DECREE
Regarding the establishment of the Posts and Telecommunications Department under the People's Committees of provinces and centrally governed cities
THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on the Organization of People's Councils and People's Committees dated November 26, 2003;
At the proposal of the Minister of Posts and Telecommunications and the Minister of Home Affairs,
DECREE
Article 1. The Posts and Telecommunications Department under the People's Committee of provinces and centrally governed cities shall be established.
The Posts and Telecommunications Department is a specialized agency assisting the People's Committee of the province or centrally governed city in performing state management functions related to posts, telecommunications, information technology, electronics, Internet, signal transmission, radio frequency, and information infrastructure (collectively referred to as posts, telecommunications, and information technology); managing public services related to posts, telecommunications, and information technology within the provincial or centrally governed city area.
The Posts and Telecommunications Department is subject to the direction and supervision of the Ministry of Posts and Telecommunications regarding business operations.
Article 2. The Chairman of the People's Committee of the province or centrally governed city shall specify in detail the functions, tasks, powers, and organizational structure of the Posts and Telecommunications Department in accordance with the guidelines of the Minister of Posts and Telecommunications and the Minister of Home Affairs.
Article 3. This Decree takes effect fifteen days from the date of publication in the Official Gazette. All previous regulations that conflict with this Decree are hereby abolished.
Article 4. The Minister of Posts and Telecommunications, the Minister of Home Affairs, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and the Chairmen of the People's Committees of provinces and centrally governed cities are responsible for implementing this Decree.
