DECISION OF THE PRIME MINISTER
Regarding the approval of the adjustment of the Master Plan for Hanoi Capital to 2020
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Chairman of the People's Committee of Hanoi City and the Minister of Construction at Circular No. 01/UBTP-BXD dated January 6, 1998,
DECISION:
Article 1. Approve the adjustment of the Master Plan for Hanoi Capital to 2020 with the main contents as follows:
1. Objectives:
Determine the special position and role of the capital city in the overall orientation of urban development planning in Vietnam, consistent with the direction, goals of economic and social development and the policy of accelerating industrialization and modernization; combine well between construction and development with ensuring national defense and security, renovation with new construction, aiming to build Hanoi into a city that is both national and modern, rich in traditional cultural heritage over a thousand years; a central hub for politics, while also being a major center for culture, science and technology, economy, and international transactions nationwide; commensurate with the capital of a country with a population of one hundred million people, having a worthy position in Southeast Asia and the world.
2. Scope of Planning and Orientation for Spatial Development:
The spatial planning structure includes Hanoi Central City and surrounding cities in Ha Tay, Vinh Phuc, Bac Ninh, and Hung Yen provinces within a radius of influence from 30 to 50 kilometers.
The long-term development direction of Hanoi City mainly focuses on the west, forming a chain of cities from Miai Mon - Xuan Mai - Hoa Lac - Son Tay (Ha Tay Province); to the north is the Soc Son (Hanoi City) - Xuan Hoa - Dai Lai - Phuc Yen (Vinh Phuc Province) cluster and other cities to exploit advantages in geographical location, natural conditions, transportation, and infrastructure. In the short term, the expansion of Hanoi Central City will focus on the northwest, southwest, and north; prioritizing investment and development in the area north of the Red River. Here, a new Hanoi will be formed, including areas such as Bac Thang Long - Van Tri, Dong Anh - Co Loa, Gia Lam - Sai Dong - Yen Vien, and continuing to implement investment and development projects in the Nam Thang Long area.
3. Population Scale:
By 2020, the urban population of Hanoi Capital and surrounding cities within the scope of the adjusted Master Plan will be approximately 4.5 to 5 million people, of which the population of Hanoi Central City will be about 2.5 million people, and the population of surrounding cities will be about 2 to 2.5 million people.
4. Land use planning and urban landscape architecture:
a. On land use indicators:
The average urban land use indicator is 100 m2/person, of which it must ensure the traffic land use indicator of 25 m2/person, the green space, park, and physical exercise land use indicator of 18 m2/person, and the land use indicator for construction of public utility facilities of 5 m2/person.
b. Regarding functional zones:
Residential areas include restricted development zones, limited from Ring Road 2 (Vinh Tuy - Ngang Tu Vuong - Ngang Tu So - Cau Giay - Nhat Tan) towards the city center, with a long-term population control of about 0.8 million people; main development areas lie outside Ring Road 2 along the outskirts, with a population size of about 0.7 million people south of the Red River and about 1 million people north of the Red River.
Existing industrial zones will be renovated and rearranged in accordance with the city construction plan; simultaneously developing new industrial zones such as Soc Son, Bac Thang Long, Nam Thang Long, Sai Dong A and B, Dong Anh; renovating and expanding industrial zones like Cau Dien, Cau Buou, Phap Van, Duc Giang. Additionally, small, clean, high-tech factories can be interspersed within residential areas.
The area allocated for building industrial zones is approximately 3,000 hectares.
The system of public centers includes existing city centers such as the National Administrative and Political Center Ba Dinh, the administrative and political center of the city in the Hoan Kiem Lake area, and new commercial financial service and cultural centers in Tay Ho Tay, Nam Thang Long (Xuan La, Xuan Dinh, Nghia Do), Phuong Trach (Nam Van Tri), Gia Lam, and the Cao Lo sports and cultural service center.
Supporting these city centers are district and regional centers linked to units or residential areas.
