under the Civil Execution Agency and District Civil Execution Agencies

Pursuant to the Civil Enforcement Law on November 14, 2008;
Pursuant to Decree No. 22/2013/NĐ-CP dated March 13, 2013, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Justice;
Pursuant to Decree No. 74/2009/NĐ-CP dated September 9, 2009 of the Government detailing and guiding the implementation of certain provisions of the Civil Enforcement Law regarding enforcement agencies, civil enforcement agencies, and civil enforcement officials;
Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Considering the proposal of the Director General of the Civil Enforcement Department and the Head of the Cadre and Civil Servant Organization Department of the Ministry of Justice;
The Minister of Justice issues this Circular regulating the criteria for civil servants holding leadership and management positions under the Civil Execution Agency and District Civil Execution Agencies as follows:
PART I
GENERAL PROVISIONS
Article 1. Scope of application
This Circular applies to civil servants holding leadership and management positions under the Civil Execution Agencies of provinces and centrally governed cities (hereinafter referred to as Civil Execution Agencies) and District Civil Execution Agencies of counties, districts, towns, and provincial cities (hereinafter referred to as District Civil Execution Agencies), including:
1. Director of the Civil Execution Agency;
2. Deputy Director of the Civil Execution Agency;
3. Heads of Departments and equivalent positions within the Civil Execution Agency;
4. Deputy Heads of Departments and equivalent positions within the Civil Execution Agency;
5. Director of the District Civil Execution Agency;
6. Deputy Director of the District Civil Execution Agency.
Article 2. General Criteria
1. Possessing firm political conviction, loyal to the revolutionary ideals of the Party, Marxism-Leninism, and Ho Chi Minh's thought; having a sense of struggle to defend the viewpoints and policies of the Party; state policies and laws. Leading and implementing well the policies and laws of the Party and the State.
2. Being exemplary in morality and lifestyle, frugal, honest, impartial, and diligent; not being bureaucratic, corrupt, wasteful, and firmly combating bureaucracy, corruption, and waste; having a democratic style, closely connected with the people, strictly implementing all regulations and rules of the agency and unit, and meeting the Professional Ethics Standards of the Justice Sector's cadres, civil servants, and public officials.
3. Having a strong sense of responsibility and high organizational discipline; having a spirit of learning, researching, innovating, being dynamic, and completing assigned tasks effectively.
4. Having awareness and capability to research and understand the political, economic, cultural, social, security, defense, and foreign relations situation of the State; having been trained and possessing basic knowledge in specialized fields, professional duties, foreign languages, and information technology.
5. Having the ability to unite and mobilize the strength of all civil servants and employees in the agency and unit, and coordinating well with related agencies and organizations to fulfill assigned tasks.
6. Personally and in family life, being exemplary in implementing the policies and laws of the Party and the State. Not abusing positions and powers, nor allowing relatives to exploit such positions and powers for personal gain.
Chapter II
SPECIFIC CRITERIA FOR EACH POSITION
Article 3. Criteria for the position of Director and Deputy Director of the Civil Execution Agency
1. Position and responsibilities
1.1. Director
The Director of the Civil Execution Agency is responsible before the Director General of the Civil Enforcement Department and the law for leading, managing, and directing all activities of the Civil Execution Agency to implement the policies of the Party, laws of the State, the tasks and authorities of the unit, and the regulations and rules of the sector and unit; ensuring that the Civil Execution Agency and subordinate District Civil Execution Agencies complete their assigned functions and tasks effectively. The Director has specific responsibilities as follows:
a) Implementing tasks and authorities as prescribed by the Civil Enforcement Law and related legal documents;
b) Organizing and implementing the tasks and authorities of the provincial-level civil enforcement agency as stipulated by the Civil Enforcement Law;
c) Directing and overseeing all units under the Agency and subordinate District Civil Execution Agencies in organizing and implementing the functions and tasks of the Civil Execution Agency according to the law;
d) Summarizing practical management work of the unit, proposing and advising on the development of regulatory documents, improving management mechanisms, and management policies for the unit's activities;
đ) Leading the unit in organizing the implementation of policies, programs, plans, and work programs; effectively utilizing allocated resources;
e) Fulfilling other tasks as prescribed by law, following directives from the Minister of Justice and the Director General of the Civil Enforcement Department, and serving local political tasks well;
1.2. Deputy Director
The Deputy Director of the Civil Execution Agency assists the Director in managing and directing certain aspects of work as assigned by the Director, being responsible before the Director of the Civil Execution Agency and the law for the results of the assigned tasks, representing the Director in managing the Agency's affairs when authorized by the Director. The Deputy Director has specific responsibilities as follows:
a) Organizing the implementation of specialized and professional tasks as assigned or delegated by the Director;
b) Directing, inspecting, and urging units under the Agency and subordinate District Civil Execution Agencies in performing tasks in the assigned areas and responsibilities;
c) Assigning work and evaluating the performance of units under the Agency and civil servants assigned to manage;
d) Signing on behalf of the Director documents in the assigned areas and other documents as delegated by the Director;
đ) Advising the Director on policies and measures for state management in the assigned areas and other areas under the Director's jurisdiction;
e) Fulfilling other tasks as assigned by the Director.
