Resolution No. 108/2025/UBTVQH15 stipulates standards and conditions for the establishment of the Ethnic Minority Committee of the provincial People's Council. This document replaces Resolution No. 1130/2016/UBTVQH13 and takes effect from the date of its adoption.

- This Resolution takes effect from the date of its adoption (Article 2)

REGULATING THE CRITERIA AND CONDITIONS FOR ESTABLISHING
THE MINORITY AFFAIRS COMMITTEE OF THE PROVINCE PEOPLE'S COUNCIL

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
On the basis of The Constitution of the Socialist Republic of Vietnam has been amended and supplemented by Resolution No. 203/2025/QH15;
On the basis of The Law on the Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented with some articles according to Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
On the basis of Law on Local Administration Organization No. 72/2025/QH15;
RESOLUTION:
Article 1. Criteria and Conditions for Establishing the Minority Affairs Committee of the Province People's Council
The Minority Affairs Committee of the Province People's Council shall be established when meeting two out of three criteria and conditions set forth below:
1. The province or city has more than 20,000 ethnic minority people living together in village and hamlet communities;
2. The province or city has more than 5,000 ethnic minority people who need concentrated assistance and support from the State for development;
3. The province or city has ethnic minority people residing in areas critical for security and defense; areas with intercropping and intermixed populations; border areas with a large number of ethnic minorities from both Vietnam and neighboring countries frequently crossing back and forth.
Article 2. Effective Date
This Resolution takes effect from the date it is adopted.
The Resolution No. 1130/2016/UBTVQH13 dated January 14, 2016 of the Standing Committee of the National Assembly regarding the criteria and conditions for establishing the Minority Affairs Committee of the provincial, district, town, and city-level People's Councils shall cease to be effective from the date this Resolution takes effect.
The Government, the People's Councils, the People's Committees of provinces and cities, and related agencies and organizations are responsible for implementing this Resolution.
This Resolution was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, Session 50, on October 17, 2025.
