Circular No. 12/2024/TT-BTTTT stipulates the criteria and conditions for promotion to higher ranks in the profession of information and communication officials.

 

CIRCULAR

REGULATIONS ON STANDARDS AND CONDITIONS FOR PROMOTION OF PROFESSIONAL RANKS OF SPECIALIZED CIVIL SERVANTS IN THE INFORMATION AND COMMUNICATIONS SECTOR

On the basis of Public Officer Law dated November 15, 2010; Law Amending and Supplementing Certain Provisions of the Civil Servants Law and the Public Officer Law dated November 25, 2019;

Decree No. Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Decree No. Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants; Decree No. 85/2023/NĐ-CP dated December 7, 2023 of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, utilization, and management of civil servants;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Information and Communications issues this Circular to regulate standards and conditions for promotion of professional ranks of specialized civil servants in the Information and Communications sector.

Article 1. Scope of Regulation and Applicability

1. This Circular stipulates standards and conditions for promotion of professional ranks of specialized civil servants in the Information and Communications sector from Class II to Class I.

2. This Circular applies to specialized civil servants in the Information and Communications sector working in public service units under the Information and Communications sector established by competent authorities in accordance with the law and related organizations and individuals.

Article 2. General Standards and Conditions for Promotion of Professional Ranks of Specialized Civil Servants in the Information and Communications Sector

1. Meeting all standards and conditions prescribed in Clause 1, Article 32 of Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants, amended at Clause 16, Article 1 of Decree No. 85/2023/NĐ-CP dated December 7, 2023 of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, utilization, and management of civil servants.

2. In the list of job positions of public service units nominated for promotion, which has been approved by competent authorities in accordance with the law, there must be job positions corresponding to the professional rank of the civil servant nominated for promotion.

3. Being nominated for promotion by competent authorities in accordance with regulations.

Article 3. Specific Standards and Conditions for Promotion of Professional Ranks of Specialized Civil Servants in the Information and Communications Sector

1. Promotion to the professional rank of Editor-in-Chief Class I, Code: V.11.01.01

a) Currently holding the professional rank of Editor-in-Chief Class II, Code: V.11.01.02.

b) Having held the professional rank of Editor-in-Chief Class II (or equivalent) for at least six years. In cases where the time is equivalent to the professional rank of Editor-in-Chief Class II, there must be at least one year (twelve months) holding the professional rank of Editor-in-Chief Class II until the deadline for submitting registration forms for promotion (if the time holding the professional rank of Editor-in-Chief Class II is not continuous, it can be accumulated);

c) During the period of holding the professional rank of Editor-in-Chief Class II (or equivalent), having led or participated in editing at least two works that won awards at the ministry, department, provincial level, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or leading at least two research topics or programs at the ministry or provincial level and above, which have been issued or accepted by the competent authority managing and using the civil servant who was assigned to lead and develop the research.

d) During the period of holding the professional rank of Editor-in-Chief Class II (or equivalent), being awarded a commendation or achieving the title of Model Worker at the ministry, department, provincial level or higher due to outstanding achievements in professional activities.

2. Promotion to the professional rank of Editor-in-Chief Class II, Code: V.11.01.02

a) Currently holding the professional rank of Editor-in-Chief Class III, Code: V.11.01.03.

b) Having held the professional rank of Editor-in-Chief Class III (or equivalent) for at least nine years (excluding probationary and trial periods). In cases where the time is equivalent to the professional rank of Editor-in-Chief Class III, there must be at least one year (twelve months) holding the professional rank of Editor-in-Chief Class III until the deadline for submitting registration forms for promotion (if the time holding the professional rank of Editor-in-Chief Class III is not continuous, it can be accumulated);

c) During the period of holding the professional rank of Editor-in-Chief Class III (or equivalent), having led or participated in editing at least one work that won awards at the ministry, department, provincial level, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or participating in writing special topics in at least one research topic or program at the grassroots level or higher, which have been issued or accepted by the competent authority managing and using the civil servant who was assigned to lead and develop the research.

d) During the period of holding the professional rank of Editor-in-Chief Class III (or equivalent), being awarded a commendation or achieving the title of Model Worker at the ministry, department, provincial level or twice at the grassroots level or higher due to outstanding achievements in professional activities.