2. Requirements for criteria, qualifications, and capabilities
2.1. Graduated from a university majoring in Law or higher;
2.2. Meeting the criteria for heads and deputy heads of civil enforcement agencies as stipulated by the Civil Enforcement Law and other relevant regulations;
2.3. Having completed advanced theoretical politics training courses or equivalent.
2.4. Possessing a foreign language proficiency level B or higher (one of five languages: English, French, Russian, German, Chinese) or Lao, Khmer (for border provinces adjacent to the Lao People's Democratic Republic and the Kingdom of Cambodia).
For civil servants working in ethnic minority regions, those holding certificates for ethnic minority language training issued by educational institutions with authority, and civil servants who are ethnic minorities working in ethnic minority regions are not required to possess any of the above foreign languages.
2.5. Possessing office computer skills to apply information technology in leadership, management, and specialized professional work.
2.6. Having completed the national defense and security knowledge training program as prescribed.
2.7. For the position of Director: Having previously held the position of Enforcement Officer of the Civil Execution Agency, except in cases where they are leaders of agencies outside the civil execution system and situations where it is necessary to immediately appoint a Director to meet organizational and operational requirements of the unit as decided by the Minister of Justice.
Article 4. Positions of Chief of Office and Deputy Chief of Office of the Civil Execution Agency
1. Position and responsibilities
1.1. Chief of Office
The Chief of Office is responsible to the Director of the Civil Execution Agency for leading, managing, and directing all activities of the Office according to assigned functions and tasks. The Chief of Office has specific duties as follows:
a) Organizing the management and operation of the Office's work;
b) Organizing the allocation of tasks and responsibilities for Deputy Chiefs of Office, civil servants, and employees within the Office; determining the working mechanism and cooperation relationships among members of the leadership team of the Office; coordinating work between units under the Agency, county-level Civil Execution Agencies on the territory; guiding and urging civil servants and employees under their jurisdiction to complete assigned tasks;
c) Advising the Agency Leadership on coordinating work with relevant agencies and departments; urging the implementation of the work program, plan, internal regulations, and rules of the Agency;
d) Supervising compliance with Party regulations and state laws during the process of handling work at the Office;
đ) Managing adherence to working hours and internal regulations and rules of the agency for civil servants and employees of the Office;
e) Performing other tasks as assigned and delegated by the unit head.
1.2. Deputy Chief of Office
The Deputy Chief of Office assists the Chief of Office and is responsible to the Chief of Office and to the law for areas of work assigned by the Chief of Office. The Deputy Chief of Office has specific duties as follows:
a) Implementing tasks as assigned or authorized by the Chief of Office;
b) Directing, inspecting, and urging civil servants and employees within the Office to perform tasks within the assigned area of responsibility;
c) Performing other tasks as assigned and delegated by the Chief of Office and the unit head.
2. Requirements for criteria, qualifications, and capabilities
2.1. For the Chief of Office: Holding a bachelor's degree in Law or higher and having at least five years of experience working in state administration.
For Deputy Chief of Office: Holding a bachelor's degree in Law or a relevant field suitable for office work and having at least three years of experience working in state administration;
2.2. Currently holding the rank of Specialist or equivalent or higher;
2.3. Having completed intermediate political theory training courses or equivalent;
2.4. Possessing a foreign language proficiency level B or higher (one of five languages: English, French, Russian, German, Chinese) or Lao, Khmer (for border provinces adjacent to the Lao People's Democratic Republic and the Kingdom of Cambodia).
