PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 07/2000/NQ-CP dated June 05, 2000 of the Government on building and developing the software industry for the period 2000-2005;
Pursuant to Decision No. 81/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the Action Program to implement Directive No. 58-CT/TW of the Politburo on accelerating the application and development of information technology in the process of industrialization and modernization from 2001 to 2005;
Pursuant to Decision No. 95/2002/QĐ-TTg dated July 17, 2002 approving the overall plan for the application and development of information technology in Vietnam until 2005;
Considering the proposal of the Minister of Finance at Circular No. 61/TTr/BTC dated October 18, 2002,
DECISION:
Article 1: Approves the overall plan for the application of information technology in the finance sector until 2010 with the main contents as follows:
I. Objectives:
Building a modern, unified financial information system from central to local levels ensuring support for the implementation of the main tasks of the finance sector including:
1. Infrastructure construction:
Constructing local area networks at all units of the sector, gradually constructing a unified wide area network for the finance sector. By 2010, the finance sector's wide area network must ensure the ability to meet the business needs of the sector, direct connections between units within the finance sector nationwide, and support connections with the government's wide area network and other sectors.
2. Construction of national financial databases
Constructing the National Financial Database at the National Financial Information Center. Implementing management, exploitation, and providing services related to financial data across the country.
3. Development and organization of the application of information technology in the financial system.
Completing the construction and organizing the application of the information technology program system of the finance sector according to stages of development. Ensuring the deployment and use of information technology in all business activities of the finance sector, at financial units nationwide.
4. Developing human resources
Organizing and training staff to build and develop information systems, staff to exploit and use systems, and staff to manage information systems in the finance sector.
II. PRIORITY AREAS FOR THE APPLICATION OF INFORMATION TECHNOLOGY
Accelerating the application of information technology in the following priority areas:
1. Improving business processes: improving, perfecting, and building new financial business process systems.
2. Supporting leadership work: establishing information technology application systems to ensure timely provision of necessary information and data supporting decision-making by leaders at all levels during policy planning and implementation guidance.
3. Managing internal resources of the finance sector.
4. Expanding information exchange: expanding and creating new forms of information exchange between the finance sector and government agencies, businesses, and organizations both domestically and internationally.
5. Enhancing service to citizens: enhancing new forms and improving the quality of service to individuals and organizations to ensure transparency, openness, and fairness in the national financial system as prescribed by law.
III. SOLUTIONS TO BUILD THE FINANCIAL SECTOR INFORMATION SYSTEM:
1. Major solutions:
- Standardizing business operations, developing and uniformly applying national standard codes and sector-specific codes; issuing financial information standards; completing the construction and deployment of the national financial database throughout the sector to provide timely important information supporting leadership decision-making.
- Forming a sector-wide information channel from central to local levels; channels for exploiting and distributing information within the sector.
- Ensuring connections and exchanges with other national databases based on the national communication infrastructure.
- Developing and implementing organizational models for training programs suitable with the progress and results of information technology applications in sector activities.
- Developing documents on the construction, management, and operation of components in the financial sector information system.
2. Key projects
- Application of information technology in public financial reform.
- Project for computerizing administrative management of the state (including the content of building the national financial database).
- Project for a unified information and communication network in the finance sector.
- Project for modernizing the treasury information system.
- Project for computerizing the tax sector.
- Project for modernizing the national reserve information system.
- Project for computerizing customs business processes (approved in Circular No. 805/CP-KG dated February 15, 2002).
3. Implementation phases:
- System integration phase: From now until 2005.
- System upgrade phase: From 2006 to 2010.
Article 2. The Ministry of Finance shall be responsible for coordinating with relevant ministries and agencies to implement the contents stipulated in Article 1.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
