DECISION  

On certain special expenditure regimes for the Vietnam Maritime Administration

Pursuant to the Law on Government Organization dated June 19, 2025;

Pursuant to the State Budget Law on June 25, 2015;

Pursuant to the Law on Fees and Charges dated November 25, 2015;

At the proposal of the Minister of Transport;

The Prime Minister promulgates this Decision on certain special expenditure regimes for the Vietnam Maritime Administration.

Article 1. Scope of Regulation

This Decision stipulates certain special expenditure regimes for the Vietnam Maritime Administration

Article 2. Applicability

Civil servants and officials at the Vietnam Maritime Administration agency, two branch maritime administrations, and the specialized maritime inspection force under the Vietnam Maritime Administration.

Article 3. Content and special expenditure regimes

1. Average salary: Applies a salary coefficient of 1.8 times the state-prescribed salary level (grade, rank, and various allowances, excluding night shift and overtime pay).

2. Safety and security bonus: Applies a bonus rate of 15% of the salary grade and position (excluding allowances) for civil servants directly engaged in management, supervision, and ensuring maritime safety and security.

3. Work attire: Expenditure for work attire shall be implemented. The Ministry of Transport shall prescribe the work attire regime for the Vietnam Maritime Administration; the Ministry of Finance shall prescribe the expenditure level for work attire according to the prescribed attire regime.

Article 4. Funding to ensure special expenditure regimes

1. The content and special expenditure regimes stipulated in Article 3 of this Decision shall be included in the self-financing budget.

2. An additional salary coefficient of 0.8 times; safety and security bonuses and work attire expenses shall be allocated from retained maritime fee revenues in accordance with the regulations of the Ministry of Finance.

3. If there is any surplus in the self-financing budget, the Vietnam Maritime Administration may use it for expenditures as prescribed in Decree No. 130/2005/ND-CP dated October 17, 2005 of the Government on the self-financing and self-responsibility regime for using staffing levels and administrative management budgets for state agencies, and Decree No. 117/2013/ND-CP dated October 7, 2013 of the Government amending and supplementing certain articles of Decree No. 130/2005/ND-CP dated October 17, 2005 of the Government on the self-financing and self-responsibility regime for using staffing levels and administrative management budgets for state agencies, including additional income for cadres and civil servants not exceeding 1.0 times the state-prescribed salary grade and position level.

Article 5. Effective Date

1. This Decision takes effect from December 15, 2019.

2. The regimes prescribed in this Decision shall apply from the 2019 fiscal year until the end of 2020.

Article 6. Responsibility for Implementation

Ministers: Transport, Finance, Home Affairs, Labor - Invalids and Social Affairs, Director of the Vietnam Maritime Administration, and Heads of related agencies are responsible for implementing this Decision./.
