DIRECTIVE
On Strengthening the Organization and Management
Operation of Rural Centralized Water Supply Projects
The National Target Program on Clean Water and Environmental Sanitation in Rural Areas has been given special attention by the Party and State. Implementing the Program during the period from 1999 to 2005, 62% of rural residents have access to hygienic water supply, of which 30% meet the standard set forth in Decision No. 09/2005/QĐ-BYT of the Ministry of Health; 50% of rural households have sanitary latrines; the rural environment with its "green, clean, and beautiful" appearance is increasingly evident in many villages; personal hygiene practices have improved significantly; and many effective models for managing centralized water supply projects have emerged. These achievements are primarily due to the resolute leadership of the Government, relevant ministries and sectors, all levels of administration, and especially the active participation of the people.
However, the results achieved have not been commensurate with state investment or public expectations. The quality of water supply facilities remains low, water quality control is not stringent enough, particularly regarding the management and operation of centralized water supply projects, which are often not sustainable, leading to lax oversight in many places. This situation has resulted in numerous new facilities being damaged or ceasing operations shortly after being put into service, causing both wastage of investment and adverse effects on people's lives.
To enhance the sustainable effectiveness of centralized water supply facilities, the Minister of Agriculture and Rural Development, Head of the Program, requests:
1. Provincial People's Committees, the Steering Committees of the National Target Programs at provincial level shall direct relevant departments and levels to implement the following tasks:
a. Immediately establish organizations responsible for managing and operating existing centralized water supply facilities, ensuring that there are no facilities without management entities. The organizational model may be a water supply enterprise, a clean water cooperative, or a water service organization suitable for the scale and specific conditions of the locality. Establish financial mechanisms to ensure the operation of these management and operational organizations, without pursuing profit objectives.
b. For facilities already managed and operated, review their organizational models and operational mechanisms, adjust any limitations concerning capacity, responsibilities, authorities, and financial mechanisms to ensure efficient exploitation of the facilities.
c. When constructing new centralized water supply facilities, start from the needs of users, align with water source conditions and technology. Users should participate in planning, construction, supervision, and management operations. Before commencement of construction, establish a management and operational organization to take charge or participate in project investment, while also formulating effective and sustainable management and operational plans for the facility.
d. Direct relevant departments and levels, as well as management and operational organizations, to develop water service pricing based on accurately and sufficiently covering reasonable costs; establish and promulgate a framework for water charges that users must pay to management and operational organizations. In cases where revenue does not cover expenses, balance within the provincial economic affairs budget to subsidize management and operational organizations.
e. The allocation of investment construction and management and operation of centralized water supply facilities must match the localities' capabilities and specific conditions, while enhancing guidance, assistance, and inspection by specialized departments.
f. Strengthen monitoring of water quality according to the standard set forth in Decision No. 09/2005/QĐ-BYT of the Ministry of Health.
g. Prioritize funds from the Program in 2007 for repairing and upgrading facilities that are currently damaged or deteriorating to quickly achieve effectiveness.
2. The Rural Water Supply and Environmental Sanitation Center under the Ministry of Agriculture and Rural Development shall promptly develop and complete a handbook guiding various organizational models for management, maintenance, and water treatment technologies for centralized water supply facilities to submit to the Ministry for issuance.
3. The Water Resources Department and the Office of the Permanent Secretariat of the Program shall monitor, guide, and assist localities in implementing this Directive; report to the Minister - Head of the Program on implementation results./.
