Pursuant to Law on Tourism No. 09/2017/QH14;
Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering or tendering for the provision of products and services using state budget funds from regular expenditure;
Pursuant to Decree No. 120/2020/NĐ-CP dated October 7, 2020 of the Government stipulating the establishment, restructuring, and dissolution of public service organizations;
Pursuant to Decree No. 60/2021/NĐ-CP dated June 21, 2021 of the Government stipulating the financial autonomy mechanism for public service organizations;
Pursuant to Decree No. 43/2025/NĐ-CP dated February 28, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 111/2025/NĐ-CP dated May 22, 2025 of the Government amending and supplementing certain articles of Decree No. 60/2021/NĐ-CP dated June 21, 2021 of the Government stipulating the financial autonomy mechanism for public service organizations;
Based on the proposal of the Director of the National Tourism Administration of Vietnam;
The Minister of Culture, Sports and Tourism issues this Circular stipulating economic and technical standards for tourism resource protection, preservation, development services; survey, data collection, document gathering, and investigation of tourism resources and markets.
Article 1. Scope of Regulation and Applicability
2. Applicability:
This Circular stipulates economic and technical standards for the following services that use state budget funds:
a) Protection, preservation, and development of tourism resource value;
b) Organization of surveys, data collection, document gathering, and tourism resource investigation;
c) Organization of surveys, data collection, document gathering, and tourism market investigation.

a) Agencies, organizations, and individuals using state budget funds to provide public service as stipulated in Clause 1 of Article 1 of this Circular (hereinafter referred to as public service);
b) Agencies, organizations, and other individuals related to the implementation of public services using state budget funds;
c) Encouraging non-public agencies and organizations implementing public services without using state budget funds to apply economic and technical standards as prescribed in this Circular.
Article 2. General Provisions on Economic and Technical Standards
1. The economic and technical standards set forth in this Circular are the maximum levels, ensuring accurate and full coverage of labor costs, machinery, equipment usage, and material usage to complete the provision of public services.
2. Job titles within the labor cost component of the standard tables are determined according to the following principles:
a) Job titles within the labor cost component of the standard table are applied according to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary systems for cadres, civil servants, public officials, and armed forces; Decree No. 117/2016/NĐ-CP dated July 21, 2016 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary systems for cadres, civil servants, public officials, and armed forces; Decree No. 111/2022/NĐ-CP dated December 30, 2022 of the Government on contracts for certain types of work in administrative agencies and public service organizations, or equivalent positions approved by competent authorities;
b) In cases where the job title grade does not match the standard table, the superior management agency of the public service organization shall consider and decide on applying equivalent grades or the actual job title grade and labor cost based on actual conditions. In these cases, labor costs must not exceed those calculated from the standards set out in this Circular;
c) For civil servants and public officials receiving salaries from the state budget participating in the implementation of tasks in the public service provision process, the labor cost consumption standards stipulated in this Circular do not apply.
3. Other expenses in activities serving the provision of public services are handled as follows:
a) For expenses on purchasing documents, copyright, translating documents, updating and storing information, data, transaction electricity, telephone, travel expenses, organizing conferences, seminars, training sessions, using infrastructure, information technology facilities, management software, office supplies (excluding A4 paper, ink, ballpoint pens, file folders), and other incidental expenses, agencies, organizations, and public service organizations shall apply the levels issued by competent state authorities or prepare separate budgets for additional processes outside the standard to be reviewed and approved by competent authorities in accordance with laws on state budget;
b) For actual expenses, procurement of goods, leasing, hiring, and other contracting services are carried out in accordance with state budget laws. For outsourced service payment items within the tender threshold, they shall be implemented in accordance with laws on tendering.
Article 3. Content and structure of economic and technical norms
1. The content of economic and technical norms includes:
a) Labor consumption: this is the direct labor time and indirect labor time necessary for average categories and levels of workers to complete the provision of a public service. The level of direct labor consumption is calculated based on the work stages of the public service provided, measured in workdays (each workday corresponding to 08 hours of work according to Article 105 of the Labor Code). The level of indirect labor consumption is calculated at a rate of 15% of the total direct labor consumption.
b) Consumption of machinery and equipment: this is the usage time of each type of machinery and equipment used to provide public services. The level of machinery and equipment consumption in the norm is calculated based on usage shifts, with each shift corresponding to 01 workday (08 hours) according to Article 105 of the Labor Code.
c) Material consumption: this is the quantity of specific materials required and directly used to provide public services. The level of material consumption in the norm is calculated based on the quantity of each specific type of material. The level of auxiliary material consumption is calculated at a rate of 10% of the total value of material consumption within the same norm table.
2. The structure of economic and technical norms includes:
a) Name of the norm;
b) Description of work content: the main work stages to implement the provision of public services;
c) Norm table, including:
- Labor consumption norm: category and level of labor, unit of measurement for consumption level, normative consumption level value;
- Machinery and equipment usage consumption norm: name of machinery or equipment type, unit of measurement for consumption level, normative consumption level value;
- Material usage consumption norm: name and specifications of materials, unit of measurement for consumption level, normative consumption level value;
- Normative value: the numerical value of actual time spent on labor, machinery and equipment usage, and material usage during the provision of public services;
- Notes: guidance on how to calculate the norm under different technical conditions (if applicable) or to complete a workload different from the unit of measurement in the norm table.
Article 4. Economic and technical norms within the scope of regulation of this Circular.
Detailed economic and technical norms for public services are stipulated in the Appendix attached to this Circular, specifically:
1. Economic and technical norms for tourism resource protection, conservation, and development services;
2. Economic and technical norms for tourism resource surveying, data collection, documentation, and investigation services;
3. Economic and technical norms for tourism market surveying, data collection, documentation, and investigation services.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
On the basis of the economic and technical norms for public services attached to this Circular, ministries, sectors, central agencies, provincial People's Committees, and related agencies shall consider and decide to apply specific economic and technical norms suitable for the conditions of the units providing public services under their management.
Agencies and organizations using state budget funds to implement the provision of research public services shall base on actual conditions and propose to competent authorities for consideration and decision on applying specific norms.
Article 6. Effectiveness
1. This Circular takes effect from October 15, 2025.
In case the legal regulations cited for application in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued amended, supplemented, or replacement regulations.
During implementation, if there are emerging issues or difficulties, agencies, organizations, and individuals shall report to the Ministry of Culture, Sports and Tourism (through the Vietnam National Administration of Tourism) for consideration and resolution.
