Decision No. 11/2021/QĐ-TTg On extending the implementation period of special financial mechanisms for some administrative state agencies

Regarding the extension of the implementation period for special financial mechanisms

of certain administrative state agencies

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the State Budget Law dated June 25, 2015;

Pursuant to Resolution No. 129/2020/QH14 dated November 13, 2020 of the National Assembly on the allocation of the central budget for 2021;

At the request of the Minister of Finance.

Article 1. Extend the application period of eight Decisions and one document of the Prime Minister until the implementation of salary reform according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Seventh Plenary Session of the Central Committee of the Communist Party of Vietnam's Twelfth Tenure on salary policy reform for cadres, civil servants, public employees, armed forces, and workers in enterprises, including:

1. Decision No. 03/2015/QĐ-TTg dated January 15, 2015 of the Prime Minister piloting some special financial mechanisms of the Central Post Office.

2. Decision No. 04/2016/QĐ-TTg dated February 4, 2016 of the Prime Minister regarding the application of additional adjustment coefficients for the basic wage for civil servants, public employees, and workers at the Hoa Lac High-Tech Park Management Board.

3. Decision No. 05/2016/QĐ-TTg dated February 5, 2016 of the Prime Minister concerning the management and use of fees for loan repayment and guarantee fee tranches at the Ministry of Finance during the period 2016-2020.

4. Decision No. 13/2016/QĐ-TTg dated March 15, 2016 of the Prime Minister regarding the implementation of financial management and staffing mechanisms for the General Department of Taxation and the General Department of Customs during the period 2016-2020.

5. Decision No. 32/2019/QĐ-TTg dated October 29, 2019 of the Prime Minister on some special expenditure regimes of the Vietnam Maritime Administration.

6. Decision No. 02/2020/QĐ-TTg dated May 15, 2020 of the Prime Minister on extending the trial period for some preferential regimes and special financial mechanisms for technical staff and emergency response forces for cybersecurity incidents under the Ministry of Information and Communications.

7. Decision No. 11/2020/QĐ-TTg dated March 30, 2020 of the Prime Minister on financial management regimes for the Insurance Supervision and Inspection Authority under the Ministry of Finance.

8. Decision No. 17/2020/QĐ-TTg dated May 29, 2020 of the Prime Minister on applying special financial management and income mechanisms for the Plant Protection Bureau, Animal Health Bureau, and Quality Control Bureau of Forestry, Agriculture, and Fisheries under the Ministry of Agriculture and Rural Development.

9. Circular No. 128/TTg-KTTH dated January 31, 2019 of the Prime Minister on additional income for the Telecommunications Bureau, Radio Frequency Spectrum Bureau, Broadcasting, Television, and Electronic Information Bureau under the Ministry of Information and Communications.

Article 2. This Decision takes effect from the date of issuance and applies from the 2021 fiscal year.

Article 3. The Ministers of Finance, Home Affairs, Transport, Information and Communications, Agriculture and Rural Development, Science and Technology, and heads of relevant units are responsible for implementing this Decision./.