For civil servants working in ethnic minority regions, those holding certificates for ethnic minority language training issued by educational institutions with authority, and civil servants who are ethnic minorities working in ethnic minority regions are not required to possess any of the above foreign languages.
2.5. Possessing office computer skills to apply information technology in leadership, management, and specialized professional work.

Article 5. Title of Head of Department and Deputy Head of Department for Business Affairs and Enforcement Organization of the Civil Execution Agency
1. Position and responsibilities
1.1. Head of Department:
The Head of the Department for Business Affairs and Enforcement Organization shall be responsible to the Director of the Civil Execution Agency for leading, managing, and directing all activities of the Department for Business Affairs and Enforcement Organization according to the functions and tasks assigned. The Head has the following specific duties:
a) Organizing management and direction of the department's work;
b) Organizing the allocation of tasks and responsibilities among Deputy Heads, civil servants, and employees within the department; determining working mechanisms and cooperation relationships between members of the leadership team; guiding and urging civil servants and employees under their management to complete assigned tasks;
c) Advising the Agency Leadership on ensuring uniform application of legal provisions in civil enforcement activities; directing civil enforcement activities for district-level civil enforcement agencies; providing guidance on civil enforcement procedures to enforcement officers and other civil servants of civil enforcement agencies within the jurisdiction; organizing the execution of judgments and decisions within the authority of the Civil Execution Agency; preparing files for consideration of exemption or reduction of civil enforcement obligations; coordinating with public security agencies in preparing files for consideration of exemption or reduction of imprisonment penalties and amnesty for individuals subject to civil enforcement obligations who are serving prison sentences as prescribed;
d) Monitoring compliance with Party regulations and state laws during the handling of departmental affairs;
đ) Managing adherence to working hours and internal rules and regulations of the agency for civil servants and employees within the department;
e) Performing other tasks as assigned and delegated by the unit head.
1.2. Deputy Head of Department
The Deputy Head of the Department for Business Affairs and Enforcement Organization assists the Head and is responsible to the Head of the Department for Business Affairs and Enforcement Organization and to the law regarding the areas of work assigned by the Head; representing the Head in managing the department's work when authorized by the Head. The Deputy Head has the main duties as follows:
a) Implementing specialized and business tasks according to the assignment or delegation of the Head;
b) Directing, inspecting, and urging civil servants, officials, and employees within the department to fulfill tasks within the assigned area of responsibility;
c) Performing other tasks according to the assignment and classification of the Head and the head of the unit.
2. Requirements for criteria, qualifications, and capabilities
2.1. Graduated from a university majoring in Law or higher;
2.2. For the title of Head of Department: Must have been appointed to the rank of Intermediate Enforcement Officer or higher and have at least five years of experience working in the field of civil enforcement.
For the title of Deputy Head of Department: Must have been appointed to the rank of Junior Enforcement Officer or higher and have at least three years of experience working in the field of civil enforcement;
2.3. Having completed intermediate political theory training courses or equivalent;
2.4. Possessing a foreign language proficiency level B or higher (one of five languages: English, French, Russian, German, Chinese) or Lao, Khmer (for border provinces adjacent to the Lao People's Democratic Republic and the Kingdom of Cambodia).
For civil servants working in ethnic minority regions, those holding certificates for ethnic minority language training issued by educational institutions with authority, and civil servants who are ethnic minorities working in ethnic minority regions are not required to possess any of the above foreign languages.

Article 6. Title of Head of Department and Deputy Head of Department for Inspection and Handling of Complaints and Petitions of the Civil Execution Agency
1. Position and responsibilities
1.1. Head of Department
The Head of the Department for Inspection and Handling of Complaints and Petitions shall be responsible to the Director of the Civil Execution Agency for leading, managing, and directing all activities of the Department for Inspection and Handling of Complaints and Petitions according to the functions and tasks assigned. The Head has the following specific duties:
a) Implementing tasks as specified in points a, b, d, đ, e of Clause 1.1, Article 5 of this Circular;
b) Advising the Agency Leadership on inspecting civil enforcement activities of district-level civil enforcement agencies; internal inspection of the Civil Execution Agency; resolving complaints and petitions about civil enforcement within the authority of the Civil Execution Agency.
