meet the requirements for certificates for arts performance and cinema professional occupational title standards for transferring occupational titles, participating in examinations, or being considered for promotion in occupational titles, and shall not need to undergo the training program for arts performance and cinema professional occupational title standards as stipulated in this Circular.

REGULATIONS ON CODES, STANDARDS FOR PROFESSIONAL TITLES AND SALARIES OF SPECIALIST EMPLOYEES IN THE PERFORMING ARTS AND FILM INDUSTRIES
SALARIES FOR ARTISTIC PERFORMING AND CINEMA PROFESSIONALS
AND TECHNICAL STAFF
Pursuant to the Civil Servant Law dated November 15, 2010;
Pursuant to the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Public Service Staff Law dated November 25, 2019;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary systems for cadres, civil servants, public officials, and armed forces personnel, and Decree No. 17/2013/NĐ-CP dated February 19, 2013 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary systems for cadres, civil servants, public officials, and armed forces personnel;
Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, employment, and management of public officials; In accordance with the proposal of the Department of Cadre Organization;
The Minister of Culture, Sports and Tourism issues this Circular stipulating code numbers, occupational standards, and salary grading for specialized arts and cinema civil servants.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. This Circular stipulates code numbers, occupational standards, and salary grading for specialized arts and cinema civil servants, including:
a) Art director group: Stage director; film director; choreographer; dance instructor; music composition and conductor; scriptwriter.
b) Performer group: Performers working in the field of performing arts and cinema.
Article 2. This Circular applies to specialized arts and cinema civil servants working in public service units and related organizations and individuals.
Article 2. Code numbers of occupational titles for specialized arts and cinema civil servants
1. Art director group, including:
a) Art Director Class I - Code number: V.10.03.08
b) Art Director Class II - Code number: V.10.03.09
c) Art Director Class III - Code number: V.10.03.10
d) Art Director Class IV - Code number: V.10.03.11
2. Performer group, including:
a) Performer Class I - Code number: V.10.04.12
b) Performer Class II - Code number: V.10.04.13
c) Performer Class III - Code number: V.10.04.14
d) Performer Class IV - Code number: V.10.04.15
Article 3. Professional ethics standards for specialized arts and cinema civil servants
1. Demonstrate responsibility towards assigned tasks, comply with legal regulations, and fulfill all duties as a civil servant in professional activities.
2. Contribute to the development of performing arts and cinema; maintain, preserve, and promote traditional arts of ethnic communities in Vietnam.
3. Devotion to the profession, honesty, objectivity, straightforwardness; having a humble and appropriate attitude when interacting with the public; being conscious of combating wrongful and negative behaviors; practicing thrift and opposing waste.
4. Foster unity, be proactive and actively cooperate with colleagues to accomplish assigned tasks.
5. Continuously study and improve moral qualities, competence, and capabilities.
Chapter II
OCCUPATIONAL STANDARDS
Article 4. Artistic Director Grade I - Code: V.10.03.08
1. Duties:
a) Lead the development of scripts, stage direction, and command of theatrical and film works with high ideological and artistic value and large scale;
b) Identify new artistic trends, determine the artistic trend of the specialty; define and direct the consistency of artistic style within the unit;
c) Chairing the organization of evaluation, analysis, processing of scripts, directing the construction of scene scripts, stage direction, choreography, musical arrangement; selecting actors and collaborators; directing the acting of actors, guiding collaborators, and coordinating with relevant persons to unify creative ideas, ensuring the completion process of works and programs;
d) Organizing the development of plans, proposing measures to implement staging and production; organizing the collection of necessary materials and documents to serve the staging of works and programs; organizing the review, improvement, and handover of works and programs;
đ) Monitoring the social impact of works and programs after their release to further improve and perfect them; summarizing experiences from staged works and programs at the unit; participating in summarizing professional experience in the field.
