DECISION OF THE PRIME MINISTER

Regarding wages and income of Vietnam Electricity Corporation

 

 

PRIME MINISTER

 

Based on the Government Organization Law 2. Article 2 shall be amended as follows: Confidentiality of the Exam September 1992;

WHEREAS EDUCATION Decree No. 26/CP dated March 23, 5 1993 of the Government temporarily stipulating the new wage system in enterprises;

Based on Decree No. 28/CP dated March 28, 3 1997 of the Government on reforming wage and income management in state-owned enterprises; - To be filed: VT, UBCK (300b)

At the proposal of the Minister of Labor, War Invalids and Social Affairs;

 

DECISION:

Article 1. Permitting Vietnam Electricity Corporation to apply the additional minimum wage adjustment coefficient as prescribed in Decree No. 28/CP dated March 28, 1997 of the Government on reforming wage and income management in state-owned enterprises from January 1, 1999 to the end of 2000 when meeting the following conditions:

Production and business operations are profitable;

Ensuring the fulfillment of annual state budget payments according to legal regulations, with a reduction in electricity loss rate of 0.2% to 0.3% compared to the specified rate;

The average labor productivity measured in physical terms must be higher each year than the previous year.

Article 2. Workers and officials engaged in production and business operations under Vietnam Electricity Corporation shall be subject to the following systems:

1. Safety operation bonus: at rates of 15% and 20% of the job grade salary and included in the unit price of wages applicable to workers and officials performing tasks directly related to safe operation of the power grid and electricity supply.

Vietnam Electricity Corporation shall issue a Reward Regulation based on guidelines from the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance regarding specific reward levels for each voltage level.

2. Workers and officials directly managing, operating, and repairing transmission lines and 500 kV substations shall apply the attraction allowance system as stipulated in Decree No. 261/CP dated May 23, 19985 of the Government temporarily stipulating the new wage system in enterprises.

Article 3. AND The Ministry of Labor, War Invalids and Social Affairs shall be responsible for guiding the implementation of this Decision.

Article 4. This Decision shall take effect fifteen days from the date of signature.

Article 5The Minister, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial People's Committees under the central government, Chairmen of the Board of Directors and General Directors of Vietnam Electricity Corporation are responsible for implementing this Decision./.