1.2. Deputy Head of Department
The Deputy Head of the Department for Inspection and Handling of Complaints and Petitions assists the Head and is responsible to the Head of the Department for Inspection and Handling of Complaints and Petitions and to the law regarding the areas of work assigned by the Head. The Deputy Head has the duties as specified in points a, b, c of Clause 1.2, Article 5 of this Circular.
2. Requirements for criteria, qualifications, and capabilities
2.1. Graduated from a university majoring in Law or higher;
2.2. For the title of Head of Department: Must have been appointed to the rank of Senior Examiner or Intermediate Enforcement Officer or higher and have at least five years of experience working in the field of civil enforcement.
For the title of Deputy Head of Department: Must have been appointed to the rank of Examiner or Junior Enforcement Officer or higher and have at least three years of experience working in the field of civil enforcement.
2.3. Having completed intermediate political theory training courses or equivalent;
2.4. Possessing a foreign language proficiency level B or higher (one of five languages: English, French, Russian, German, Chinese) or Lao, Khmer (for border provinces adjacent to the Lao People's Democratic Republic and the Kingdom of Cambodia).

1.1. Head of Department
The Head of Personnel Department shall be responsible to the Director of the Civil Enforcement Agency for leading, managing, and directing all activities of the Personnel Department according to the functions and tasks assigned. The Head has the main responsibilities as follows:
a) Implementing tasks as specified in points a, b, d, đ, e of Clause 1.1, Article 5 of this Circular;
b) Advising the leadership of the Civil Enforcement Agency on personnel matters within the agency and subordinate enforcement agencies according to the classification level of the Minister of Justice, the General Bureau of Civil Enforcement, and in accordance with the provisions of the law.
1.2. Deputy Head of Department
The Deputy Head of Personnel Department shall perform specialized tasks, assist the Head of Personnel Department in overseeing certain aspects of work as assigned by the Head, and be responsible for the tasks delegated; be responsible for directing the activities of the department when authorized by the Head. The Deputy Head shall have the duties as stipulated in item a, b, c point 1.2 clause 1 Article 5 of this Circular.
2. Requirements for criteria, qualifications, and capabilities
2.1. For the Head of Personnel Department: Hold a bachelor's degree in Law or higher and have at least five years of experience working in state management fields.
For the Deputy Head of Personnel Department: Hold a bachelor's degree in Law or a relevant field suitable for personnel work, and have at least three years of experience working in state management fields.
2.2. Currently hold the rank of Specialist or equivalent and above;
2.3. Having completed intermediate political theory training courses or equivalent;

1. Position and responsibilities
1.1. Head of Department
The Head of Finance and Accounting Department shall be responsible to the Director of the Civil Enforcement Agency for leading, managing, and directing all activities of the Finance and Accounting Department according to the functions and tasks assigned. The Head has the main responsibilities as follows:
a) Implementing tasks as specified in points a, b, d, đ, e of Clause 1.1, Article 5 of this Circular;
b) Advising the leadership of the Civil Enforcement Agency on financial and accounting matters within the agency and subordinate enforcement agencies according to the classification level of the Minister of Justice, the General Bureau of Civil Enforcement, and in accordance with the provisions of the law.
1.2. Deputy Head of Department
The Deputy Head of Finance and Accounting Department shall perform specialized tasks, assist the Head of Finance and Accounting Department in overseeing certain aspects of work as assigned by the Head, and be responsible for the tasks delegated; be responsible for directing the activities of the department when authorized by the Head. The Deputy Head shall have the duties as stipulated in item a, b, c point 1.2 clause 1 Article 5 of this Circular.
2. Requirements for criteria, qualifications, and capabilities
2.1. Hold a bachelor's degree in Accounting, Finance or higher;
2.2. For the title of Head of Finance and Accounting Department: Have been appointed as Chief Accountant, and have at least five years of experience working in financial and accounting fields.
For the title of Deputy Head of Finance and Accounting Department: Currently hold the rank of Accountant or equivalent and above, and have at least three years of experience working in financial and accounting fields;
2.3. Having completed intermediate political theory training courses or equivalent;
2.4. Possessing a foreign language proficiency level B or higher (one of five languages: English, French, Russian, German, Chinese) or Lao, Khmer (for border provinces adjacent to the Lao People's Democratic Republic and the Kingdom of Cambodia).