2. Qualifications regarding education and training:
a) Having a bachelor's degree or higher in a relevant performing arts and film industry specialty as required by the job position. In cases where a bachelor's degree or higher in another specialty is held, the individual must be awarded the title of "People's Artist," "Outstanding Artist," or received the "Ho Chi Minh Award" or "State Award" in literature and art;
b) Hold a certificate for training in the occupational title standards for artistic directors;
3. Qualifications regarding professional expertise and skills:
a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;
b) Mastering comprehensive knowledge about various forms of literature and art; characteristics and features of artistic disciplines; scientific and technological achievements, cultural and artistic aspects both domestically and internationally related to professional activities;
c) Have extensive experience in creative activities, staging, and directing;
d) Possess leadership capabilities, research abilities, and coordination with colleagues in organizing professional activities; have the ability to propose innovative artistic solutions;
4. Requirements for employees participating in examinations or evaluations for promotion to the rank of first-class artistic director:
a) Having held the rank of second-class artistic director or equivalent for at least six years. In cases of equivalent time, they must have held the rank of second-class artistic director for at least one year (twelve months) up to the deadline for submitting examination registration applications or promotion evaluations;
- During the period holding the occupational title of Grade II Artistic Director or equivalent, at least two works or programs directed were recognized for artistic quality by the Ministry-level or equivalent specialized Art Council, or at least two works or programs directed received awards at national-level professional contests, festivals, or performances.
- During the period holding the rank of second-class artistic director or equivalent, at least two works or programs directed must be recognized by the Ministry-level or equivalent specialized Art Council regarding artistic quality or have won awards in national professional contests, festivals, or performances.
- Being awarded the title of "People's Artist" or receiving the "Ho Chi Minh Award" in literature and art.
Article 5. Art Director Grade II - Code: V.10.03.09
1. Duties:
a) Chairing or participating in the construction of scripts, directing, and commanding stage and film works of significant ideological and artistic value; large and medium-scale productions. Evaluating, analyzing, and processing scripts: developing directorial concepts, scene scripts, choreography, music arrangements; selecting actors and collaborators;
b) Direct the acting of actors, guide collaborators, and coordinate with relevant parties to unify creative ideas, ensuring the completion process of works and programs;
c) Developing plans, proposing measures to implement staging and production; collecting necessary materials and documents to serve the staging of works and programs; organizing reviews, improvements, and handovers of works and programs;
d) Summarizing experiences from staged works and programs and artistic trends; establishing and forming a consistent artistic style for the unit; monitoring the social impact of works and programs after their release to further improve and perfect them.
2. Qualifications regarding education and training:
a) Having a bachelor's degree or higher in a relevant performing arts and film industry specialty as required by the job position. In cases where a bachelor's degree or higher in another specialty is held, the individual must be awarded the title of "People's Artist," "Outstanding Artist," or received the "Ho Chi Minh Award" or "State Award" in literature and art;
b) Hold a certificate for training in the occupational title standards for artistic directors;
3. Qualifications regarding professional expertise and skills:
a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;
b) Master various forms, methods of creation, and related technical procedures;
c) Have experience in creation, staging, and directing;
d) Possess research capabilities and collaborate with colleagues in professional activities.
4. Requirements for employees participating in examinations or evaluations for promotion to the rank of second-class artistic director:
a) Having held the rank of third-class artistic director or equivalent for at least nine years (excluding probationary and trial periods). In cases of equivalent time, they must have held the rank of third-class artistic director for at least one year (twelve months) up to the deadline for submitting examination registration applications or promotion evaluations;
- During the period holding the occupational title of Grade II Artistic Director or equivalent, at least two works or programs directed were recognized for artistic quality by the Ministry-level or equivalent specialized Art Council, or at least two works or programs directed received awards at national-level professional contests, festivals, or performances.
- During the period holding the rank of third-class artistic director or equivalent, at least one work or program directed must be recognized by the Ministry-level or equivalent specialized Art Council regarding artistic quality or have won awards in national professional contests, festivals, or performances.
