JOINT CIRCULAR
Guidelines for implementing Decision No. 194/2002/QĐ-TTg dated December 21, 2001 of the Prime Minister on adjusting the level of policy scholarships and social allowances for students from ethnic minorities studying at public training institutions as stipulated in Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister
Implementing Decision No. 194/2002/QĐ-TTg dated December 21, 2001 of the Prime Minister on adjusting the level of policy scholarships and social allowances for students from ethnic minorities studying at public training institutions as stipulated in Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister, the Ministry of Education and Training and the Ministry of Finance provide guidelines for the implementation of the adjustment of policy scholarship levels and social allowances for students from ethnic minorities studying at public training institutions as follows::
I. OBJECTS OF APPLICATION AND SCOPE OF ADJUSTMENT OF POLICY SCHOLARSHIP LEVELS AND SOCIAL ALLOWANCES
The objects subject to adjustment of policy scholarship levels and social allowances are students from ethnic minorities studying at public training institutions who enjoy policy scholarships and social allowances according to Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister regarding scholarships and social allowances for students at public training institutions.
- The level of policy scholarships is adjusted from 120,000 VND/person/month to 160,000 VND/person/month applicable to undergraduate students, students at ethnic minority preparatory universities, and students at boarding schools for ethnic minorities.
- The level of social allowances is adjusted from 100,000 VND/person/month to 140,000 VND/person/month applicable to students from ethnic minorities studying at public training institutions in regular full-time programs in mountainous, remote areas, and areas with particularly difficult socio-economic conditions.
The list of communes with particularly difficult socio-economic conditions shall be implemented according to Decisions of the Prime Minister.
II. IMPLEMENTATION
The funds for implementing policy scholarships and social allowances for students from ethnic minorities studying at public training institutions as stipulated in this Circular shall be allocated within the annual budget estimates of the Ministries and localities.
The Ministries and localities must ensure the allocation of funds for implementing the scholarship and social allowance system as prescribed.
The provisions regarding policy scholarship levels and social allowances in this Circular replace the provisions on policy scholarship levels stipulated in points a, b, and c, Section 1, Point II, Part I and social allowance levels stipulated in Section 1, Point I, Part II of Joint Circular No. 53/1998/TTLT-BGDĐT-BTC-BLDTBXH dated August 25, 1998 guiding the implementation of the scholarship and social allowance system for students at public training institutions issued by the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids, and Social Affairs, and point first, Section 2, Part II of Joint Circular No. 126/1998/TTLT-BTC-BGDĐT dated September 9, 1998 of the Ministry of Finance and the Ministry of Education and Training guiding certain financial systems for students at boarding schools for ethnic minorities and preparatory universities.
Other contents shall continue to be implemented according to Joint Circular No. 53/1998/TTLT-BGDĐT-BTC-BLDTBXH dated August 25, 1998 of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids, and Social Affairs and Joint Circular No. 126/1998/TTLT-BTC-BGDĐT dated September 9, 1998 of the Ministry of Finance and the Ministry of Education and Training.
III- IMPLEMENTATION PROVISIONS
This Joint Circular takes effect from January 1, 2002.
During the implementation process, if any difficulties arise, please report them to the relevant ministries for study and resolution.