3. Promotion to the professional rank of Reporter Class I, Code: V.11.02.04

a) Currently holding the professional rank of Reporter Class II, Code: V.11.02.05.

b) Having held the professional rank of Reporter Class II (or equivalent) for at least six years. In cases where the time is equivalent to the professional rank of Reporter Class II, there must be at least one year (twelve months) holding the professional rank of Reporter Class II until the deadline for submitting registration forms for promotion (if the time holding the professional rank of Reporter Class II is not continuous, it can be accumulated).

c) During the period holding the profession title of Class II Journalist (or equivalent), has been in charge of or participated in implementing at least two (2) works that won awards at the ministry, sector, provincial level, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or has been in charge of at least two (2) research topics or programs at the ministry or provincial level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the profession title of Class II Journalist (or equivalent), has been awarded a commendation or achieved the title of Labor Medal at the ministry, sector, provincial level or higher due to achievements in professional activities.

4. Consideration for promotion to the profession title of Class II Journalist, Code: V.11.02.05

a) Currently holding the profession title of Class III Journalist, Code: V.11.02.06.

b) Has held the profession title of Class III Journalist (or equivalent) for at least nine (9) years (excluding probationary or trial periods). In cases where the time is equivalent to the profession title of Class III Journalist, there must be at least one year (12 months) holding the profession title of Class III Journalist until the deadline for submitting registration forms for the promotion examination (if the time holding the profession title of Class III Journalist is not continuous, it can be accumulated).

c) During the period holding the profession title of Class III Journalist (or equivalent), has been in charge of or participated in implementing at least one (1) work that won awards at the ministry, sector, provincial level, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or has participated in writing specialized articles in at least one (1) research topic or program at the grassroots level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the profession title of Class III Journalist (or equivalent), has been awarded a commendation or achieved the title of Labor Medal at the ministry, sector, provincial level, or twice achieved the title of Labor Medal at the grassroots level or higher due to achievements in professional activities.

5. Consideration for promotion to the profession title of Class I Translator, Code: V.11.03.07

a) Currently holding the profession title of Class II Translator, Code: V.11.03.08

b) Has held the profession title of Class II Translator (or equivalent) for at least six (6) years. In cases where the time is equivalent to the profession title of Class II Translator, there must be at least one year (12 months) holding the profession title of Class II Translator until the deadline for submitting registration forms for the promotion examination (if the time holding the profession title of Class II Translator is not continuous, it can be accumulated).

c) During the period holding the profession title of Class II Translator (or equivalent), has been in charge of or participated in translating at least two (2) works that won awards at the ministry, sector, provincial level, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or has been in charge of at least two (2) research topics or programs at the ministry or provincial level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the profession title of Class II Translator (or equivalent), has been awarded a commendation or achieved the title of Labor Medal at the ministry, sector, provincial level or higher due to achievements in professional activities.

6. Consideration for promotion to the profession title of Class II Translator, Code: V.11.03.08

a) Currently holding the profession title of Class III Translator, Code: V.11.03.09.

b) Has held the profession title of Class III Translator (or equivalent) for at least nine (9) years (excluding probationary or trial periods). In cases where the time is equivalent to the profession title of Class III Translator, there must be at least one year (12 months) holding the profession title of Class III Translator until the deadline for submitting registration forms for the promotion examination (if the time holding the profession title of Class III Translator is not continuous, it can be accumulated).

c) During the period holding the profession title of Class III Translator (or equivalent), has been in charge of or participated in translating at least one (1) work that won awards at the ministry, sector, provincial level, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or has participated in writing specialized articles in at least one (1) research topic or program at the grassroots level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the profession title of Class III Translator (or equivalent), has been awarded a commendation or achieved the title of Labor Medal at the ministry, sector, provincial level, or twice achieved the title of Labor Medal at the grassroots level or higher due to achievements in professional activities.

7. Consideration for promotion to the profession title of Class I Television Director, Code: V.11.04.10

a) Currently holding the profession title of Class II Television Director, Code: V.11.04.11.

b) Has held the profession title of Class II Television Director (or equivalent) for at least six (6) years. In cases where the time is equivalent to the profession title of Class II Television Director, there must be at least one year (12 months) holding the profession title of Class II Television Director until the deadline for submitting registration forms for the promotion examination (if the time holding the profession title of Class II Television Director is not continuous, it can be accumulated).

c) During the period holding the profession title of Television Director Grade II (or equivalent), has been in charge of or participated in directing at least two (2) works that won awards at the ministry, department, sector, provincial level, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or has been in charge of at least two (2) research topics or programs in specialized scientific research at the ministry or provincial level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the profession title of Television Director Grade II (or equivalent), has been awarded a commendation or achieved the title of Labor Medal at the ministry, department, sector, provincial level or higher for achievements in professional activities.