- Being awarded the title of "People's Artist," "Outstanding Artist," or receiving the "Ho Chi Minh Award" or "State Award" in literature and art.
Article 6. Art Director Grade III - Code: V.10.03.10
1. Duties:
a) Participating in the construction of scripts, directing, and commanding stage and film works of significant ideological and artistic value; small and medium-scale productions. Evaluating, analyzing, and processing scripts: developing directorial concepts, scene scripts; selecting actors and collaborators;
b) Direct the acting of actors, guide collaborators, and coordinate with relevant parties to unify creative ideas, ensuring the completion process of assigned works and programs;
c) Developing plans, proposing measures to implement staging and production; collecting necessary materials and documents to serve the staging of works and programs; organizing reviews, improvements, and handovers of works and programs;
d) Monitor the social impact of works and programs after their release to continue improving and perfecting them.
2. Qualifications regarding education and training:
a) Having a bachelor's degree or higher in a relevant performing arts and film industry specialty as required by the job position. In cases where a bachelor's degree or higher in another specialty is held, the individual must be awarded the title of "People's Artist," "Outstanding Artist," or received the "Ho Chi Minh Award," "State Award" in literature and art;
b) Hold a certificate for training in the occupational title standards for artistic directors;
3. Qualifications regarding professional expertise and skills:
a) Understand the Party's policies and State laws on performing arts and film;
b) Understand various forms and methods of creation;
c) Possess collaboration skills with colleagues in professional activities;
d) Possess the ability to apply scientific progress to enhance the effectiveness of performing arts and film work.
4. Requirements for employees participating in examinations or evaluations for promotion to the rank of third-class artistic director:
Have at least two years of experience holding the title of Art Director Grade IV or equivalent (excluding internship and probation periods) for associate degree level, or at least three years of experience (excluding internship and probation periods) for college level. In cases with equivalent time, must have at least one year (twelve months) holding the title of Art Director Grade IV up to the deadline for submitting registration applications for examination or promotion.
Article 7. Artistic Director Level IV - Code: V.10.03.11
1. Duties:
a) Implement the director's concept on: Analyzing and processing scene scripts, music, selecting actors and collaborators; collecting necessary materials and documents to serve the creation of scripts, music, staging works, programs;
b) Participate in building plans, proposing measures to carry out staging and production; monitor the social impact of works and programs after being widely released to the public to continue improving and perfecting them;
c) Participate in directing actor performances, guiding collaborators, and coordinating with relevant individuals to unify creative concepts, ensuring the completion process of works and programs;
2. Qualifications regarding education and training:
a) Hold a diploma or higher degree in a field related to performing arts and cinema as required by the job position;
b) Hold a certificate for training in the occupational title standards for artistic directors;
3. Qualifications regarding professional expertise and skills:
a) Understand the Party's policies and State laws on performing arts and film;
b) Understand basic scientific achievements related to professional duties;
c) Understand forms and methods of creation;
d) Possess the ability to collaborate with colleagues in professional activities;
Article 8. Actor Level I - Code: V.10.04.12
1. Duties:
a) Take on main roles in programs and works of theater and film with high ideological and artistic value, large-scale;
b) Demonstrate artistic imagery language with unique creativity for main characters assigned and related characters based on the director's, choreographer's, dance instructor's, and musical conductor's concepts;
c) Deeply study script content, works; immerse in real life to enhance knowledge and realistically portray roles and performances;
d) Lead, guide, organize according to assignments and strictly implement professional procedures in rehearsals, preliminary reviews, final reviews, and performances;
e) Summarize experiences from performed roles and performances; participate in summarizing professional experience;
2. Qualifications regarding education and training:
a) Having a bachelor's degree or higher in a relevant performing arts and film industry specialty as required by the job position. In cases where a bachelor's degree or higher in another specialty is held, the individual must be awarded the title of "People's Artist," "Outstanding Artist," or received the "Ho Chi Minh Award" or "State Award" in literature and art;
b) Hold a certificate for upgrading occupational title standards for civil servant actors;
3. Qualifications regarding professional expertise and skills:
a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;
b) Possess outstanding artistic talent in the specialized field;
c) Master professional knowledge in the field and effectively apply it to artistic imagery creation; deeply understand the characteristics and features of combined arts and related technical sciences;
d) Possess leadership skills, research capabilities, and the ability to collaborate with colleagues in organizing professional activities;
e) Possess the ability to propose innovative artistic solutions;
4. Requirements for staff participating in examinations or promotions for the title of Profession Actor Grade I:
a) Have at least six years of experience holding the title of Profession Actor Grade II or equivalent (excluding internship and probation periods). In cases with equivalent time, must have at least one year (twelve months) holding the title of Profession Actor Grade II up to the deadline for submitting registration applications for examination or promotion;
- During the period holding the occupational title of Grade II Artistic Director or equivalent, at least two works or programs directed were recognized for artistic quality by the Ministry-level or equivalent specialized Art Council, or at least two works or programs directed received awards at national-level professional contests, festivals, or performances.
