CIRCULAR

Regulations on Decorations for Ceremonies According to the People's Police Rituals

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Political and Ideological Work Department;

The Minister of Public Security issues this Circular regulating decorations for ceremonies according to the People's Police rituals.

Article 1. Scope of Regulation

This Circular regulates decorations for ceremonies according to the People's Police rituals, except for the following ceremonies: Flag-raising ceremony; welcoming ceremonies for Party and State leaders, Ministry of Public Security leaders, and international delegations; flower-laying and incense-offering ceremonies in memory of heroes and martyrs, President Ho Chi Minh, national leaders, and outstanding cultural figures; reporting achievements ceremonies; groundbreaking and inauguration ceremonies for new construction projects; and funeral ceremonies.

Article 2. Interpretation of Terms

The following abbreviations in capital letters shall be understood as follows:

1. "H": Height.

2. "L": Length.

3. "W": Width.

4. "D": Diameter.

5. "A": Height specification of the decorative background.

Article 3. Components of Decorations for Ceremonies According to the People's Police Rituals

The components of decorations for ceremonies according to the People's Police rituals include:

1. Decorative background.

2. Emblem flags of the Party and the National Flag.

3. Portrait statue of President Ho Chi Minh.

4. Relief of the Police emblem.

5. Title of the police unit or locality name.

6. Content title.

7. Speaking platform.

8. Ornamental plants, flowers, flower baskets, and decorative flowers.

9. Slogan "The Communist Party of Vietnam Glorious Forever!"

10. Bulletin board.

11. Electronic display or television screen (if available).

12. Propaganda slogan (if available).

Article 4. Decorations for Ceremonies According to the People's Police Rituals in Conference Halls

1. The components, dimensions, specifications, and materials of decorations for ceremonies in conference halls viewed from below towards the stage (Annexes I to VIII accompanying this Circular) are as follows:

a) Decorative background made of thick fabric, dark green color, pleated, with dimensions (H = A, W≥1,5A); hung at the end, at least 1.2 meters away from the back wall of the stage.

b) Party flag and National Flag hung on a deep red fabric background, pleated, with dimensions (H = A, W = 0.4A) placed on the decorative background to the left of the stage; the right edge of the red fabric background is located at 3/7W of the decorative background. Both flags are rectangular, with a width equal to two-thirds of their length, a bright red background; the National Flag has a five-pointed yellow star; the Party Flag has a golden sickle hammer; there is a gap between the two flags (not touching each other); the diameter of the sickle hammer and star equals 0.4 times the width of each flag, the center of the sickle hammer and star is aligned with the center of the flag, the top of the star is level with the top of the Party Flag's sickle. If the flags are hung on poles, the flagpoles are placed on pedestals at 1/3W of the decorative background.

c) Portrait statue of President Ho Chi Minh with dimensions H = 0.2A, made of durable material, coated with gold leaf and standardized according to a model; the pedestal for the portrait statue has dimensions H = 0.3A and W = 0.15A (excluding the lotus flower holder); the statue is placed in front, between the Party and National Flags, below the relief of the sickle hammer and star. On the front of the pedestal, below the statue, there is a lotus flower holder, with a distance of 0.25A between the flower holder and the pedestal base. If the flags are hung on poles, the portrait statue of President Ho Chi Minh is placed slightly to the right front of the flagpole.

d) Relief of the Police emblem with dimensions W = 0.25A, raised relief, made of durable material; hung on the decorative background, to the left of the Party and National Flags, the top of the Police emblem is level with the center of the sickle hammer and star relief. The size and details of the Police emblem follow the ratio specified in Clause 1, Article 1 of Decree No. 29/2016/NĐ-CP dated April 21, 2016, amending and supplementing certain articles of Decree No. 160/2007/NĐ-CP dated October 30, 2007, regarding the Traditional Flag, Police Emblem, Rank Badge, Insignia, and Uniforms of the People's Police Force. The relief is not hung when organizing events jointly with units outside the People's Police Force.

đ) The title of the police unit or locality name is displayed in upright, sans-serif, all-caps, yellow letters, without displaying the unit number or abbreviation; the content characters are affixed to a frame or printed on a panel, with the frame and panel colors matching the decorative background color; the frame or panel has dimensions L≥0.25A, hung under the Police emblem relief, on the decorative background, to the left of the Party and National Flags.

The title of the provincial police force is displayed in one line, with each character having a height of 0.03A>H≥0.025A.

The title of subordinate units of the Ministry of Public Security and grassroots units is displayed in two lines, the first line showing the name of the immediate superior unit, with each character having a height of 0.03A>H≥0.025A; the second line showing the unit name, with the height of each character not exceeding 3/2 the height of the first line characters, if the unit name consists of multiple words, it is arranged over two lines.

e) The content title is displayed on a panel or LED screen or attached to a frame in upright, sans-serif, all-caps, clear letters; contrasting color with the background; place names, dates, months, years in italic lowercase letters at the bottom of the content title. The panel or LED screen is rectangular with a ratio of 2/3, with a height of H≤0.5A, suitable for the stage space; installed or hung above or before the decorative background, to the right of the Party and National Flags; the upper edge does not exceed the center of the sickle hammer and star relief. If awards or commendations are presented, the highest award or commendation name must be fully displayed on the title.

