DECISION
Amending and Supplementing Certain Articles of Decision No. 15/2025/QĐ-TTg
dated June 14, 2025 by the Prime Minister on Standards and Quantities for Use of Machinery and Equipment
Based on the Law on Government Organization No. 63/2025/QH15;

Based on the Law on Management and Utilization of State Assets No. 15/2017/QH14, amended and supplemented by Laws Nos. 64/2020/QH14, 07/2022/QH15, 24/2023/QH15, 31/2024/QH15, 43/2024/QH15, and 90/2025/QH15;

In accordance with the proposal of the Minister of Finance;

The Prime Minister promulgates this Decision to amend and supplement certain articles of Decision No. 15/2025/QĐ-TTg dated June 14, 2025 by the Prime Minister on Standards and Quantities for Use of Machinery and Equipment.

Article 1. Amending and Supplementing Certain Articles of Decision No. 15/2025/QĐ-TTg dated June 14, 2025 by the Prime Minister on Standards and Quantities for Use of Machinery and Equipment

1. Amend and supplement certain clauses of Article 3 as follows:

a) Amend and supplement Clause 4 as follows:

"4. The quantities and prices of machinery and equipment specified in Sections A and B of the Annex attached to this Decision are maximum levels; the heads of agencies, organizations, and units shall decide on specific quantities and prices based on their functions, duties, nature of work, needs for use, and available budgetary resources.

For basic end-user machinery and equipment serving routine work in a digital environment as specified in Section C of the Annex attached to this Decision, decisions on quantities and prices shall be made by the heads of agencies or persons with authority under Clause 3 of Article 4 of this Decision (including those who have been delegated such decision-making authority); these decisions should be consistent with market purchase prices for similar types of machinery and equipment."

b) Supplement Clause 8 as follows:

"8. In the case where a position is equipped with basic end-user machinery and equipment serving routine work in a digital environment as specified in Section C of the Annex attached to this Decision, no provision shall be made for the corresponding machinery and equipment specified in Section A of the Annex attached to this Decision.

In the case where an office is equipped with basic end-user machinery and equipment serving routine work in a digital environment as specified in Section C of the Annex attached to this Decision, no provision shall be made for the corresponding machinery and equipment specified in Section B of the Annex attached to this Decision."

2. Amend and supplement certain points of Clause 3 of Article 4 as follows:

a) Amend and supplement Point b as follows:

"b) The Standing Committee of the Vietnam Fatherland Front decides or delegates decision-making authority for agencies, organizations, and units under its jurisdiction (including political-social organizations directly subordinate to the Vietnam Fatherland Front), except where provided in sub-paragraph e of this clause;"

b) Supplement Point b1 after Point b as follows:

"b1) The Director of the National Political Academy decides or delegates decision-making authority for agencies and units under the Academy, except where provided in sub-paragraph e of this clause;"

c) Supplement Point d1 after Point d as follows:

"d1) The Secretary of the People's Committee at the provincial level or the Secretary of the Provincial People's Delegation and the People's Committee at the provincial level for a province where the People's Delegation Office and the People's Committee Office have been merged (hereinafter referred to as the Secretary of the People's Committee at the provincial level) decides on the People's Committee at the provincial level, the delegation body;"

3. Supplement Article 5a after Article 5 as follows:

"Article 5a. Machinery and Equipment for National Security Work in a Digital Environment

1. For positions in agencies, organizations, and units where functions and duties require frequent handling of work with content falling within the scope of national security secrets, in addition to being equipped with machinery and equipment specified in Section A of the Annex attached to this Decision, they shall also be equipped with machinery and equipment specified in Section D of the Annex attached to this Decision; the heads of agencies or persons with authority under Clause 3 of Article 4 of this Decision (including those who have been delegated such decision-making authority) shall decide on the number of machines and equipment based on the volume, nature of work containing national security secrets for each position to serve the purpose of safeguarding national security.

