Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on managing service charge prices for postal and telecommunications services;
Considering the proposal of Vietnam Post and Telecommunications Corporation at Circular No. 27/GCTT-HĐQT dated January 28, 2005 regarding the plan to reduce channel rental rates;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1. Attached hereto is the table of international telecommunication channel rental service rates of Vietnam Post and Telecommunications Corporation.
Article 2. This Decision takes effect 15 days from the date of publication in the Official Gazette. Previous regulations contrary to this Decision are abolished.
Article 3. The Director of the Office, the Department Heads of the Planning and Finance Department, Vietnam Post and Telecommunications Corporation, and related units shall be responsible for implementing this Decision./.

2. Domestic extension channel rental rates.
2.1. Long-distance inter-provincial channel rental rates (if applicable): Apply according to the long-distance telecommunication channel rental rate table.
2.2. Provincial channel rental rates (including intra-district transmission parts):
2.2.1. For the three cities of Hanoi, Ho Chi Minh City, and Da Nang, divided into two levels:
2.2.1.1. Not exceeding 85% of the same speed rate (level 1) in the intra-district channel rental rate table for cases where the customer's final connection point is within the inner city districts;
2.2.1.2. Not exceeding 85% of the same speed rate (level 2) in the intra-district channel rental rate table for cases where the customer's final connection point is in suburban counties.
2.2.2. For the remaining provinces and cities, divided into two levels:
2.2.2.1. Not exceeding 50% of the same speed rate (level 1) in the intra-provincial channel rental rate table for cases where the final connection point is within provincial capital cities, central city districts, and urban districts of centrally-administered municipalities;
2.2.2.2. Not exceeding 50% of the same speed rate (level 2) in the intra-provincial channel rental rate table for other cases.
3. The international channel rental rates specified in Section 1 already include restoration charges.
4. The above rates do not include Value Added Tax (VAT).
5. Vietnam Post and Telecommunications Corporation:
- Specifies initial network connection and integration rates.
- Specifies specific rates within the rate range defined in this Decision.
- Specifies rate reductions for customers who lease channels for long-term periods (annual leases) or channels without restoration, or both, with maximum reductions not exceeding 15% compared to the floor rates set by the Ministry.
- When issuing specific rate decisions within its authority, the Corporation must notify the Ministry of Posts and Telecommunications before the decision takes effect.
6. Applicability:
- Customers using Vietnam Post and Telecommunications Corporation's international dedicated channel services.
- For telecommunications service providers with licenses, international dedicated channel rental rates apply the floor rates specified in the rate table in Section 1.
- Internet Exchange Point (IXP) service providers leasing channels for international Internet connections shall follow separate decisions.
