DIRECTIVE

On Rectifying the Implementation of Document Procedures

 

In accordance with the Operational Regulations and Archival Work Regulations issued by the Ministry, units under the Ministry have shown significant positive changes in implementing document procedures; the system of documents of the Ministry has gradually become standardized and formalized, contributing significantly to assisting the leadership of the Ministry and heads of units in administrative management and operation.

However, some units still fail to pay adequate attention to the implementation of document procedures according to formalities; some unit heads have signed administrative state management documents sent beyond their level to Party agencies, the Government, and the National Assembly.

To rectify the implementation of document procedures and strictly adhere to the Operational Regulations and Archival Work Regulations issued by the Ministry, the Minister requests the heads of units under the Ministry to organize the implementation of the following matters:

1- Continuously focus on archival work and storage, assigning civil servants with expertise in archival work and storage to handle these tasks; remind all civil servants in the unit to properly implement document procedures.

2- Assign specific responsibilities to the Administrative Department or the archival department to review documents before submission for signature and stamping, ensuring that there are no documents issued without proper formality, grammatical errors, or technical mistakes.

3- Unit heads shall not sign documents sent beyond their level.

4- Do not include academic titles, degrees, or honors (such as GS, TS, NSND) before the name of the person authorized to sign for administrative state management documents.

5- When receiving documents that do not conform to formalities, units must return them to the sender and request corrections before issuance.

6- Units must promptly issue Operational Regulations and Archival Work Regulations (no later than the end of 2002 for issuing these regulations).

7- Continue to accelerate the application of information technology in managing and utilizing documents.

8- Each year, units must submit reports on archival work and storage to the Ministry's Office. The Ministry's Office will coordinate with units to organize training and professional development for civil servants engaged in archival work and storage within units under the Ministry.

Heads of units are required to disseminate this Directive to every cadre and civil servant in their unit and organize its effective implementation.
