THE MINISTER OF POST AND TELECOMMUNICATIONS

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Post and Telecommunications; Pursuant to Decision No. 305/2005/QĐ-TTg dated December 24, 2005 of the Prime Minister promulgating the National Statistical Indicators System;

At the proposal of the Director of the Planning and Finance Department

DECISION:

Article 1. Issuing temporarily the reporting regulations applicable to enterprises and branches of enterprises engaged in providing postal, courier, telecommunications, Internet services, and enterprises engaged in information technology manufacturing, as follows:

1. Reporting forms

- Form No. 01-BCVT: Applicable to enterprises and branches operating in providing postal, courier, telecommunications, and Internet services in provincial and centrally-administered city administrative areas, to be reported to the Provincial Post and Telecommunications Departments.

Frequency of implementation: Monthly, quarterly.

- Form No. 02-BCVT: Applicable to enterprises engaged in information technology manufacturing in provincial and centrally-administered city administrative areas, to be reported to the Provincial Post and Telecommunications Departments.

Frequency of implementation: Annually.

- Form No. 03-BCVT: Applicable to enterprises providing postal and courier services, to be reported to the Ministry of Post and Telecommunications.

Frequency of implementation: Annually.

- Form No. 04-BCVT: Applicable to enterprises providing telecommunications and Internet services (including IXP, ISP, OSP Telecommunications), to be reported to the Ministry of Post and Telecommunications.

Frequency of implementation: Monthly, quarterly, and annually.

In case a courier enterprise or an Internet enterprise has only one business establishment (without branches, representative offices, or agents in other provinces/cities), such enterprise shall implement Form No. 03-BCVT or No. 04-BCVT and send it simultaneously to the Ministry of Post and Telecommunications and the Provincial Post and Telecommunications Departments.

2. Reporting Period

The symbols on the reporting forms issued together with this Decision are understood as follows:

- (T): Requirement to report monthly;

- (Q): Requirement to report quarterly;

- (N): Requirement to report annually.

3. Time limit for reporting

Monthly and quarterly reports:

Latest by the fifth day of the month immediately following the month or quarter being reported.

Annual reports:

Latest by January 10 of the following year.

4. Use of estimated figures

When the Ministry of Post and Telecommunications or the Provincial Post and Telecommunications Departments require reports before the due date, or when sufficient information has not been collected or there is no final settlement figure, units may use estimated figures. Estimated figures must be noted with the method of estimation and must be updated immediately with the actual figures upon the due date, or when actual figures become available, or when the final report is approved by the competent state authority.

5. Reporting format

Reports shall be conducted in both written and electronic form. Written reports must bear the signature and seal of the unit's head, along with the fixed-line telephone number, mobile phone number, and email address of the person preparing the form for easy verification, comparison, and data processing. Written reports shall be sent to the Office of the Ministry of Post and Telecommunications (No. 18 Nguyen Du Street, Hanoi). Electronic versions shall be sent to the Ministry of Post and Telecommunications at the address: [email protected]. Online reporting is encouraged, especially for enterprises engaged in information technology manufacturing reporting to the Provincial Post and Telecommunications Departments.

Article 2. Enterprises are responsible for strictly implementing the reporting system, directing and guiding their branches in provinces and centrally-administered cities to timely, accurately, and fully report to the Provincial Post and Telecommunications Departments according to the provisions of this reporting system. If an enterprise has multiple branches in one province/city, it must direct one unit to act as the main reporting entity to the Provincial Post and Telecommunications Departments.

Article 3. Units under the Ministry and Provincial Departments shall allocate staff to initially check and process received reports within their jurisdiction (format compared to the prescribed model, arithmetic errors, logical errors, units of measurement, etc.), organize storage, updating, and provision of data within their assigned monitoring fields - when requested by the Ministry's leadership or competent authorities, and shall be responsible for the accuracy of the provided data. Reporting information must be organized into an electronic database system to enable quick, accurate storage, updating, and information provision.

Article 4. Reported data must be kept confidential until officially published by the competent authority; ensuring the operational activities of the Ministry and creating conditions for enterprises to develop their production and business activities. Strictly prohibited is the misuse of information and data outside of authorized purposes, violating current regulations on protecting state secrets.

Article 5. In the third quarter of each year, the Ministry of Post and Telecommunications will organize reviews to amend and improve the reporting system. The Planning and Finance Department is tasked with receiving and processing specific suggestions for improving the reporting system.

Article 6. Organizations and individuals who violate this reporting system will be dealt with according to current regulations.

Article 7. This Decision takes effect from the date of signature.

Article 8. The Head of the Office, the Director of the Planning and Finance Department, the Directors of Provincial Post and Telecommunications Departments, the General Managers, and Directors of postal, courier, telecommunications, Internet, and information technology manufacturing enterprises, and the heads of related units are responsible for implementing this decision.
