Regarding the functions, tasks, powers, and organizational structure
of Sao Đỏ College Red Star
THE MINISTER OF INDUSTRY
Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
On the basis of The Education Law dated December 2, 1998;
Pursuant to Decision No. 5738/QĐ-BGD&ĐT-TCCB dated October 4, 2004 of the Minister of Education and Training on the establishment of Sao Đỏ College based on the former Industrial Technical School for Mechanical and Electrical Engineering;
Pursuant to the Charter of Colleges issued pursuant to Decision No. 56/2003/QĐ-BGD&ĐT dated December 10, 2003 of the Minister of Education and Training;
At the proposal of the Director of the Department of Organization and Cadres.
[ DECISION:
Article 1. Sao Đỏ College under the Ministry of Industry is an educational institution training and upgrading cadres at college level and lower levels in fields such as Mechanical Engineering, Electrical Engineering, Electronics, Information Technology, Textile Engineering, Economics, and Technical Pedagogy; it serves as a scientific research center to meet economic and social development needs. The College is subject to state management by the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs regarding education and training, and enjoys state policies and regulations applicable to the college system.
Article 2. Sao Đỏ College is a self-financing public service entity with legal personality, entitled to open bank accounts at State Treasury and commercial banks, and to use seals (including embossed and reduced-size seals) for its operations and transactions in accordance with the law.

Article 3. Primary tasks and scale of training
1. Training technical, economic, and technical pedagogical cadres at college level, vocational high school graduates, and skilled technicians according to the national education system framework and the education and training certification system stipulated in the Education Law dated December 22, 1998; in accordance with Decree No. 43/2000/NĐ-CP dated August 30, 2000 and Decree No. 02/2001/NĐ-CP dated January 9, 2001 of the Government detailing and guiding the implementation of certain provisions of the Education Law; implementing the Labor Code and the Education Law on vocational training.
2. Upgrading and retraining technical and economic managerial staff and highly skilled technicians to meet national standards and the requirements of domestic and foreign organizations and individuals.
3. Conducting and implementing scientific and technological research in technical and industrial economic fields; linking training with scientific research and production labor to enhance training quality to meet increasingly higher demands of business production.
4. Implementing cooperative relationships, linkages, and interconnections in training and upgrading cadres with domestic and foreign agencies, organizations, and individuals.
5. Managing, developing, and effectively utilizing the cadre, teacher, student, and material resources of the College, maintaining security, order, and social safety within the College.
By 2010, the scale of training and upgrading cadres and workers of the College will be from 12,000 to 15,000 students and trainees.
Article 4. Organizational structure of the College
1. Leadership:
- President;
- Deputy Presidents.
2. Functional departments.
3. Departments and subjects.
4. Service, support, research, and technology transfer units (including units such as Admissions Center, Research and Technology Transfer Center for Industry, Construction and Installation Team for Mechanical and Electrical Engineering, workshops, library, dormitory).
The President of Sao Đỏ College shall be responsible for:
- Drafting the Charter of Organization and Operation of the College for approval and promulgation by the Ministry of Industry;
- Defining the functions, tasks, powers, and staffing arrangements for each department in accordance with the professional standards for university and college civil servants established by Decision No. 538/TCCP-TC dated December 18, 1995 of the Minister, Head of the Civil Service Department of the Government;
- Developing organizational and operational plans for service, support, and technology transfer units that align with the training needs of cadres and workers at different periods, for submission to the Ministry for review and decision.
Article 5. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
The Director of the General Office of the Ministry, the Inspector General of the Ministry, the Heads of Departments and Directors of Bureaus under the Ministry, and the President of Sao Đỏ College are responsible for enforcing this Decision.
