MINISTER OF AQUATIC RESOURCES
Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Pursuant to Decision No. 07/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries on the functions, tasks, powers, and organizational structure of the General Department for Quality Control, Safety and Animal Health Inspection;
Considering the proposal of the Director of the General Department for Quality Control, Safety and Animal Health Inspection and the Head of the Personnel Organization Department,
DECISION:
Article 1. The Fishery Quality Control, Safety and Animal Health Inspection Region 2 Office, under the General Department for Quality Control, Safety and Animal Health Inspection, shall be transferred to become the Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center - Da Nang (referred to as the Fishery Quality and Animal Health Inspection Center 2).
The Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center has the international trade name "The National Fisheries Quality Assurance and Veterinary Directorate - Branch 2," abbreviated as "NAFIQAVED - Branch 2," with its headquarters at 31 Nguyen Hue Street, Ngu Hanh Son District, Da Nang City. The Center is a self-financing public service unit with accounts at the State Treasury and banks; it has seals in both Vietnamese and English for transactions.
Article 2. The Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center shall assist the Director of the General Department for Quality Control, Safety and Animal Health Inspection in performing the Department's tasks in the provinces of Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Gia Lai, and Kon Tum.
The functions, tasks, powers, and working relationships of the Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center shall be defined by the Director of the General Department for Quality Control, Safety and Animal Health Inspection, after consultation with the Ministry of Fisheries.
Article 3. Organizational Structure
The organizational structure of the Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center includes:
1. General Affairs, Information and Certification Section
2. Organization and Administrative Affairs, Finance Section
3. Fishery Product Quality and Safety Section
4. Fishery Animal Health Section
5. Quality Testing, Quarantine and Experimentation Section.
Article 4. The Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center shall have one Director and not more than two Deputy Directors. The Director of the Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center shall be appointed by the Minister of Fisheries upon the recommendation of the Director of the General Department for Quality Control, Safety and Animal Health Inspection. The Deputy Directors of the Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center shall be appointed by the Director of the General Department for Quality Control, Safety and Animal Health Inspection upon the recommendation of the Director of the Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center, after obtaining the agreement of the Ministry of Fisheries.
In addition to the number of positions funded by the state budget, the Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center may hire contractual employees from fees, charges, and technical service revenues according to the law. The quota of civil servants and contractual employees of the Center shall be allocated by the Director of the General Department for Quality Control, Safety and Animal Health Inspection after obtaining the approval of the Ministry of Fisheries.
Article 5. This Decision replaces Decision No. 06/2004/QĐ-BTS dated April 20, 2004 of the Minister of Fisheries and takes effect fifteen days after publication in the Official Gazette.
The Heads of the Office, Heads of Departments, Inspectors General, Director of the General Department for Quality Control, Safety and Animal Health Inspection, Director of the Fishery Quality Control, Safety and Animal Health Inspection Region 2 Center, and related units are responsible for implementing this Decision./.
