Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government stipulating the tasks, powers, and responsibilities for state management by Ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 178/CP dated October 28, 1994, on the tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to the Government Decree No. 17/2001/NĐ-CP dated May 4, 2001, on the issuance of the Regulation on Management and Use of Official Development Assistance Funds;
Pursuant to the Prime Minister's Decision No. 198/1999/QĐ-TTg dated September 30, 1999, on "Salary for cadres and civil servants working at Project Management Units";
Pursuant to the Circular No. 150/1998/TT-BTC dated November 19, 1998, of the Ministry of Finance guiding the Management and Use of Training and Capacity Building Funds for Cadres and Civil Servants;
Pursuant to the Circular No. 93/1998/BTC dated June 30, 1998, of the Ministry of Finance stipulating the Conference Expense Regulations;
Pursuant to the Circular No. 94/1998/TC-BTC dated June 30, 1998, of the Ministry of Finance stipulating the Travel Expenses for State Cadres and Civil Servants on Domestic Trips;

Article 1: Issued together with this Decision are "Regulations on Certain Expenditure Standards Applicable to Projects Using Official Development Assistance (ODA) Loans".
Article 2: The standards issued together with this Decision are the maximum ceilings. Within the scope of the standards prescribed in this Decision and within the permissible budget for project management, the directors of ODA project management units shall determine specific expenditure levels applicable to the Project in a suitable manner.
Article 3: Previous regulations and guidelines on expenditure standards issued by the Ministry of Finance, or approved by the Ministry of Finance for relevant ministries to issue and apply to certain ODA projects, will cease to be effective from the date this Decision takes effect.
Article 4: This Decision shall take effect fifteen days from the date of signature.
Ministries, sectors, People's Committees at all levels, and units utilizing ODA funds are responsible for implementing this Decision.
