DECISION OF THE MINISTER OF AQUATIC RESOURCES

Renaming the Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection Region 4 Office to the Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4
MINISTER OF AQUATIC RESOURCES
Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Pursuant to Decision No. 07/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries stipulating the functions, tasks, powers, and organizational structure of the Department of Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection;
Considering the proposal of the Director of the Department of Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection and the Head of the Personnel Organization Department,
DECISION:
Article 1. The Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection Region 4 Office, under the Department of Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection, shall be renamed to the Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 - Ho Chi Minh City (referred to as the Fishery Quality and Aquatic Animal Health Inspection Center 4).
The Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 has the international trade name "The National Fisheries Quality Assurance and Veterinary Directorate - Branch 4" abbreviated as "NAFIQAVED - Branch 4", with its headquarters at 30 Ham Nghi Street - District 1 - Ho Chi Minh City. The Center is a self-financing public service unit, having accounts at the Treasury and banks; it uses both Vietnamese and English seals for transactions.
Article 2. The Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 is tasked with assisting the Director of the Department of Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection in performing the Department's duties in the provinces of Binh Thuan, Ba Ria-Vung Tau, Ho Chi Minh City, Tien Giang, Ben Tre, Long An, Dong Nai, Binh Phuoc, Binh Duong, and Tay Ninh.
The functions, tasks, powers, and working relationships of the Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 shall be defined by the Director of the Department of Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection, following agreement with the Ministry of Fisheries.
Article 3. Organizational Structure
The organizational structure of the Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 includes:
1. General Affairs, Information and Certification Section
2. Organization and Administrative, Financial Section
3. Quality and Food Safety Section
4. Aquatic Animal Health Section
5. Quality Testing, Quarantine and Experimentation Section.
Article 4. The Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 shall have one Director and not more than two Deputy Directors. The Director of the Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 shall be appointed by the Minister of Fisheries upon the recommendation of the Director of the Department of Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection. The Deputy Directors of the Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 shall be appointed by the Director of the Department of Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection upon the recommendation of the Director of the Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4, following agreement with the Ministry of Fisheries.
In addition to the number of positions funded by the State budget, the Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 may hire contractual employees from fees, charges, and technical service revenues according to the law. The quota of civil servants and contractual employees of the Center shall be allocated by the Director of the Department of Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection after obtaining approval from the Ministry of Fisheries.
Article 5. This Decision replaces Decision No. 08/2004/QĐ-BTS dated April 20, 2004 of the Minister of Fisheries and takes effect fifteen days after publication in the Official Gazette.
The Heads of the Office, Heads of Departments, Inspectors General, Director of the Department of Fishery Quality Management, Food Safety and Aquatic Animal Health Inspection, and Director of the Fishery Quality, Food Safety and Aquatic Animal Health Inspection Center Region 4 are responsible for implementing this Decision./.
