Issuing national technical standards for automatic warning systems at railway crossings

On the basis of Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Decree No. Decree No. 127/2007/NĐ-CP dated August 1, 2007 and Decree No. Decision No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions 127/2007/NĐ-CP detailing implementation of certain provisions Law on Standards and Technical Regulations;

Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

At the request of the Director of the Science, Technology, Environment and Construction Materials Department and the Director of the Vietnam Railway Administration;

The Minister of Construction issues this Circular on national technical standards for automatic warning systems at railway crossings.

Article 1. Attached to this Circular is QCVN 104:2025/BXD National Technical Regulation on automatic warning systems at railway crossings.

Article 2. Effective Date

Clause 1. This Circular takes effect from January 1, 2026.

2. This Circular replaces Circular No. 24/2019/TT-BGTVT dated July 5, 2019 issued by the Minister of Transport on the issuance of National Technical Regulation on automatic warning systems at railway crossings - QCVN 104:2019/BGTVT and abolishes Circular No. 27/2022/TT-BGTVT dated November 28, 2022 issued by the Minister of Transport regarding the cessation of the effectiveness of Circular No. 24/2019/TT-BGTVT dated July 5, 2019.

Article 3. Transitional Provisions

1. For railway crossing projects approved for investment before the effective date of this Circular, the application of Technical Regulation QCVN 104:2025/BXD shall be implemented as follows:

a) Requirements for the railway crossing protection equipment system continue to be implemented according to the approved content;

b) Operation and maintenance of the railway crossing protection equipment system shall be carried out in accordance with the general requirements set forth in Article 2 of Technical Regulation QCVN 104:2025/BXD;

c) When repairing or replacing components or equipment constituting the railway crossing protection system, it is not necessary to comply with the detailed technical regulations and testing methods stipulated in Article 3 of Technical Regulation QCVN 104:2025/BXD.

2. For railway crossing projects approved for investment after the effective date of this Circular, the design, supply, installation, supervision, acceptance, operation, and maintenance of the railway crossing protection equipment system shall be carried out in accordance with Technical Regulation QCVN 104:2025/BXD./.
