CIRCULAR
Issuing economic and technical norms for geological survey, resource assessment, and rare earth mineral exploration work
Rare earth minerals exploration
Pursuant to the Law on Geology and Mineral Resources dated November 29, 2024;
Decree No. 193/2025/NĐ-CP dated July 2, 2025, detailing certain provisions and implementation measures of the Law on Geology and Mineral Resources.
Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Vietnam Geological Survey and Mineral Resources Administration;
The Minister of Agriculture and Rural Development issues this Circular on economic and technical norms for geological survey, resource assessment, and rare earth mineral exploration work.
Article 1. This Circular hereby promulgates economic and technical norms for certain items of work within the scope of geological survey, resource assessment, and rare earth mineral exploration.
Article 2. Effective date
This Circular shall take effect from February 15, 2026.
Article 3. Transitional provisions
Tasks approved under the economic and technical norms stipulated in Circular No. 11/2010/TT-BTNMT issued by the Minister of Natural Resources and Environment on Economic and Technical Norms for Geological Works shall continue to be implemented until completion.
Article 4. Implementation
1. The Director of the Vietnam Geological Survey and Mineral Resources Administration shall be responsible for disseminating and supervising the implementation of this Circular.
2. Ministries, ministerial-level agencies, government-affiliated agencies, provincial people's committees, centrally governed cities, and related organizations and individuals shall comply with this Circular.
3. In the course of implementation, if there are difficulties or obstacles, organizations and individuals are requested to promptly report to the Ministry of Agriculture and Rural Development for consideration and resolution./.