8. Consideration for promotion to the profession title of Television Director Grade II, Code: V.11.04.11:

a) Currently holding the profession title of Television Director Grade III, Code: V.11.04.12.

b) Has held the profession title of Television Director Grade III (or equivalent) for at least nine (9) years (excluding probationary or trial periods). In cases where there is equivalent time with the profession title of Television Director Grade III, there must be at least one (1) year (12 months) holding the profession title of Television Director Grade III up to the deadline for submitting registration forms for the promotion examination (if the time holding the profession title of Television Director Grade III is not continuous, it can be accumulated).

c) During the period holding the profession title of Television Director Grade III (or equivalent), has been in charge of or participated in at least one (1) work that won an award at the ministry, department, sector, provincial level, or awards organized by central Party agencies, central political-social organizations, or the Vietnam Journalists Association; or has participated in writing at least one (1) special topic in research topics or programs in specialized scientific research from the grassroots level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the profession title of Television Director Grade III (or equivalent), has been awarded a commendation or achieved the title of Labor Medal at the ministry, department, sector, provincial level or twice achieved the title of Labor Medal at the grassroots level or higher for achievements in professional activities.

9. Consideration for promotion to the profession title of Sound Technician Grade I, Code: V11.09.23

a) Currently holding the profession title of Sound Technician Grade II, Code: V11.09.24

b) Has held the profession title of Sound Technician Grade II (or equivalent) for at least six (6) years. In cases where there is equivalent time with the profession title of Sound Technician Grade II, there must be at least one (1) year (12 months) holding the profession title of Sound Technician Grade II up to the deadline for submitting registration forms for the promotion examination (if the time holding the profession title of Sound Technician Grade II is not continuous, it can be accumulated).

c) During the period holding the profession title of Sound Technician Grade II (or equivalent), has been in charge of or participated in implementing at least two (2) works that won awards at the ministry, department, sector, provincial level, or has been in charge of at least two (2) research topics or programs in specialized scientific research at the ministry or provincial level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the profession title of Sound Technician Grade II (or equivalent), has been awarded a commendation or achieved the title of Labor Medal at the ministry, department, sector, provincial level or higher for achievements in professional activities.

10. Consideration for promotion to the profession title of Sound Technician Grade II, Code: V11.09.24

a) Currently holding the profession title of Sound Technician Grade III, Code: V11.09.25

b) Has held the profession title of Sound Technician Grade III (or equivalent) for at least nine (9) years (excluding probationary or trial periods). In cases where there is equivalent time with the profession title of Sound Technician Grade III, there must be at least one (1) year (12 months) holding the profession title of Sound Technician Grade III up to the deadline for submitting registration forms for the promotion examination (if the time holding the profession title of Sound Technician Grade III is not continuous, it can be accumulated).

c) During the period holding the profession title of Sound Technician Grade III (or equivalent), has been in charge of or participated in implementing at least one (1) work that won an award at the ministry, department, sector, provincial level, or has participated in writing at least one (1) special topic in research topics or programs in specialized scientific research from the grassroots level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the profession title of Sound Technician Grade III (or equivalent), has been awarded a commendation or achieved the title of Labor Medal at the ministry, department, sector, provincial level or twice achieved the title of Labor Medal at the grassroots level or higher for achievements in professional activities.

11. Consideration for promotion to the profession title of Film Editing Technician Grade I, Code: V11.11.31

a) Currently holding the profession title of Film Editing Technician Grade II, Code: V11.11.32.

b) Has held the profession title of Film Editing Technician Grade II (or equivalent) for at least six (6) years. In cases where there is equivalent time with the profession title of Film Editing Technician Grade II, there must be at least one (1) year (12 months) holding the profession title of Film Editing Technician Grade II up to the deadline for submitting registration forms for the promotion examination (if the time holding the profession title of Film Editing Technician Grade II is not continuous, it can be accumulated);

c) During the period holding the title of technical film editing position level II (or equivalent), has been in charge of or participated in editing at least two (2) works that won awards at the ministry, sector, provincial level; or has been in charge of at least two (2) research topics or programs at the ministry or provincial level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the title of technical film editing position level II (or equivalent), has been awarded a commendation or achieved the title of outstanding soldier in labor at the ministry, sector, provincial level or higher due to achievements in professional activities.