Specialized centers include:
State management agencies at all levels are located in the city administrative centers, districts, and wards. Headquarters of companies, organizations, and foreign representative offices are arranged on main streets;
Educational institutions are concentrated in large areas such as Le Loi Street, Nguyen Trai Street, Route 32, Trau Qui, Me Tri, and some other places;
Scientific research institutes are mainly concentrated in old inner-city districts and the Nghia Do area, including existing scientific research agencies and service facilities that have been refurbished and developed into scientific urban areas;
Medical centers include general and specialized hospitals located in areas such as Bach Mai, Tran Khanh Du, Trang Thi, Quan Su, Xuan La - Nhat Tan, Van Tri, and some other places.
Specialized hospitals will be constructed in areas such as Gia Lam, Soc Son, and suitable locations;
The National and City Sports Complex is located in My Dinh (Tu Liem District). Other sports complexes are evenly distributed throughout the city such as Hang Day, Quan Ngua, Nhon, Van Tri, Cao Lo, Trieu Khuc, etc.
Renovate and upgrade existing parks, flower gardens, and green spaces, combining the development of new parks and green spaces in areas such as Yen So Lake, Linh Dam, Trieu Khuc, Me Tri, Song Nhu, Phu Thuong, Van Tri, Cao Lo, Gia Lam, Sai Dong, etc., forming special protective, isolation, and ecological landscape green belts along rivers such as To Lich, Lu, Set, Kim Ngưu, Hong, Nhu, Ca Lo, Dong, and along technical infrastructure corridors.
In the suburban areas, form a green belt ranging from 1 to 4 kilometers wide, creating a framework for protecting nature and maintaining urban ecological balance.
Existing and newly constructed defense and security facilities are reasonably planned and arranged, ensuring land construction, management, and use according to the planning and laws on land.
c. Regarding urban architecture and landscape:
In existing streets: It is necessary to preserve and restore cultural, historical heritages, natural landscapes, and valuable architectural works; build some monuments of national heroes who have made great contributions to the country; renovate and upgrade infrastructure, improve living and working conditions, facilitate travel, and create additional recreational areas for the people; conserve old streets while upgrading public service facilities; limit the height of new construction projects in old streets and only arrange high-rise buildings at suitable locations.
In new development areas: These include newly constructed zones and traditional villages that are preserved, renovated, and built with modern characteristics while maintaining ethnic identity, featuring a synchronized infrastructure system, numerous flower gardens, parks, and greenery to create a good, clean, and beautiful ecological environment for the capital city; attention should be paid to increasing the average floor area ratio, utilizing underground and above-ground space to save land.
5. On traffic planning and technical infrastructure:
a. Regarding traffic planning:
General principles:
The transportation infrastructure must be prioritized for synchronous development with technical infrastructure projects to form a complete urban planning structure effectively serving economic and social activities of the capital city.
Land for constructing transportation infrastructure, including both dynamic and static traffic systems, must reach an average rate of 25% of urban land.
The development of transportation in the capital city must focus on developing public passenger transport, ensuring that the proportion of public passenger transport reaches 30% by 2010 and 50% by 2020 of the total number of passengers.
On roads:
Renovate and expand national highways leading into the city: National Highway 1, National Highway 2, National Highway 3, National Highway 5, National Highway 6, National Highway 18, and National Highway 32. Complete the construction of the Lang - Hoa Lac expressway.
Finish the construction of Ring Roads No. 1, No. 2, and No. 3; simultaneously, research should be conducted to prepare for the construction of Ring Road No. 4.
Renovate and upgrade existing roads within the city, particularly focusing on expanding traffic lanes and intersections such as: West Son Street with Ngat Tu So Hill; Le Duan Street with Ngat Tu Vong Intersection; La Thanh Street with Kim Lien, O Cho Dua, and Cau Giay Intersections; Tran Quang Khai Street with Dong Cu Bridge Head and Dai La Intersection; Hoang Hoa Tham and Thuy Khe Streets with Ngat Tu Buoi Intersection; Lang Trung - Nguyen Chi Thanh - Luu Giai - Hoang Hoa Tham Streets; simultaneously renovate and improve the road network in old and ancient streets.