2. For other cases, decisions on the number of machinery and equipment specified in Section D of the Annex attached to this Decision for positions or offices under their jurisdiction shall be made by the heads of agencies or persons with authority under Clause 3 of Article 4 of this Decision (including those who have been delegated such decision-making authority) based on the functions, duties, level of secrecy of work as provided in the law on protecting national security secrets, needs for use.

3. The prices of machinery and equipment specified in Section D of the Annex attached to this Decision are the same as those specified in Sections A and B of the Annex attached to this Decision. In cases where the agency responsible for handling digital work containing national security secrets requests the provision of machines and equipment (from serial numbers 1 to 6) with higher specifications, capacity, or configuration, and in cases where machines and equipment at serial numbers 7 and 8 specified in Section D of the Annex attached to this Decision are provided, the prices shall be determined by the heads of agencies or persons with authority under Clause 3 of Article 4 of this Decision (including those who have been delegated such decision-making authority) based on market purchase prices for similar types of machinery and equipment."

3. The price of the machinery and equipment specified in Section D of the Annex attached to this Decision shall be the same as the price of the machinery and equipment specified in Sections A and B of the Annex attached to this Decision. In the case where an agency responsible for handling state secrets in a digital environment requires the installation of machinery and equipment (from serial number 1 to serial number 6) with specific functional, capacity, and configuration requirements that result in higher prices, or where the installation of machinery and equipment at serial numbers 7 and 8 specified in Section D of the Annex attached to this Decision is required, the price shall be determined by the agency or person with authority as provided in Clause 3 of Article 4 of this Decision (including agencies or persons delegated such decision-making authority) in accordance with the market purchase prices for similar types of machinery and equipment.

Article 2. Supplement, replace, and repeal certain provisions of Decision No. 15/2025/QĐ-TTg dated June 14, 2025 of the Prime Minister on standards and quotas for the use of machinery and equipment.

1. Supplement certain phrases as follows:

a) Supplement the phrase "(including agencies, persons delegated authority to decide)" after the phrase "agencies, persons with authority to stipulate under Clause 3 Point b, c of Article 4 of this Decision" in Points b, c of Clause 2 and Point b of Clause 3 of Article 6.

b) Supplement the phrase "not on digital media" and after the phrase "machinery and equipment for state secret work" in Point a of Clause 3 of Article 6.

2. Replace certain phrases as follows:

a) Replace the phrase "Appendix I, Appendix II annexed to this Decision" with the phrase "Appendix annexed to this Decision" in Clause 2 of Article 3, Point a of Clause 3 of Article 6, and Clause 4 of Article 8.

b) Replace the phrase "Section A of Appendix I, Section A of Appendix II annexed to this Decision" with the phrase "Sections A, C, D of the Appendix annexed to this Decision" in Clause 1 of Article 4.

c) Replace the phrase "Office of the Central Committee of the Party, Minister, Head of a central agency, Standing Council of the Central Committee of the Viet Nam Fatherland Front, Standing Committee of the provincial party committee, municipal party committee, People's Committee of province or city decides or delegates authority to decide" with the phrase "agencies, persons with authority to stipulate under Clause 3 Point 4 of this Decision (including agencies, persons delegated authority to decide) decides" in Point b of Clause 4.

d) Replace the phrase "Section B of Appendix I, Section B of Appendix II annexed to this Decision" with the phrase "Sections B, C, D of the Appendix annexed to this Decision" in Point a of Clause 2 of Article 5.

e) Replace the phrase "agencies, persons with authority to stipulate under Clause 3 of this Article" with the phrase "agencies, persons with authority to stipulate under Clause 3 of Article 4 of this Decision (including agencies, persons delegated authority to decide)" in Clause 3.

3. Repeal the phrase "at central and local levels" in Clause 1 of Article 4,

Replace Appendix I - Standards and Quotas for the Use of Machinery and Equipment of Central Agencies, Organizations, Units, Appendix II - Standards and Quotas for the Use of Machinery and Equipment of Local Agencies, Organizations, Units with Appendix - Standards and Quotas for the Use of Machinery and Equipment of Agencies, Organizations, Units.

