Amending and supplementing certain articles of Decree No. 05/1999/NĐ-CP

dated February 3, 1999 of the Government on Identity Cards

which has been amended and supplemented by Decree No. 170/2007/NĐ-CP

dated November 19, 2007 of the Government

Pursuant to the Law on Organization of the Government dated December 25, 2001;

The Government promulgates this Decree on regulations regarding entry, exit, and residence policies for foreigners at the International Financial Center in Vietnam.

The Government promulgates this Decree to amend and supplement certain articles of Decree No. 05/1999/NĐ-CP dated February 3, 1999 of the Government on Identity Cards which has been amended and supplemented by Decree No. 170/2007/NĐ-CP dated November 19, 2007 of the Government,

Article 1. Amending and supplementing certain articles of Decree No. 05/1999/NĐ-CP dated February 3, 1999 of the Government on Identity Cards which has been amended and supplemented by Decree No. 170/2007/NĐ-CP dated November 19, 2007 of the Government

1. Amending and supplementing Clause 2 of Decree No. 05/1999/NĐ-CP dated February 3, 1999 of the Government on Identity Cards which has been amended and supplemented by Clause 1, Article 1 of Decree No. 170/2007/NĐ-CP dated November 19, 2007 of the Government as follows:

a) Adding the phrase "Independence - Freedom - Happiness" below the phrase "Socialist Republic of Vietnam" on the front side of the Identity Card.

b) Removing the phrases "father's name" and "mother's name" on the back side of the Identity Card.

2. Amending and supplementing Clause 2, Article 6 of Decree No. 05/1999/NĐ-CP dated February 3, 1999 of the Government on Identity Cards as follows:

"From the date of receiving all valid documents and completing the procedures as stipulated in Points a and b above, the police authority must complete the Identity Card for citizens at the earliest time possible; the processing time for issuing Identity Cards in cities and towns shall not exceed seven working days for new issuance and replacement, fifteen working days for reissuance; in mountainous highland areas, border areas, islands, the processing time for issuing Identity Cards for all cases shall not exceed twenty working days; in other areas, the processing time for issuing Identity Cards for all cases shall not exceed fifteen working days."

3. Replacing terms:

a) The term "Administrative Violation Handling Law" replaces the term "Administrative Violation Handling Ordinance".

b) The term "compulsory educational institution" replaces the term "educational institution".

c) The term "compulsory drug rehabilitation facility" replaces the term "medical treatment facility".

1. The Heads of the Office, the Director of the Department of Information Technology, the Heads of agencies and units under the Ministry of Information and Communications, the Directors of Provincial Departments of Information and Communications, and enterprises, organizations, and individuals related to this matter are responsible for implementing this Circular.

1. This Decree takes effect from November 2, 2013.

2. For Identity Cards issued according to Decree No. 170/2007/NĐ-CP dated November 19, 2007 of the Government, they remain valid until their expiration date as prescribed.

Article 3. Responsibility for Implementation

1. The Minister of Public Security is responsible for detailing, directing, inspecting, and urging the implementation of this Decree.

2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government shall be responsible for enforcing this Decree./.