Article 9. Title of Head of Enforcement Agency Branch and Deputy Head of Enforcement Agency Branch
1. Position and responsibilities
1.1. Head of Enforcement Agency Branch
The Head of Enforcement Agency Branch shall be responsible to the Director of the Civil Enforcement Agency and to the law for leading, managing, and directing all activities of the Enforcement Agency Branch to implement the policies of the Party, laws of the State, the tasks and powers of the Branch, and the regulations and rules of the industry and unit; ensuring that the Enforcement Agency Branch completes its assigned functions and tasks effectively. The Head has specific responsibilities as follows:
a) Implement the tasks and powers prescribed by the Civil Enforcement Law and other tasks and powers as provided by the law;
b) Lead and direct the unit in organizing and implementing the functions and tasks of the Branch as prescribed by the law and the tasks assigned;
c) Propose and recommend to the Civil Enforcement Agency and competent authorities policies and measures to effectively organize the tasks under the Branch's jurisdiction;
d) Organize scientific labor division and guide, supervise, and urge civil servants and employees to complete their tasks;
đ) Based on practical management experience of the Enforcement Agency Branch, propose solutions to improve the effectiveness of management and perfect the mechanism and policy for managing civil enforcement activities;
e) Perform other tasks as prescribed by the law, as directed by the Director of the Civil Enforcement Agency, and serve local political tasks well.
1.2. Deputy Head of Enforcement Agency Branch
The Deputy Head of Enforcement Agency Branch assists the Head of Enforcement Agency Branch in overseeing and directing certain aspects of work as assigned by the Head; be responsible to the Head of Enforcement Agency Branch and to the law for the results of the tasks delegated; represent the Head to manage the affairs of the Branch when authorized by the Head. The Deputy Head has specific responsibilities as follows:
a) Implement the tasks and powers prescribed by the Civil Enforcement Law and other tasks and powers as provided by the law;
b) According to the assigned tasks, lead civil servants and employees in the unit to effectively carry out the assigned tasks;
c) Through practical leadership experience, propose and recommend solutions to improve the quality and effectiveness of work; recommend improvements to the management mechanism for the activities of the Enforcement Agency Branch;
d) Assist in overall leadership and management of resources allocated to the unit managed as assigned by the Head;
đ) Carry out other tasks as assigned by the Head.
2. Requirements for criteria, qualifications, and capabilities
2.1. Graduated from a university majoring in Law or higher;
2.2. Meet the standards for heads and deputy heads of civil enforcement agencies as stipulated in the Civil Enforcement Law and related guiding documents;
2.3. Having completed intermediate political theory training courses or equivalent;
2.4. Possessing a foreign language proficiency level B or higher (one of five languages: English, French, Russian, German, Chinese) or Lao, Khmer (for border provinces adjacent to the Lao People's Democratic Republic and the Kingdom of Cambodia).

2.5. Possessing office computer skills to apply information technology in leadership, management, and specialized professional work.
2.6. Having completed the national defense and security knowledge training program as prescribed.
2.7. For the position of Head of Enforcement Agency Branch: Have held the position of Deputy Head of Enforcement Agency Branch, except in cases where personnel are transferred from outside the civil enforcement system and special cases requiring immediate appointment of a Head of Enforcement Agency Branch to meet organizational and operational needs decided by the General Director of the General Bureau of Civil Enforcement.
2.8. For some special cases:
a) In các địa phương miền núi, biên giới, hải đảo, vùng sâu, vùng xa, vùng có điều kiện kinh tế - xã hội đặc biệt khó khăn, trường hợp nếu không đủ tiêu chuẩn theo quy định tại Điều này thì có thể xem xét từng trường hợp cụ thể để bổ nhiệm, nhưng nhất thiết phải có trình độ cử nhân luật;
b) Đối với công chức nữ, công chức người dân tộc thiểu số không đủ tiêu chuẩn theo quy định tại Điều này nhưng có năng lực nổi trội trong chỉ đạo thực tiễn, được công chức, người lao động trong đơn vị tín nhiệm cao thì có thể xem xét từng trường hợp cụ thể để bổ nhiệm, nhưng nhất thiết phải có trình độ cử nhân luật.
Chapter III
IMPLEMENTATION
Article 10. Áp dụng tiêu chuẩn chức danh lãnh đạo các cấp
1. Kể từ ngày Thông tư này có hiệu lực thi hành, việc bổ nhiệm lần đầu các chức vụ lãnh đạo, quản lý thuộc Cục Thi hành án dân sự và Chi cục Thi hành án dân sự phải tuân thủ các tiêu chuẩn quy định tại Thông tư này.
