Regulations on the maximum postage rates for universal postal services
Pursuant to the Post Law dated June 17, 2010;
Pursuant to the Price Law dated June 20, 2012;
Pursuant to Decree No. 177/2013/NĐ-CP dated November 14, 2013 of the Government detailing and guiding the implementation of certain provisions of the Price Law; Decree No. 149/2016/NĐ-CP dated November 11, 2016 of the Government amending and supplementing certain provisions of Decree No. 177/2013/NĐ-CP;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decision No. 45/2015/QĐ-TTg dated September 24, 2015 of the Prime Minister on providing universal postal services and public services in the operation of newspaper distribution;
At the proposal of the Director of the Post Department,
The Minister of Information and Communications promulgates this Circular regulating the maximum postage rates for universal postal services.
Article 1. Scope of Regulation
1. This Circular stipulates the maximum postage rates for universal postal services, including:
a) The maximum postage rate for basic letter service (including postcards) within the country;
b) The maximum postage rate for basic letter service (including postcards) from Vietnam to other countries.
2. The maximum postage rates for universal postal services stipulated in Clause 1 of this Article shall be adjusted when price-forming factors change and are consistent with economic and social development policies.
Article 2. Applicability
1. Organizations and individuals using universal postal services.
2. Vietnam Post Corporation.

The list of countries and territories divided by region is specified in the Appendix attached to this Circular.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
1. The Postal Department (Ministry of Information and Communications) is responsible for inspecting and supervising the implementation of regulations on postage rates for universal postal services and guiding the implementation of this Circular.
2. Provincial Departments of Information and Communications under central cities are responsible for inspecting and supervising the implementation of postage rates for universal postal services within their jurisdictions.
3. Vietnam Post Corporation is responsible for:
a) Determining postage rates for universal postal services within its authority, ensuring they do not exceed the maximum postage rates prescribed in Articles 3 and 4 of this Circular;
b) Reporting to the Ministry of Information and Communications about postage rates for universal postal services thirty days before implementation;
c) Publicizing postage rates for universal postal services in accordance with laws on prices and postal services;
d) Developing pricing plans to adjust the maximum postage rates for universal postal services when price-forming factors change and are consistent with economic and social development policies.
Article 6. Implementation Provisions
1. This Circular takes effect from December 1, 2018.
2. Circular No. 20/2013/TT-BTTTT dated December 5, 2013 of the Ministry of Information and Communications regulating the maximum postage rates for universal postal services ceases to be effective from the date this Circular takes effect.
3. The Director of the Office, Heads of the Postal Department and related units under the Ministry of Information and Communications, General Directors of Vietnam Post Corporation and relevant organizations and individuals are responsible for implementing this Circular.
4. During the implementation process, if any issues arise or difficulties occur, organizations and individuals should promptly report them to the Ministry of Information and Communications for review, amendment, and supplementation.