- During the period of holding the title of Profession Actor Grade II or equivalent, must have received at least two Excellent Actor Awards recognized by the Ministry-level Professional Arts Council or equivalent, or at least two leading roles or performances winning top prizes in national professional contests, festivals, or performances;
- Being awarded the title of "People's Artist" or receiving the "Ho Chi Minh Award" in literature and art.
Article 9. Category II Performer - Code: V.10.04.13
1. Duties:
a) Successfully undertake assigned roles.
b) Study the script content, deeply research the main character assigned and related characters under the guidance of the director, choreographer, dance instructor, and musical conductor to express artistic imagery language with outstanding creativity;
c) Strictly follow all professional procedures during practice, preliminary review, general rehearsal, and performance.
d) Immerse oneself in real life to enhance knowledge, deeply and truthfully portray roles and performances.
e) Summarize experiences from performed roles and performances.
2. Qualifications regarding education and training:
a) Having a bachelor's degree or higher in a relevant performing arts and film industry specialty as required by the job position. In cases where a bachelor's degree or higher in another specialty is held, the individual must be awarded the title of "People's Artist," "Outstanding Artist," or received the "Ho Chi Minh Award" or "State Award" in literature and art;
b) Hold a certificate for upgrading occupational title standards for civil servant actors;
3. Qualifications regarding professional expertise and skills:
a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;
b) Possess artistic talent in the specialized field.
c) Master professional knowledge in the field and apply it to artistic imagery creation; basic characteristics and features of combined arts, fundamental knowledge about related technical sciences;
d) Have the ability to research, propose, and collaborate with colleagues in professional activities.
4. Requirements for staff participating in examinations or promotions for the title of Profession Actor Grade II:
a) Have at least nine years of experience holding the title of Profession Actor Grade III or equivalent (excluding internship and probation periods). In cases with equivalent time, must have at least one year (twelve months) holding the title of Profession Actor Grade III up to the deadline for submitting registration applications for examination or promotion;
- During the period holding the occupational title of Grade II Artistic Director or equivalent, at least two works or programs directed were recognized for artistic quality by the Ministry-level or equivalent specialized Art Council, or at least two works or programs directed received awards at national-level professional contests, festivals, or performances.
- During the period of holding the title of Profession Actor Grade III or equivalent, must have received at least one Excellent Actor Award recognized by the Ministry-level Professional Arts Council or equivalent, or at least one leading role or performance winning top prizes in national professional contests, festivals, or performances.
- Being awarded the title of "People's Artist," "Outstanding Artist," or receiving the "Ho Chi Minh Award" or "State Award" in literature and art.