12. Consider promotion to the title of technical film editing position level II, Code: V11.11.32

a) Currently holding the title of technical film editing position level III, Code: V11.11.33.

b) Has held the title of technical film editing position level III (or equivalent) for at least nine (9) years (excluding probationary and trial periods). In cases where there is equivalent time with the title of technical film editing position level III, must have held the title of technical film editing position level III for at least one (1) year (12 months) until the deadline for submitting registration forms for the promotion examination (if the time holding the title of technical film editing position level III is not continuous, it can be accumulated).

c) During the period holding the title of technical film editing position level III (or equivalent), has been in charge of or participated in editing at least one (1) work that won an award at the ministry, sector, provincial level; or has participated in writing at least one (1) research topic or program at the grassroots level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the title of technical film editing position level III (or equivalent), has been awarded a commendation or achieved the title of outstanding soldier in labor at the ministry, sector, provincial level or twice at the grassroots level or higher due to achievements in professional activities.

13. Consider promotion to the title of broadcasting announcer position level I, Code: V11.10.27

a) Currently holding the title of broadcasting announcer position level II, Code: V11.10.28.

b) Has held the title of broadcasting announcer position level II (or equivalent) for at least six (6) years. In cases where there is equivalent time with the title of broadcasting announcer position level II, must have held the title of broadcasting announcer position level II for at least one (1) year (12 months) until the deadline for submitting registration forms for the promotion examination (if the time holding the title of broadcasting announcer position level II is not continuous, it can be accumulated).

c) During the period holding the title of broadcasting announcer position level II (or equivalent), has been in charge of or participated in reading at least two (2) works that won awards at the ministry, sector, provincial level; or has been in charge of at least two (2) research topics or programs at the ministry or provincial level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the title of broadcasting announcer position level II (or equivalent), has been awarded a commendation or achieved the title of outstanding soldier in labor at the ministry, sector, provincial level or higher due to achievements in professional activities.

14. Consider promotion to the title of broadcasting announcer position level II, Code: V11.10.28:

a) Currently holding the title of broadcasting announcer position level III, Code: V11.10.29.

b) Has held the title of broadcasting announcer position level III (or equivalent) for at least nine (9) years (excluding probationary and trial periods). In cases where there is equivalent time with the title of broadcasting announcer position level III, must have held the title of broadcasting announcer position level III for at least one (1) year (12 months) until the deadline for submitting registration forms for the promotion examination (if the time holding the title of broadcasting announcer position level III is not continuous, it can be accumulated).

c) During the period holding the title of broadcasting announcer position level III (or equivalent), has been in charge of or participated in reading at least one (1) work that won an award at the ministry, sector, provincial level or has participated in writing at least one (1) research topic or program at the grassroots level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the title of broadcasting announcer position level III (or equivalent), has been awarded a commendation or achieved the title of outstanding soldier in labor at the ministry, sector, provincial level or twice at the grassroots level or higher due to achievements in professional activities.

15. Consider promotion to the title of cinematographer position level I, Code: V11.12.35:

a) Currently holding the title of cinematographer position level II, Code: V11.12.36

b) Has held the title of cinematographer position level II (or equivalent) for at least six (6) years. In cases where there is equivalent time with the title of cinematographer position level II, must have held the title of cinematographer position level II for at least one (1) year (12 months) until the deadline for submitting registration forms for the promotion examination (if the time holding the title of cinematographer position level II is not continuous, it can be accumulated).

c) During the period holding the title of cinematographer position level II (or equivalent), has been in charge of or participated in filming at least two (2) works that won awards at the ministry, sector, provincial level; or has been in charge of at least two (2) research topics or programs at the ministry or provincial level or higher, which have been issued or accepted by the competent authority.

d) During the period holding the title of cinematographer position level II (or equivalent), has been awarded a commendation or achieved the title of outstanding soldier in labor at the ministry, sector, provincial level or higher due to achievements in professional activities.

16. Consider promotion to the title of cinematographer grade II, Code: V11.12.36:

a) Currently holding the title of cinematographer grade III, Code: V11.12.37.

b) Having held the title of cinematographer grade III (or equivalent) for at least nine years (excluding probationary and trial periods). In cases where the equivalent period to the title of cinematographer grade III is considered, there must be at least one year (twelve months) of holding the title of cinematographer grade III up to the deadline for submitting registration forms for the promotion examination (if the period of holding the title of cinematographer grade III is not continuous, it can be accumulated).

c) During the period of holding the title of cinematographer grade III (or equivalent), having led or participated in filming at least one work that won a ministry-level, sectoral, provincial award, or contributed to writing at least one research topic in scientific research programs in the field from the grassroots level upwards, which have been issued or accepted by the competent authority.

d) During the period of holding the title of cinematographer grade III (or equivalent), being awarded a commendation or achieving the title of outstanding soldier at the ministry, sectoral, provincial level, or receiving such titles twice or more at the grassroots level due to achievements in professional activities.