If foreign languages are used on the title, they shall be implemented according to the guidelines of the Ministry of Foreign Affairs on diplomatic ceremonies and welcoming foreign guests visiting localities.

If the title displays the name of the police unit or locality, the provisions of Point đ, Clause 1 of this Article do not apply.

If the content title is combined with the decorative background on a panel, the background design and font style must comply with the regulations set forth in this Article.

g) The podium for speaking is placed behind the front of the stage, 1.5 meters away from the front of the stage; the right side of the podium is at the position 1/4W of the width on the right side of the stage. The main face of the podium has dimensions H=1.23m and W=0.59m (excluding the top edge of the podium); the upper surface (the placement area for documents) slopes from H=0.98m down to 0.95m from the base of the podium.

In cases where awards or commendations are being presented, the podium for speaking should be arranged at the position 1/6W on the right side of the stage.

h) Ornamental plants, flowers, and flower baskets above, in front of, or under the decorative backdrop of the stage must be placed in a dignified position; the quantity, size, and color must be appropriate to the space of the stage. When placing ornamental plants on both sides of the statue of President Ho Chi Minh, the trunk of the plant must be straight and symmetrical along the edges of the Party flag and national flag symbols, with a height not exceeding the shoulder level of the statue.

Decorative flowers above or in front of the podium and placed on the tables for delegates and guests must be positioned prominently without obstructing the speaker, delegates, and other decorative elements.

If there is a floral carpet, it must be placed in a prominent position with appropriate size, color, and details, patterns, and content displayed on the carpet that fit the space of the stage area.

i) The slogan "The Communist Party of Vietnam Glorious Forever!" is displayed in formal, all-caps, upright letters in yellow on a deep red background, surrounded by a border, with dimensions H=0.1A, L=W; it is hung high above, in front of the stage, facing the seating area or hung centrally above the main backdrop.

k) The excerpt board of "The Qualities of a Revolutionary Police Officer" is hung on the left side, while the excerpt board of the Party's National Congress documents is hung on the right side in front of the stage or on the decorative backdrop, at least 1.8 meters above the floor (the content of the excerpt board of the Party's National Congress documents is displayed according to the guidelines). The excerpt board is rectangular with a ratio of 2/3, having dimensions H=0.3A, a deep red background, displayed in formal, all-caps, upright letters in yellow, surrounded by a border. The excerpt board shall not be hung when the front of the stage has a height H≤4m.

l) An electronic board or television screen (if available) is hung below the two excerpt boards, with a size suitable for the space on both sides in front of the stage area.

m) Slogans for the event (if any) are hung prominently on both sides in front of the stage, fitting the space of the conference hall.

2. Decorative components in the area before the conference hall.

a) A pole for hanging the national flag or the national flag is hung at a dignified position, in front and in the center of the facade of the conference hall or the office building where the conference hall is located.

b) Propaganda slogans, visual promotional panels, decorative flags, and exhibitions creating an appropriate landscape in accordance with the terrain, weather, environment, and architectural space of the office building.

Article 5. Outdoor ceremonial decoration for the People's Public Security.

1. Outdoor ceremonial decoration for the People's Public Security takes place in a square, stadium, or another dignified location as decided by the Organizing Committee.

2. The stage is designed securely and safely; the festive decoration includes components carried out in accordance with points a, b, c, d, đ, e, g, h, i, m of Clause 1 and Clause 2 of Article 4 of this Circular, ensuring solemnity and harmony with the surrounding landscape. Specifically, the component of the excerpt board, electronic board, or television screen (as stipulated in points k and l of Clause 1 of Article 4) is implemented according to the content and requirements of the Organizing Committee of the event; the size, specifications, and materials must be suitable for the weather, environmental space, and the stage where the event is held.

a) In cases where there is a flagpole in front of the stage, the Party flag and the national flag are hung on the flagpole at the flagpole, and the provisions of point b of Clause 1 of Article 4 of this Circular are not applied.

b) In cases where there is already a monument, large relief panel, or large panel displaying images of President Ho Chi Minh or organizing a parade of his portraits in front of the stage, the provisions of point c of Clause 1 of Article 4 of this Circular are not applied.

c) In cases where the stage has a Presidium or leadership arrangement, the podium for speaking is placed in front, at the position 1/6W of the stage measured from the right side looking from the opposite direction.

3. The festive decoration around the stage is carried out in accordance with the provisions of Clause 2 of Article 4 of this Circular.

Article 6. Effectiveness

This Circular takes effect from December 21, 2020, and replaces Decision No. 1263/2004/QĐ-BCA(X15) dated November 9, 2004, of the Minister of Public Security on the issuance of regulations on festive decoration of conference halls and meeting rooms within the Public Security force.

Article 7. Responsibility for Implementation

1. The Political and Ideological Work Department is responsible for guiding the implementation of the contents prescribed in this Circular; inspecting the implementation and reporting to the Minister as prescribed.

2. Heads of units under the Ministry, Directors of academies, Principals of Public Security universities; Provincial and Municipal Public Security Directors have the responsibility to implement and enforce this Circular.

3. The Planning and Finance Department, the Logistics Department are responsible for developing, reviewing, approving, managing standards, quotas, and budgets to ensure the implementation of this Circular.

During the implementation of this Circular, if there are any difficulties, local public security agencies shall report to the Ministry of Public Security (through the Political and Ideological Work Department) for timely guidance and research for amendment and supplementation./.
