RESOLUTION

Regular Meeting of the Government for November 1999

On December 3, 1999, the Government convened its regular meeting for November 1999 to discuss and adopt the following issues:

1- The Government heard Minister of Agriculture and Rural Development Le Huy Ngo's presentation on the proposal "Several Measures to Encourage the Development of Family Farm Economies."

A family farm is a form of production organization in agriculture, forestry, salt industry, and aquaculture primarily based on the household, which has existed for a long time in the national economy. Implementing the Party and State's reform policies, in recent years, family farms in the country have developed quite strongly, better utilizing potential capital, land, and labor, contributing to accelerating the restructuring process of agricultural and rural commodity economic structures and reducing poverty.

The Government assigned the Ministry of Agriculture and Rural Development to take the lead, coordinate with relevant ministries and sectors to incorporate the opinions of Government members, finalize the draft Resolution of the Government on encouraging the development of family farm economies, and submit it to the Prime Minister for signature and issuance in December 1999.

2- The Government heard Minister of Public Security Le Minh Huong's presentation on two draft Ordinances: "Ordinance on Exit, Entry, Residence, and Circulation of Foreigners in Vietnam" and "Ordinance on Safeguarding State Secrets (Amended)."

The Government agreed with the basic contents of these two draft Ordinances and assigned the Ministry of Public Security to take the lead, coordinate with the Ministries of Defense, Foreign Affairs, Justice, and the Government Office to incorporate the opinions of Government members, finalize the drafts, report to the Prime Minister for consideration, and submit them to the Standing Committee of the National Assembly. In finalizing the drafts, attention should be paid to the following points:

+ In the draft Ordinance on Exit, Entry, Residence, and Circulation of Foreigners in Vietnam: Clarify the coordination relationship among agencies in state management of exit and entry and the duration of visa issuance.

+ In the draft Ordinance on Safeguarding State Secrets (Amended): Do not establish additional specialized units responsible for safeguarding state secrets in state agencies; assign the Government to provide specific guidance on publicly announcing the list of state secrets.

3- The Government adopted the draft "Decree of the Government on Implementing the Law Amending and Supplementing Certain Provisions of the Land Law" presented by Director General of the Land Administration Bureau Bui Xuan Son. The Land Administration Bureau was assigned to take the lead, coordinate with the Ministry of Justice, the Government Office, and related agencies, incorporate the opinions of Government members, and seek additional opinions from localities to finalize this draft Decree and submit it to the Prime Minister for signature and issuance in December 1999.

4- The Government adopted the amendment to Point b, Clause 2, Article 2 of the draft Decree on foreign investment cooperation in the fields of healthcare, education, and scientific research: In education for Vietnamese people, foreign investment cooperation shall only be allowed at the secondary level and above. The Ministry of Planning and Investment was assigned to take the lead, coordinate with the Ministry of Justice, the Government Office, and related agencies to finalize this draft Decree and submit it to the Prime Minister for signature and issuance in December 1999.

5- The Government reviewed the report of the Ministry of Planning and Investment on the socio-economic situation in November and the first eleven months of 1999. Although there were severe natural disasters in seven central provinces at the beginning of November, the overall socio-economic situation of the country continued to show positive changes. Agricultural production developed quite well. Export turnover increased, notably in products such as coffee, rice, footwear, electronic goods, computer parts, crude oil, seafood... Industrial production generally did not show significant improvement, and consumer purchasing power had not improved.

The Government requested all ministries, sectors, and localities to continue implementing measures to stimulate investment and consumption, focus on resolving difficulties and obstacles, accelerate the progress of basic construction projects; organize the implementation of socio-economic development plans and state budget for 2000; direct assistance to affected populations to overcome difficulties, stabilize production and living conditions; organize the reception and distribution of relief resources; proactively prevent and mitigate disaster consequences.

Ministries, sectors, and localities need to strengthen administrative discipline and personnel organization, correct work styles and methods, promptly identify and strictly handle violations./.