17. Consider promotion to the title of information security grade I, Code: V.11.05.09:

a) Currently holding the title of information security grade II, Code: V.11.05.10.

b) Having held the title of information security grade II (or equivalent) for at least six years. In cases where the equivalent period to the title of information security grade II is considered, there must be at least one year (twelve months) of holding the title of information security grade II up to the deadline for submitting registration forms for the promotion examination (if the period of holding the title of information security grade II is not continuous, it can be accumulated).

c) During the period of holding the title of information security grade II (or equivalent), having led the research and development of at least two topics, projects, programs on information security at the national, ministry, sectoral, provincial levels, which have been accepted and issued by the competent authority; or leading the development of security plans for at least two systems with a security level of 4 or 5, approved by the competent authority; or leading the research and development of at least one information security product or solution that has won a ministry-level or provincial award.

d) During the period of holding the title of information security grade II (or equivalent), being awarded a commendation or achieving the title of outstanding soldier at the ministry, sectoral, provincial level or higher due to achievements in professional activities.

18. Consider promotion to the title of information security grade II, Code: V.11.05.10:

a) Currently holding the title of information security grade III, Code: V.11.05.11.

b) Having held the title of information security grade III (or equivalent) for at least nine years (excluding probationary and trial periods). In cases where the equivalent period to the title of information security grade III is considered, there must be at least one year (twelve months) of holding the title of information security grade III up to the deadline for submitting registration forms for the promotion examination (if the period of holding the title of information security grade III is not continuous, it can be accumulated).

c) During the period of holding the title of information security grade III (or equivalent), having led or participated in the research and development of at least one topic, project, program on information security from the grassroots level upwards, which have been accepted and issued by the competent authority; or leading or participating in the development of security plans for at least one system with a security level of three or higher, accepted by the competent authority; or leading the development of at least one regulation, rule, technical procedure on information security issued by the competent authority; or participating in the research and development of at least one information security product or solution that has won a ministry-level, sectoral, provincial award.

d) During the period of holding the title of information security grade III (or equivalent), being awarded a commendation or achieving the title of outstanding soldier at the ministry, sectoral, provincial level or receiving such titles twice or more at the grassroots level due to achievements in professional activities.

19. Consider promotion to the title of information technology grade I, Code: V.11.06.12:

a) Currently holding the title of information technology grade II, Code: V.11.06.13.

b) Having held the title of information technology grade II (or equivalent) for at least six years. In cases where the equivalent period to the title of information technology grade II is considered, there must be at least one year (twelve months) of holding the title of information technology grade II up to the deadline for submitting registration forms for the promotion examination (if the period of holding the title of information technology grade II is not continuous, it can be accumulated).

c) During the period of holding the title of information technology grade II (or equivalent), having led the research and development of at least two topics, projects, programs on information technology at the national, ministry, sectoral, provincial levels, which have been accepted and issued by the competent authority; or leading the review of at least two group A and B information technology projects, approved by the competent authority; or leading the research and development of at least one information technology product or solution that has won a ministry-level, sectoral, provincial award.

d) During the period holding the Information Technology Professional Title Level II (or equivalent), receiving a commendation award or achieving the title of Labor Hero at the ministry, department, provincial level or higher due to outstanding achievements in professional activities.

20. Consideration for promotion to the Information Technology Professional Title Level II, Code Number: V.11.06.13

a) Currently holding the Information Technology Professional Title Level III, Code Number: V.11.06.14

b) Having held the Information Technology Professional Title Level III (or equivalent) for at least nine years (excluding probationary and trial periods). In cases where the time is equivalent to the Information Technology Professional Title Level III, there must be at least one year (twelve months) holding the Information Technology Professional Title Level III up to the deadline for submitting registration applications for the promotion examination (if the time holding the Information Technology Professional Title Level III is not continuous, it can be accumulated).

c) During the period holding the Information Technology Professional Title Level III (or equivalent), having led or participated in researching and building at least one (one) topic, project, program on the field of information technology from the grassroots level upwards, which has been approved and issued by the competent authority; or leading or participating in reviewing at least one (one) information technology project approved by the competent authority; or leading in developing at least one (one) regulation, rule, technical procedure on information technology issued by the competent authority; or participating in researching and developing at least one (one) technological solution that won awards at the ministry, department, provincial level or higher.

d) During the period holding the Information Technology Professional Title Level III (or equivalent), receiving a commendation award or achieving the title of Labor Hero at the ministry, department, provincial level or twice achieving the title of Labor Hero at the grassroots level or higher due to outstanding achievements in professional activities.