Supplement additional roads in areas where road density is still low.
Complete and modernize the road network in new development areas, synchronizing with other underground infrastructure projects.
Pay attention to evenly distribute parking lots, bus terminal points, and stops, ensuring an average distance of 500 to 600 meters from functional zones to parking and stopping points along public transport routes. Construct inter-provincial bus stations such as: Gia Lam, Giap Bat, Mai Dich, Dong Anh...
Besides Thang Long and Chuong Duong bridges, rebuild Long Bien Bridge, construct new Thanh Tri Bridge and other bridges across the Red River, ensuring timely response to the development needs of the capital city on both sides of the river.
On railways:
For the national railway system, maintain the current railway hub in the western part of the city; construct a new section from Van Dien to Co Bi (through Thanh Tri Bridge), then cross the Duong River at Bot Vang Pump Station and proceed to Bac Hong Railway Station, avoiding the Co Loa heritage site.
Complete the railway station system, including Phu Dien, Ha Dong, Viet Hung, Giap Bat, Gia Lam, Yen Vien, Bac Hong, Van Tri, and Co Loa Stations; among them, Co Bi, Yen Vien, Viet Hung, and Bac Hong are freight stations, while Giap Bat, Gia Lam, and Phu Dien are passenger stations.
Prioritize the construction of urban rail systems to form the main axes of the public passenger transport network of the capital city, including elevated and underground lines. Initially, construct the Van Dien - Hang Co - Gia Lam - Yen Vien line; subsequently, the Ha Dong - Ngat Tu So - Hang Co line; Hang Co - Cat Linh - Kim Ma - Thu Le - Nghia Do - Phu Dien - Minh Khai line; Giap Bat - Ring Road No. 3; Thang Long Bridge - Noi Bai and Kim Ma - Lang Trung - Hoa Lac lines.
Emphasize the organization and construction of large-capacity and modern passenger transfer hubs such as Hang Co and Noi Bai stations.
On airways:
Expand and complete Noi Bai Airport according to the approved master plan by the Prime Minister's Decision No. 152/TTg dated April 4, 1994. Gia Lam, Bach Mai, and Hoa Lac airports are domestic airports. In the future, construct an international airport at My Mo (Ha Tay Province).
On waterways:
Actively dredge and rectify the Red River towards canalization, upgrade Hanoi ports (at Den Ferry), Khuyen Luong, and open additional ports at Van Kiep and Thang Cat.
b. Regarding land preparation technology:
Construct a stormwater drainage system, including pumping stations and a network of sewers and channels, ensuring a density of 0.6 to 0.8 km/km2.
Renovate and construct reservoirs for water regulation, combined with lakeside landscaping, ensuring lake area coverage of 5 to 7% of the watershed area.
Strengthen the Red River and Day River dikes to prevent flooding in the central Hanoi area.
Construct riverside and lakeside roads within the city, combined with embankments and sidewalks.
c. Regarding water supply:
Water supply standards for daily life by 2010 are 150-180 liters/person/day, with 90-95% of the urban population supplied with water, and by 2020 are 180-200 liters/person/day, with 95-100% of the urban population supplied with water.
Rationally exploit groundwater resources, initially tapping surface water sources from the Red River, Da River, Cau River, and Cong River systems.
d. Regarding electricity supply:
Construct three additional 220 KV substations at Da Phuc, Northwest Van Tri Lake, and Thanh Cong; increase the capacity of power plants to 2,500 MVA and construct 16 new substations.
