CIRCULAR

Issuing construction norms

Pursuant to the Law on Construction promulgated on June 18, 2014;

Pursuant to the Law amending and supplementing certain articles of the Construction Law on June 17, 2020;

Pursuant to Decree No. 81/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 10/2021/NĐ-CP dated February 9, 2021 of the Government on the management of construction investment costs;

In accordance with the proposal of the Director of the Construction Economy Department and the Director of the Construction Economic Institute;

The Minister of Construction issues this Circular on construction norms.

Article 1. The following construction norms are hereby issued together with this Circular:

1. Survey construction project cost estimate norms at Appendix I;

2. Construction project cost estimate norms at Appendix II;

3. Technical system installation project cost estimate norms for buildings at Appendix III;

4. Machinery and technological equipment installation project cost estimate norms at Appendix IV;

5. Specialized construction testing project cost estimate norms at Appendix V;

6. Building construction repair and maintenance project cost estimate norms at Appendix VI;

7. Building materials usage norms at Appendix VII;

8. Project management fee and investment consulting construction fee norms at Appendix VIII.

Article 2. This Circular takes effect from October 15, 2021.

Article 3. The construction norms prescribed in this Circular replace the construction norms previously issued in Circular No. 10/2019/TT-BXD dated December 26, 2019, issued by the Minister of Construction on construction norms; Circular No. 16/2019/TT-BXD dated December 26, 2019, issued by the Minister of Construction guiding the determination and management of project management fees and investment consulting construction fees; and replaces Appendix II attached to Circular No. 02/2020/TT-BXD dated July 20, 2020, issued by the Minister of Construction amending and supplementing certain articles of four related Circulars concerning the management of construction investment costs.

Article 4. Organizations and individuals involved in determining and managing costs of construction investment projects in accordance with Decree No. 10/2021/NĐ-CP dated February 9, 2021, of the Government on construction investment cost management shall be responsible for implementing this Circular./.