Article 4. Effective date

1. This Circular takes effect from November 7, 2024.

2. Repeal Circular No. 03/2021/TT-BTTTT dated June 25, 2021, issued by the Minister of Information and Communications, stipulating standards, conditions, contents, and forms of examination or assessment for promotion to professional titles of information and communication specialists.

3. Repeal Clause 5, Article 4, Clause 5, Article 5, Clause 4, Article 7, Clause 4, Article 8, Clause 4, Article 10, Clause 4, Article 11, Clause 4, Article 13, Clause 4, Article 14 of Circular No. 13/2022/TT-BTTTT dated August 26, 2022, issued by the Minister of Information and Communications, stipulating code numbers, standards for professional titles, and salary grading for broadcasting editors, reporters, translators, television directors in the field of information and communications.

4. Repeal the following provisions of Circular No. 46/2017/TT-BTTTT dated December 29, 2017, issued by the Minister of Information and Communications, stipulating standards for professional titles of sound technicians, announcers, film editing technicians, cinematographers in the field of information and communications (hereinafter referred to as Circular No. 46/2017/TT-BTTTT), amended and supplemented by Circular No. 07/2022/TT-BTTTT dated June 30, 2022, issued by the Minister of Information and Communications (hereinafter referred to as Circular No. 07/2022/TT-BTTTT).

a) Clause 4, Article 3 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 1, Article 1 of Circular No. 07/2022/TT-BTTTT.

b) Clause 4, Article 4 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 2, Article 1 of Circular No. 07/2022/TT-BTTTT.

c) Clause 4, Article 7 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 5, Article 1 of Circular No. 07/2022/TT-BTTTT.

d) Clause 4, Article 8 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 6, Article 1 of Circular No. 07/2022/TT-BTTTT.

đ) Clause 4, Article 11 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 9, Article 1 of Circular No. 07/2022/TT-BTTTT.

e) Clause 4, Article 12 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 10, Article 1 of Circular No. 07/2022/TT-BTTTT.

g) Clause 4, Article 15 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 13, Article 1 of Circular No. 07/2022/TT-BTTTT.

h) Clause 4, Article 16 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 14, Article 1 of Circular No. 07/2022/TT-BTTTT.

5. Repeal Clause 4, Article 5, Clause 4, Article 6, Clause 4, Article 9, Clause 4, Article 10 of Circular No. 08/2022/TT-BTTTT dated June 30, 2022, issued by the Minister of Information and Communications, stipulating code numbers, standards for professional titles, and salary grading for information technology and cybersecurity specialists (hereinafter referred to as Circular No. 08/2022/TT-BTTTT).

6. Repeal the phrase "examination or" in the following provisions:

a) Clause 4, Article 5 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 3, Article 1 of Circular No. 07/2022/TT-BTTTT.

b) Clause 4, Article 9 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 7, Article 1 of Circular No. 07/2022/TT-BTTTT.

c) Clause 4, Article 13 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 11, Article 1 of Circular No. 07/2022/TT-BTTTT.

d) Clause 4, Article 17 of Circular No. 46/2017/TT-BTTTT, amended and supplemented by Clause 15, Article 1 of Circular No. 07/2022/TT-BTTTT.

đ) Clause 4, Article 7, Clause 4, Article 11 of Circular No. 08/2022/TT-BTTTT.

3. In case the legal normative documents referred to in this Circular are amended, supplemented, or replaced, implementation shall be in accordance with the amended, supplemented, or replaced legal normative documents.

Article 5. Responsibilities for Implementation

1. The Minister, Heads of Ministries Equivalent to Ministries, Heads of Government Agencies, Chairpersons of Provincial People's Committees, and relevant organizations, individuals have the responsibility to implement this Circular.

2. During the implementation process, if there are difficulties or obstacles, organizations and individuals are requested to report to the Ministry of Information and Communications for consideration and resolution./.