Article 10. Category III Performer - Code: V.10.03.10
1. Duties:
a) Undertake assigned roles.
b) Study the script content, research the assigned character under the guidance of the director, choreographer, dance trainer, and music conductor to express creative artistic language.
c) Strictly follow all professional procedures during practice, preliminary review, general rehearsal, and performance.
d) Immerse oneself in real life to enhance knowledge, truthfully portray roles and performances.
2. Qualifications regarding education and training:
a) Having a bachelor's degree or higher in a relevant performing arts and film industry specialty as required by the job position. In cases where a bachelor's degree or higher in another specialty is held, the individual must be awarded the title of "People's Artist," "Outstanding Artist," or received the "Ho Chi Minh Award" or "State Award" in literature and art;
b) Hold a certificate for upgrading occupational title standards for civil servant actors;
3. Qualifications regarding professional expertise and skills:
a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;
b) Possess aptitude in the specialized field.
c) Understand professional knowledge in the specialized field, basic characteristics of combined arts, and fundamental knowledge about related science and technology fields.
d) Have the ability to collaborate with colleagues in professional activities.
4. Requirements for civil servants participating in examinations or being considered for promotion to the profession title of Category III Performer:
Must have held the profession title of Category IV Performer or equivalent for at least two years (excluding probationary and trial periods) for associate degree level, or for at least three years (excluding probationary and trial periods) for college level. In cases with equivalent time, must hold the Category IV Performer title for at least one year (full twelve months) up to the deadline for submitting application registration for examination or promotion.
Article 11. Category IV Performer - Code: V.10.04.15
1. Duties:
a) Undertake assigned roles.
b) Study the script content, research the assigned character under the guidance of the director, choreographer, dance trainer, and music conductor to express artistic language.
c) Strictly follow all professional procedures during practice, preliminary review, general rehearsal, and performance.
d) Immerse oneself in real life to enhance knowledge, truthfully portray roles and performances.
2. Qualifications regarding education and training:
a) Hold a diploma or higher degree relevant to the performing arts and film industry according to job position requirements.
b) Hold a certificate for upgrading occupational title standards for civil servant actors;
3. Qualifications regarding professional expertise and skills:
a) Understand the Party's policies and State laws on performing arts and film;
b) Possess aptitude in the specialized field.
c) Possess knowledge about professional specialization, basic characteristics of various arts.
d) Have the ability to collaborate with colleagues in professional activities.
Chapter III
SALARY GRADING FOR THE PROFESSIONAL TITLES OF PERFORMING ARTS AND FILM INDUSTRY SPECIALISTS
Article 12. Principles for grading salaries for positions in the performing arts and cinema professions for civil servants
1. The appointment and salary classification into profession titles of civil servants in the performing arts and film industry as stipulated in this Circular must be based on the job position, responsibilities, tasks, and expertise currently undertaken by the civil servant.
2. When appointing and classifying salaries into profession titles of civil servants in the performing arts and film industry as specified in this Circular, it shall not combine salary increment or promotion of profession titles of civil servants.
Article 13. Methods for Salary Grading
1. The profession titles of civil servants in the performing arts and film industry as stipulated in this Circular shall apply Table 3 (Table of Salaries for Professional and Vocational Expertise for State-Owned Enterprise Staff) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on Salary System for Cadres, Civil Servants, and Military Personnel, specifically as follows:
a) For the director of artistic performance position:
- The artistic director position rank I applies the salary grade of type A3, group 1 (A3.1) from coefficient 6.20 to coefficient 8.00;
- The artistic director position rank II applies the salary grade of type A2, group 1 (A2.1) from coefficient 4.40 to coefficient 6.78;
- The artistic director position rank III applies the salary grade of type A1 from coefficient 2.34 to coefficient 4.98;
- The artistic director position rank IV applies the salary grade of type B from coefficient 1.86 to coefficient 4.06.
