DECISION
Regarding the issuance of the fifth tranche of Government bonds in 2007 for investment
in some important transportation and water conservancy projects of the country
THE MINISTER OF FINANCE
Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 141/2003/ND-CP dated November 20, 2003 of the Government on the issuance of Government bonds, Government-guaranteed bonds, and local government bonds;
Pursuant to Decision No. 235/2003/QD-TTg dated November 13, 2003 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the State Treasury under the Ministry of Finance;
Pursuant to Decision No. 182/2003/QD-TTg dated September 5, 2003 of the Prime Minister on the issuance of Government bonds for investment in some important transportation and water conservancy projects of the country;
Pursuant to Decision No. 171/2006/QD-TTg dated July 24, 2006 of the Prime Minister on the issuance and use of Government bonds during the period from 2003 to 2010;
Pursuant to Circular No. 88/2003/TT-BTC dated September 16, 2003 of the Ministry of Finance guiding the implementation of Decision No. 182/2003/QD-TTg dated September 5, 2003 of the Prime Minister on the issuance of Government bonds for investment in some important transportation and water conservancy projects of the country;
Pursuant to Circular No. 103/2006/TT-BTC dated November 2, 2006 of the Ministry of Finance amending and supplementing Circular No. 88/2003/TT-BTC dated September 16, 2003 of the Ministry of Finance guiding the implementation of Decision No. 182/2003/QD-TTg dated September 5, 2003 of the Prime Minister on the issuance of Government bonds for investment in some important transportation and water conservancy projects of the country;
In accordance with the proposal of the Director General of the State Treasury.
DECISION:
Clause 4 of Article 6 Issuance of the fifth tranche of Government bonds in 2007 for the construction of some important transportation and water conservancy projects of the country with a total amount of 22,000 billion Vietnamese dong.
Article 2. Currency of issuance: Government bonds shall be issued and paid in Vietnamese dong, in the form of certificates or book-entry.
Article 3. Tenor of bonds: 5 years, 7 years, 10 years, 15 years.
Article 4. Issuance period: From March 15, 2007 to December 31, 2007.
Article 5. The fifth tranche of Government bonds in 2007 will only be issued through tender, guarantee, and social insurance purchase channels, not directly (retail) through the State Treasury system.
Direct the Director General of the State Treasury to provide detailed guidance and organize the implementation of bond proceeds mobilization according to the disbursement schedule.
Article 6.This Decision takes effect fifteen days after its publication in the Official Gazette.
The Director General of the State Treasury, heads of relevant units under and affiliated with the Ministry of Finance are responsible for implementing this Decision./.
