CIRCULAR
Guidelines on positions for civil servants in specialized internal affairs professions

Pursuant to Decree No. 63/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 62/2020/NĐ-CP dated June 1, 2020, of the Government, on positions and staffing of civil servants;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Internal Affairs issues this Circular to provide guidelines on positions for civil servants in specialized internal affairs professions.
Article 1. Scope of Regulation
This Circular provides guidelines on the list of positions, job descriptions, and competency frameworks for positions of civil servants in specialized internal affairs professions.
Article 2. Applicability
This Circular applies to administrative agencies and organizations performing advisory functions in state management of the internal affairs sector from central to local levels, including:
1. Administrative agencies and organizations under the Ministry of Internal Affairs.
2. Administrative agencies and organizations under the Department of Internal Affairs under the People's Committees of provinces and centrally governed cities (referred to collectively as provincial level).
3. Internal Affairs Departments under the People's Committees of districts, towns, and cities under provinces and centrally governed cities (referred to collectively as district level).
Article 3. Principles and basis for determining positions for civil servants in specialized internal affairs professions
1. Positions for civil servants in specialized internal affairs professions are determined based on the principles stipulated in Article 3 of Decree No. 62/2020/NĐ-CP dated June 1, 2020 of the Government on positions and staffing of civil servants.
2. Determination of positions for civil servants in specialized internal affairs professions must be carried out in accordance with the provisions of Clause 1, Article 4 of Decree No. 62/2020/NĐ-CP dated June 1, 2020 of the Government on positions and staffing of civil servants.
3. Determination of positions must ensure that the number of civil servant posts does not exceed the approved staffing ceiling.
Article 4. List of positions, job descriptions, and competency frameworks for positions for civil servants in specialized internal affairs professions
1. The list of positions for civil servants in specialized internal affairs professions in the administrative agencies and organizations mentioned in Article 2 is specified in Appendix I attached to this Circular.
2. Job descriptions and competency frameworks for positions for civil servants in specialized internal affairs professions in the administrative agencies and organizations mentioned in Article 2 are specified in Appendices IIA, IIB, and IIC attached to this Circular.
3. The level framework for determining requirements for competencies for positions for civil servants in specialized internal affairs professions in the administrative agencies and organizations mentioned in Article 2 is specified in Appendix III attached to this Circular.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
1. Based on this Circular, the administrative agencies and organizations mentioned in Article 2 shall develop their position plans and submit them to the agency or organization responsible for organizational cadre work at the same level for review and approval by the competent authority in accordance with the law.
2. In cases where the regulatory documents referred to in this Circular are changed, supplemented, or replaced, they shall be implemented according to the newly issued documents.
Article 6. Transitional Provisions
In cases where civil servants currently hold higher ranks than those required by the positions defined in this Circular, they will be retained until new regulations on salary systems are issued.
Article 7. Effectiveness and Responsibility for Implementation
1. This Circular takes effect from February 15, 2023.
2. Ministers, Heads of ministerial-level agencies, Heads of government agencies, heads of organizations established by the Government or the Prime Minister that are not public service units, Chairmen of provincial and centrally governed city People's Committees.
and related agencies, organizations, and individuals are responsible for implementing this Circular.
3. During the implementation process, if there are any difficulties, please report to the Ministry of Home Affairs for guidance and resolution./.