b) For the actor position:
- The actor position rank I applies the salary grade of type A3, group 1 (A3.1) from coefficient 6.20 to coefficient 8.00;
- The actor position rank II applies the salary grade of type A2, group 2 (A2.2) from coefficient 4.0 to coefficient 6.38;
- The actor position rank III applies the salary grade of type A1 from coefficient 2.34 to coefficient 4.98;
- The actor position rank IV applies the salary grade of type B from coefficient 1.86 to coefficient 4.06.
a) In the case where a civil servant recruited with a doctoral degree, suitable for the recruitment job position, is appointed to the profession title of Category III Artistic Director or Category III Performer: classified as Grade 3, salary coefficient 3.00, Class A1 civil servant;
b) In the case where a civil servant recruited with a master's degree, suitable for the recruitment job position, is appointed to the profession title of Category III Artistic Director or Category III Performer: classified as Grade 2, salary coefficient 2.67, Class A1 civil servant;
c) In the case where a civil servant recruited with a bachelor's degree, suitable for the recruitment job position, is appointed to the profession title of Category III Artistic Director or Category III Performer: classified as Grade 1, salary coefficient 2.34, Class A1 civil servant;
d) In the case where a civil servant recruited with an associate degree, suitable for the recruitment job position, is appointed to the profession title of Category IV Artistic Director or Category IV Performer: classified as Grade 2, salary coefficient 2.06, Class B civil servant;
đ) In the case where a civil servant recruited with a college diploma, suitable for the recruitment job position, is appointed to the profession title of Category IV Artistic Director or Category IV Performer: classified as Grade 1, salary coefficient 1.86, Class B civil servant.
3. The transfer of salary classification for civil servants moving from their current profession titles to profession titles in the performing arts and film industry as stipulated in this Circular shall be implemented according to the guidelines set out in Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary classification when upgrading, transferring grades, and types of civil servants.
Chapter IV
IMPLEMENTING PROVISIONS
Article 14. Implementation Organization
1. This Circular serves as the basis for implementing the recruitment, utilization, and management of specialized art performance and film civil servants working in public service units.
2. Heads of public service units directly managing and using civil servants are responsible for reviewing job positions within their units; deciding or submitting to the competent authority for approval the appointment of profession titles of civil servants in the performing arts and film industry according to the delegated authority.
3. Non-public organizations, institutions, and non-profit enterprises may apply the provisions of this Circular to recruit, employ, and manage staff in the performing arts and film industry.
Article 15. Transitional Provisions
1. Civil servants who were appointed to profession titles in the performing arts and film industry according to the law before the effective date of this Circular shall be deemed to meet the requirements regarding educational qualifications, training, and professional standards of profession titles of civil servants in the performing arts and film industry as stipulated in this Circular corresponding to the profession titles they were appointed.
2. Civil servants who obtained certificates for training to meet the standards of profession titles of civil servants in the performing arts and film industry before June 30, 2022, as stipulated in Clause 3, Article 2 of Decree No. 89/2021/NĐ-CP dated October 18, 2021 of the Government amending and supplementing some articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on cadre, civil servant, and personnel training shall be deemed to meet the requirements for training certificates according to the standards of profession titles of civil servants in the performing arts and film industry for consideration of profession title transfer, participation in examination periods, or promotion of profession titles, and shall not need to undergo the training program for profession title standards of civil servants in the performing arts and film industry as stipulated in this Circular.
Article 16. Effectiveness and responsibility for implementation
1. This Circular takes effect from December 15, 2022.
2. Repeal Circular Joint Circular No. 10/2015/TTLT-BVHTTDL-BNV dated December 11, 2015 of the Minister of Culture, Sports and Tourism and the Minister of Home Affairs stipulating job code and qualification standards for art performance and film professionals in specialized vocational positions.
3. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, implementation shall be carried out according to the new documents.
4. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairpersons of provincial People's Committees under the Central Government, and related agencies, units, and individuals shall be responsible for implementing this Circular.
5. During the implementation process, if any difficulties arise, it is requested that agencies, units, and individuals promptly report to the Ministry of Culture, Sports and Tourism for research and appropriate amendments and supplements.
