DECISION OF THE MINISTER OF AQUATIC RESOURCES
Regarding the transformation of the Fishery Quality, Safety and Animal Health Inspection Agency Region 3
into the Fishery Quality, Safety and Animal Health Inspection Center Region 3
MINISTER OF AQUATIC RESOURCES
Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Pursuant to Decision No. 07/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries stipulating the functions, tasks, powers, and organizational structure of the Fishery Quality Management Department;
Considering the proposal of the Director of the Fishery Quality Management Department and the Head of the Cadre and Civil Servant Organization Department,
DECISION:
Article 1. The Fishery Quality, Safety and Animal Health Inspection Agency Region 3, under the Fishery Quality Management Department, shall be transformed into the Fishery Quality, Safety and Animal Health Inspection Center Region 3 - Nha Trang (hereinafter referred to as the Fishery Quality and Animal Health Inspection Center 3).
The Fishery Quality, Safety and Animal Health Inspection Center Region 3 has the international trade name "The National Fisheries Quality Assurance and Veterinary Directorate - Branch 3" abbreviated as "NAFIQAVED - Branch 3", with its headquarters at 779 Le Hong Phong Street, Binh Tan Ward, Nha Trang City. The Center is a self-financing public service unit, having accounts at the State Treasury and banks; it uses both Vietnamese and English seals for transactions.
Article 2. The Fishery Quality, Safety and Animal Health Inspection Center Region 3 assists the Director of the Fishery Quality Management Department in performing the Department's tasks in the provinces of Phu Yen, Khanh Hoa, Ninh Thuan, Dak Lak, Lam Dong, and Dak Nong.
The functions, tasks, powers, and working relationships of the Fishery Quality, Safety and Animal Health Inspection Center Region 3 shall be defined by the Director of the Fishery Quality Management Department after consultation with the Ministry of Fisheries.
Article 3. Organizational Structure
The organizational structure of the Fishery Quality, Safety and Animal Health Inspection Center Region 3 includes:
1. General Affairs, Information and Certification Office
2. Organization and Administrative, Financial Office
3. Fishery Quality and Safety Office
4. Fishery Animal Health Office
5. Quality Testing, Quarantine and Experimentation Office.
Article 4. The Fishery Quality, Safety and Animal Health Inspection Center Region 3 shall have one Director and not more than two Deputy Directors assisting him. The Director of the Fishery Quality, Safety and Animal Health Inspection Center Region 3 shall be appointed by the Minister of Fisheries upon the recommendation of the Director of the Fishery Quality Management Department. The Deputy Directors of the Fishery Quality, Safety and Animal Health Inspection Center Region 3 shall be appointed by the Director of the Fishery Quality Management Department upon the recommendation of the Director of the Fishery Quality, Safety and Animal Health Inspection Center Region 3, after obtaining the agreement of the Ministry of Fisheries.
In addition to the number of positions funded by the state budget, the Fishery Quality, Safety and Animal Health Inspection Center Region 3 may recruit additional contractual employees from fees, charges, and technical services revenue according to the law. The quota of civil servants and contractual employees of the Center shall be allocated by the Director of the Fishery Quality Management Department after obtaining the approval of the Ministry of Fisheries.
Article 5. This Decision replaces Decision No. 07/2004/QĐ-BTS dated April 20, 2004 of the Minister of Fisheries and takes effect fifteen days after its publication in the Official Gazette.
The Heads of the Office, Heads of Departments, Inspectors General of the Ministry, Director of the Fishery Quality Management Department, and Director of the Fishery Quality, Safety and Animal Health Inspection Center Region 3 are responsible for implementing this Decision./.