Improve and construct 220 KV, 110 KV, and 22 KV transmission lines, ensuring modernity, aesthetics, and safe usage.
e. Regarding wastewater treatment and environmental sanitation:
Renovate, upgrade, and utilize the existing combined sewage and stormwater drainage system in old urban areas, and construct separate sewage drainage systems in newly developed areas.
By 2020, ensure that 100% of solid waste generated by the city is collected, transported, and treated using appropriate technology.
Renovate and construct centralized cemeteries and graveyards, while also establishing small scattered cemeteries and graveyards suitable for local conditions.
Prioritize the construction of the infrastructure system of the Ha Tien Border Gate, international trade area, and concentrated industrial zone.
By 2005, focus on formulating and implementing key programs for urban management and development, including:
a. The program to prepare for the celebration of the 1000th anniversary of Thang Long;
b. The investment program to build economic and technical facilities, serving as a driving force for urban development and employment solutions for the people;
c. The investment program for renovating, upgrading, and developing urban transportation and technical infrastructure systems;
d. The environmental protection investment program to establish a framework for natural conservation and ecological balance in urban areas;
e. The investment and development program for new urban areas, construction of housing and resettlement zones, combined with population growth control measures in inner-city districts;
g. The program to enhance urban management capacity and effectiveness.
Article 2. The People's Committee of Hanoi City shall coordinate with the Ministry of Construction and relevant ministries and sectors to organize the implementation of adjustments to the Master Plan for the Capital until 2020.
1. Approve the design dossier for adjusting the Master Plan for the Capital of Hanoi until 2020 after obtaining the unified opinion of the Ministry of Construction.
2. Organize the announcement of the adjusted Master Plan for the Capital until 2020 for public knowledge, inspection, and implementation.
3. Develop annual and long-term plans to implement the planning for renovation and construction of the Capital.
4. Improve the capacity of urban architectural and planning management agencies; clearly define the powers and responsibilities of the Chief Architect in assisting the Chairman of the People's Committee of the city regarding planning, architecture, and construction management according to the city's plan and grassroots levels.
5. Organize the drafting of the Urban Architecture and Planning Management Regulations to be submitted to the Prime Minister for issuance.
6. Increase the proportion of capital retained for the Capital from the total state budget revenue to meet the requirements for renovation and construction of the Capital.
7. Mobilize domestic and foreign investment funds through various forms to implement projects for the renovation and construction of the Capital.
8. Cooperate with reputable foreign investors and consulting organizations, particularly those international organizations that have collaborated with Vietnam in adjusting the Master Plan for Hanoi Capital and investing in new urban areas north of the Red River and other new urban areas in recent years.
9. Establish project proposals, regulatory documents, organizational structures, mechanisms, policies, and solutions to pilot manage investment and development in new urban areas, housing zones, etc., aiming to maximize capabilities to meet the rapid development needs of Hanoi Capital.
10. Complete the detailed planning for the new urban area west of West Lake and north of the Red River after receiving the review comments of the Ministry of Construction to submit. the Prime Minister.
Article 3.
1. Establish a Steering Committee for Planning and Construction of Hanoi Capital headed by a Deputy Prime Minister as the head; the Minister of Construction, the Chairman of the People's Committee of Hanoi City as Deputy Head, and members comprising leaders of the following Ministries, Committees, and Sectors: Defense, Transportation, Planning and Investment, Agriculture and Rural Development, Culture and Information, Finance, Science, Technology and Environment, Government Office, Civil Service Committee of the Government, Land Administration General Department, State Bank of Vietnam.
The Steering Committee shall cooperate with the People's Committees of related provinces in organizing the implementation of approved planning.
2. The Steering Committee for Planning and Construction of the Capital shall have an operational support team at the People's Committee of Hanoi City and operate under the Rules determined by the Head of the Committee.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
The Chairman of the People's Committee of Hanoi City; the Minister, Heads of ministerial-level agencies; Heads of government-affiliated agencies; Chairmen of the People's Committees of related provinces are responsible for enforcing this Decision./.