2. Đối với quy định về trình độ, năng lực và chứng chỉ điều kiện (trình độ lý luận chính trị, quản lý hành chính nhà nước, an ninh quốc phòng): trường hợp đặc biệt do yêu cầu giải quyết công việc của cơ quan, công chức chưa có điều kiện đi học để đáp ứng đủ quy định về trình độ và chứng chỉ điều kiện, trong khi đơn vị có nhu cầu bổ sung nhân sự lãnh đạo ngay để đảm bảo hoàn thành nhiệm vụ thì đơn vị có thể xem xét bổ nhiệm, nếu được Bộ trưởng Bộ Tư pháp chấp thuận. Sau khi được bổ nhiệm, công chức phải học tập để bổ sung đủ trình độ và chứng chỉ điều kiện quy định cho từng chức danh. Nếu hết nhiệm kỳ giữ chức vụ mà không hoàn thiện được các điều kiện chứng chỉ theo quy định thì sẽ không được xem xét bổ nhiệm lại ở nhiệm kỳ tiếp theo.
3. Tiêu chuẩn về thâm niên công tác sẽ được xem xét cụ thể đối với một số trường hợp đặc biệt do nguồn công chức từ ngoài hệ thống Thi hành án dân sự chuyển đến theo chủ trương của cấp có thẩm quyền.
4. Đối với các trường hợp trước đây đã bổ nhiệm nhưng chưa đáp ứng đủ các điều kiện, tiêu chuẩn theo quy định tại văn bản này, Thủ trưởng đơn vị hàng năm có trách nhiệm bố trí, tạo điều kiện cho công chức đi đào tạo, bồi dưỡng để đáp ứng đủ điều kiện, tiêu chuẩn theo quy định (trừ trường hợp chỉ còn một nhiệm kỳ công tác trở xuống là đủ tuổi nghỉ hưu theo quy định). Nếu hết nhiệm kỳ giữ chức vụ mà không hoàn thiện được các điều kiện chứng chỉ theo quy định thì sẽ không được xem xét bổ nhiệm lại ở nhiệm kỳ tiếp theo.
Article 11. Responsibilities of the Director of the Civil Execution General Department
1. Guide, plan, and determine the time for local civil execution agencies to implement the review, adjustment, and supplementation of planning based on these standards and specific standards of each unit.
2. Be responsible for compiling, reviewing, adjusting, and supplementing the planning of leadership and management cadres of the Civil Execution Bureau to be submitted to the Ministry's Leadership and the Party Cadre Affairs Committee of the Ministry of Justice for consideration and decision.
3. Assist the Minister of Justice in inspecting, urging, and monitoring the implementation of this Circular in the management and utilization of civil execution officials.
4. Coordinate with the Director of the Personnel Department of the Ministry of Justice to propose timely amendments and supplements to the contents of this Circular to meet management requirements when necessary.
Article 12. Responsibilities of the Director of the Organization and Cadres Department of the Ministry of Justice
1. Assist the Minister of Justice in inspecting the implementation of this Circular by the Director of the Civil Enforcement General Department.
2. Coordinate with the Director of the Civil Enforcement General Department to timely propose amendments and supplements to the contents of this Circular to meet the management requirements of the sector when necessary.
Article 13. Responsibilities of the Director of the Civil Enforcement Department
1. Organize the dissemination for cadres and civil servants of subordinate agencies and units to understand clearly and implement accordingly.
2. Coordinate with the Party Committee and Branch at the same level to implement the review, adjustment, and supplementation of leadership and management cadre planning of the agency and unit.
3. Based on the established and approved cadre leadership and management planning, organize the implementation to subordinate units to develop training, capacity building, and rotation plans to ensure standards when considering and conducting the appointment process.
4. During the implementation of this Circular, if there are emerging issues or difficulties, report them to the Civil Enforcement General Department for consolidation and reporting to the Minister for consideration and decision.
Article 14. Effective Date
This Circular takes effect from November 1, 2013.
Heads of units under the Ministry of Justice, heads of local civil enforcement agencies within their assigned tasks and authorities are responsible for organizing the implementation of the provisions of this Circular./.