Article 3. Provisions for Implementation

This Decision takes effect on September 2, [year].

2. Transitional Provisions

a) In case the People's Committee at the provincial level has already decided standards and quotas for the use of specialized machinery and equipment for agencies, organizations, units under the Viet Nam Fatherland Front of the province, People's Council, National Assembly Delegation before this Decision takes effect, they may continue to apply the established standards and quotas until a new decision is issued by the agency or person with authority as stipulated in Clause 2 of Article 1 of this Decision.

b) In case machinery and equipment have already been equipped prior to the effective date of this Decision, they may continue to be used until they are processed according to the provisions of the law on management and use of state assets.

b) In the case where machinery and equipment have been installed prior to the effective date of this Decision, they may continue to be used until they are processed in accordance with the provisions of the law on the management and use of state assets.

Article 4. Implementation Responsibilities

1. The Minister of Science and Technology shall be responsible for guiding the technical requirements and minimum configuration standards for computers and certain basic end-user devices to support regular work in a digital environment as stipulated in Section C of the Annex attached to this Decision, and adjusting and supplementing the list, technical requirements, and minimum configurations when necessary.

2. The Minister, heads of central agencies, provincial Party committees, municipal Party committees, people's councils, people's committees, chairpersons of people’s committees, heads of agencies, organizations, units, and individuals related shall be responsible for implementing this Decision.

Central Committee Secretariat;

Prime Minister, Deputy Prime Ministers of the Government;

Ministries, agencies at ministerial level, agencies under the Government:

Central Party Office and its Committees;

Office of the General Secretary;

Office of the President;

Ethnic Affairs Committee and committees of the National Assembly;

National Assembly Office;

Supreme People's Court;

Supreme People's Procuratorate;

Audit Agency:

Central Committee of the Vietnam Fatherland Front;

Ho Chi Minh National Political Academy;

VPCP: BTVN, various PCNs, Deputy Prime Minister's Office, General Director of the Government Portal, various Departments, units directly under the Official Gazette;

STANDARDS FOR DETERMINING THE USE OF EQUIPMENT AND DEVICES BY ORGANIZATIONS, UNITS, AND ENTITIES

Decided on March 9, 2026 by the Prime Minister)

A. STANDARDS AND QUANTITATIVE LIMITS FOR EQUIPMENT AND DEVICES
FOR THE USE IN VARIOUS OFFICIAL ROLES

Maximum Price (in millions of dong per unit or set)

Note:

The maximum purchase price for desktop computers, laptops, and tablet computers does not include the rights to software products, system software, or other types of application software.

The maximum quantity of machinery and equipment specified at serial number 1 in Section B applies to offices of positions defined in Point VIII of Section A.

The maximum quantity of machinery and equipment specified at serial number 2 in Section B applies to positions defined in Point VIII of Section A.

The maximum quantity of machinery and equipment specified at serial numbers 3, 4, 5, and 6 in Section B apply to all positions within the agency, organization, or unit.

In the case of replacing individual tables or chairs from a set of furniture, the price of the table is 60% of the price of one set of furniture, and the price of the chair is 40% of the price of one set of furniture.

Where the calculation of standards and equipment quotas specified in items 2, 3, 4, 5, and 6 of Section B results in a decimal number, it shall be rounded up (e.g., rounding 0.21 to 1; rounding 9.68 to 10).

C. LIST OF EQUIPMENT AND TERMINAL DEVICES FOR BASIC SUPPORT SERVICES

Note: The Minister of Science and Technology shall adjust and supplement the list, basic technical requirements, and minimum equipment configurations for equipment and terminal devices for basic support services in common tasks in the digital environment as necessary.

D. LIST OF EQUIPMENT AND TERMINAL DEVICES FOR SECRET WORK IN THE STATE ON THE DIGITAL ENVIRONMENT
