Pursuant to the Inspection Ordinance issued on April 1, 1990;
Pursuant to the Inspector Regulations promulgated by Decree No. 191-HĐBT dated June 18, 1991 of the Council of Ministers (now the Government);
Implementing Resolution No. 38-CP dated May 4, 1994 of the Government on reforming administrative procedures in handling citizens' and organizations' affairs;

Article 1. - Now hereby promulgates with this decision "Five Disciplinary Rules for Inspectors in the State Inspection System". All inspectors and staff members recruited by State Inspection Organizations must comply with these Five Disciplinary Rules when directly conducting inspections.

When not directly conducting inspections, staff members within the State Inspection System shall perform their assigned tasks in accordance with the regulations of civil servants and internal rules of their agencies.

Article 2. - Heads of State Inspection Organizations, leaders of inspection teams, and those appointed to conduct inspections have the responsibility to manage, supervise, and prevent violations of the aforementioned Five Disciplinary Rules.

Those who violate the Five Disciplinary Rules will be subject to administrative, economic sanctions, or criminal liability depending on the severity of the violation.

Article 3. - The Heads of Office, Department Directors, heads of subordinate units, and Chief Inspectors at all levels and sectors are responsible for implementing this decision.

This Decision takes effect from the date of signing.

FIVE DISCIPLINARY RULES

FOR INSPECTORS IN THE STATE INSPECTION SYSTEM

Article 1. When performing duties, they must present their inspector identification card or work introduction letter, ensuring compliance with the requirements and timeframes stipulated in the decision of the competent authority.

Article 2. Meals, accommodation, and transportation expenses incurred during inspections must be settled according to the prescribed regulations and immediately reported to the inspected entity if such expenses are to be covered by that entity. They must not accept gifts under any form and must combat any attempts by the inspected entities to bribe or influence them.

Article 3. They may only interact with the inspected entities at their offices. When listening to explanations from the inspected entities regarding complex cases, there must be two or more people present; exceptions apply when hearing complaints. They must not coerce or suggest answers or narratives according to their subjective wishes. They must not attempt to mitigate, cover up, or issue conclusions that deviate from the truth.

Article 4. They must strictly follow the directives of the decision-making authority or the Head of the Inspection Team (if it is a team inspection). In case of disagreement during the inspection process, they must still comply with the directives but retain the right to report their opinions to the decision-making authority. If assigned an inspection task and having direct social relations with the inspected entity, they must honestly report this to the decision-making authority for resolution.

Article 5. They must properly manage and use inspection documents and materials in accordance with the inspection objectives and requirements. They must strictly adhere to confidentiality regulations concerning information sources, documents, and inspection methods. Without permission from the decision-making authority or the Head of the Inspection Team, they must not disclose inspection-related information, situations, or statements to any external parties.
