Regulations on material logistics standards for cryptographic trainees

Pursuant to the Cryptographic Lawpoliciesdated November 26, 2011;

Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Considering the proposal of the Director of the Government Cryptographic Board;

The Minister of National Defense issues this Circular on material logistics standards for cryptographic trainees.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates material logistics standards for cryptographic trainees receiving living allowances at cryptographic training institutions, including: Food standards; clothing standards; canteen and kitchen equipment and catering utensils standards; essential goods standards; medical material standards; accommodation area, living space, collective dining hall, and sanitation facility standards within units; electricity usage and clean water consumption quotas for daily living.

Article 2. Applicability

1. Cryptographic trainees who are not military personnel or People's Public Security officers receiving living allowances while undergoing training at cryptographic training institutions (hereinafter referred to as cryptographic trainees).

2. Cryptographic trainees who are military personnel or People's Public Security officers shall implement material logistics standards according to regulations applicable to military personnel and People's Public Security officers.

3. Relevant agencies, organizations, and individuals.

Article 3. Principles of Assurance

1. Ensuring material logistics standards for cryptographic trainees meet the needs for regular living, training, field exercises, combat readiness, and combat.

2. Ensuring compatibility with requirements and tasks in cryptographic organizations, economic and social conditions, and state budget capabilities during each period.

3. Being consistent with overall development trends and specific characteristics of each region, locality, and particular group.

Article 4. Methods of Assurance

Material logistics standards for cryptographic trainees stipulated in this Circular shall be ensured through one of the following methods:

1. Ensuring through cash payments.

2. Ensuring through provision of physical items.

Chapter II

MATERIAL LOGISTICS STANDARDS

Article 5. Food Standards

1. Caloric intake per meal is 3,200 Kcal/person/day, with a reasonable quantitative structure of various foodstuffs and a proportionate ratio of heat-producing substances (Protein from 14% to 16%, Lipid from 18% to 20%, Carbohydrate from 64% to 68%).

2. Food standards, quantities, basic meal costs; additional meals for patients during treatment, holidays, and festivals; when participating in combat, drills, flood prevention, natural disasters, fire fighting, and search and rescue operations for cryptographic trainees are calculated equally with the food standards, quantities, basic meal costs; additional meals for patients during treatment, holidays, and festivals; when participating in combat, drills, flood prevention, natural disasters, fire fighting, and search and rescue operations of non-commissioned officers and soldiers in infantry units under the Ministry of National Defense at the same time.

Article 6. Clothing Standards

1. Clothing for cryptographic trainees includes personal clothing managed and used regularly and shared clothing, comprising: Regular uniforms, annual uniforms, cold weather uniforms.

2. Professional clothing for cryptographic trainees includes specialized clothing provided to cryptographic trainees starting from their third year of study directly performing training, combat, and field exercise duties.

3. Clothing standards for cryptographic trainees shall be implemented in accordance with Appendix No. 01 issued together with this Circular.

Article 7. Standards for Canteens, Kitchens, and Catering Utensils

Standards for canteens, kitchens, and catering utensils for cryptographic trainees shall be implemented in accordance with Article 7 of Circular No. 05/2015/TT-BQP dated January 16, 2015, issued by the Minister of National Defense on standards for canteens, kitchens, and catering utensils; electricity usage quotas at warehouses and technical areas; generator equipment standards for cryptographic forces and office equipment in cryptographic workplaces.

Article 8. Standards for Essential Goods

The standards for essential goods for cadets at specialized training institutions shall be implemented according to the provisions set out in Appendix No. 02 attached hereto.

Article 9. Standards for Medical Supplies

1. The standard for medicines and bandages used within units for cadets at specialized training institutions shall be guaranteed at VND 100,000 per person per year.

2. The standard for medicines and bandages used for hospital beds, medical examinations, and treatments at healthcare facilities, as well as other medical material standards for cadets at specialized training institutions, shall be implemented according to the regulations applicable to cadets undergoing technical officer training at military academies and schools.

Article 10. Standards for Living Space, Amenities, Collective Dining Rooms, and Sanitary Facilities in Units

The standards for living space, amenities, collective dining rooms, and sanitary facilities in units for cadets at specialized training institutions shall be implemented according to the provisions set out in Appendix No. 03 attached hereto.

Article 11. Quotas for Electricity Usage and Clean Water Consumption in Daily Life

1. The quota for electricity usage for cadets at specialized training institutions includes quotas for electricity usage for daily life, training, and other tasks, specifically:

b) The quota for electricity usage for training for cadets at specialized training institutions shall be implemented according to the provisions set out in Table 3 of List No. 05 issued together with Decree No. 32/2013/NĐ-CP dated April 16, 2013, of the Government detailing and guiding the implementation of certain articles of the Law on Confidentiality regarding the regime and policies for personnel engaged in confidential work;

c) The quota for electricity usage for other tasks is the level of electricity usage (kWh) specified for use in a month for cadets at specialized training institutions to ensure tasks not covered under Points a and b of this Clause (warehouse work, library, museum, scientific research, cultural and artistic activities, physical education and sports, water pumping electricity).

The quota for electricity usage for other tasks shall be implemented at the same level as the quota for electricity usage for other tasks for cadets undergoing technical officer training at military academies and schools.

2. The quota for clean water consumption in daily life shall be guaranteed at 130 to 150 liters of clean water per person per day. Units operating in areas without shared clean water may, depending on actual conditions, be equipped with machinery to exploit clean water sources or invest in construction projects to provide clean water for daily use, ensuring 130 to 150 liters of clean water per person per day.

Chapter III

IMPLEMENTING PROVISIONS

Article 12. Funding Assurance

The funding for implementing the material support standards for cadets at specialized training institutions as stipulated in this Circular shall be guaranteed from the state budget. Each year, specialized training institutions shall prepare a budget estimate for implementation within the state budget and submit it to the financial authority at the same level for consolidation and submission to the competent authority according to regulations.

Article 13. Transitional Provisions

1. When the standards, quantities, basic food allowances, patient treatment meals, additional meals on holidays and festivals, participation in combat, exercises, flood prevention, disaster relief, firefighting, search and rescue operations, and other material support standards for non-commissioned officers and soldiers of the People's Army are adjusted, the material support standards for cadets at specialized training institutions stipulated in Clause 2, Article 5, Clause 2, Article 9, and Point c, Clause 1, Article 11 of this Circular shall be correspondingly adjusted.

2. In cases where the referenced documents in this Circular are replaced or amended, they shall be implemented according to the replacement or amended documents.

Article 14. Implementation Organization

1. The State Confidentiality Service shall take the lead and coordinate with relevant functional agencies to assist the Minister of National Defense in directing, guiding, and inspecting the organization and implementation of this Circular and resolving any issues arising during its implementation.

2. Agencies and units under the Ministry of National Defense, according to their assigned functions and tasks, shall cooperate with the State Confidentiality Service to disseminate, guide, and implement this Circular.

Article 15. Effective Date

1. This Circular shall take effect from November 20, 2015.

2. Abolish previous regulations on material support standards for cadets at specialized training institutions that conflict with the provisions of this Circular.

3. During the implementation process, if there are any issues, ministries, sectors, and localities shall report them to the Ministry of National Defense (through the State Confidentiality Service) for coordination and resolution.
