Regulations on code numbers and standards for professional titles of archivists in the specialized field of archives

Pursuant to the Civil Servant Law dated November 15, 2010;

Pursuant to the Law on Archives dated November 11, 2011;

Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, utilization, and management of civil servants;

Pursuant to Decree No. 58/2014/NĐ-CP dated June 16, 2014, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

At the proposal of the Director of the National Archives and Records Administration and the Head of the Cadres and Civil Servants Department;

The Minister of Home Affairs issues this Circular to regulate code numbers and standards for professional titles of archivists in the specialized field of archives.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates code numbers and standards for professional titles of archivists in the specialized field of archives.

Article 2. This Circular applies to archivists working in public service units.

Article 3. General Standards for Professional Ethics of Archivists in the Specialized Field of Archives

Point 1. To be honest and impartial in performing work.

Point 2. To be meticulous and strictly adhere to regulations concerning authority, procedures, and formalities in implementing archival business processes.

Point 3. To be dedicated, responsible, and passionate about their profession and work.

Point 4. To collaborate closely with colleagues, showing humility and teamwork while fulfilling tasks.

Point 5. To safeguard confidential information according to legal provisions and internal regulations of the organization.

Point 6. To proactively research and propose the application of scientific and technological achievements and innovations in archival work.

Chapter II

OCCUPATIONAL STANDARDS

Article 4. Senior Archivist (Class II) - Code Number: V.01.02.01

1. Duties:

a) To lead the drafting, establishment of systems, regulations, plans, standards in archival work; programs, projects, and implementation of assigned tasks.

b) To lead the collection, acquisition, supplementation of valuable materials into historical archives, organizing, determining value, preservation, and utilization of archival materials as prescribed.

c) To lead the development of search tools and implementation of various methods of utilizing archival materials.

d) To lead the development or improvement of archival business processes.

đ) To lead or participate in developing research topics, projects, and scientific works at various levels.

e) To perform other tasks assigned by the head of the agency or unit.

2. Qualifications regarding education and training:

a) To have graduated from a university majoring in records management or archives; if graduating from another major, must hold a certificate for professional training in the archives field.

b) To possess a foreign language certificate at level 3 (or equivalent) under the Vietnamese Foreign Language Competency Framework as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training.

c) To hold an information technology certificate meeting the basic standard for using information technology as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 issued by the Ministry of Information and Communications.

3. Qualifications regarding professional expertise and skills:

a) To thoroughly understand and implement correctly the Party's guidelines, State policies, laws, and regulations of the industry regarding archival work.

b) To be well-versed in theoretical knowledge, history, and practical aspects of Vietnamese archival work; to keep abreast of modern technologies and global trends in archival work.

c) To be knowledgeable in related sciences and disciplines pertinent to collecting, acquiring, organizing, valuing, preserving, statistics, and utilizing archival materials.

d) To have the ability to develop management plans for archival business processes and administrative procedures; to effectively organize and implement archival business processes.

đ) To have management skills and scientific labor organization capabilities in archival activities; to effectively apply advanced domestic and international experiences in archival work.

e) To have synthesis abilities, organizational leadership, and deployment of archival business processes; to coordinate and inspect the results of archival work performed by staff.

g) For candidates applying for or being considered for promotion to Senior Archivist (Class II), they must have led or participated in at least one research topic, project, or scientific work at the ministry, sector, or provincial level (or led at least one research topic, project, or scientific work at the grassroots level) that has been officially recognized and evaluated as satisfactory; or be the author of at least three scientific articles published in specialized journals; or have at least one innovation successfully applied in archival work recognized by competent authorities.

h) An archivist promoted from the title of Archivist (Class III) to Senior Archivist (Class II) must have worked in the position of Archivist (Class III) for a minimum of nine years, including having graduated from university before applying for or being considered for promotion for at least three years.

Article 5. Archivist (Class III) - Code: V.01.02.02

1. Duties:

a) Participate in establishing regulations and provisions on archival work. Develop programs and plans for archival work of the agency or organization;

b) Carry out archival business activities (collection, compilation, classification, determination of value, preservation, restoration, conservation of archival materials);

c) Participate in drafting guidance documents on archival business at the agency or unit;

d) Participate in establishing procedures for archival business activities;

đ) Participate in researching topics, projects, scientific works at various levels;

e) Perform other tasks assigned by the head of the agency or unit.

2. Qualifications regarding education and training:

a) Graduated from a college majoring in documentation and archives or higher; if graduated from a university in a different major, must have a certificate of specialized knowledge and skills training in archival business;

b) Hold a foreign language certificate at level 2 (or equivalent) under the Vietnamese Foreign Language Competency Framework as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training on the 6-level Vietnamese Foreign Language Competency Framework;

c) To hold an information technology certificate meeting the basic standard for using information technology as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 issued by the Ministry of Information and Communications.

3. Qualifications regarding professional expertise and skills:

a) Master and strictly implement the Party's guidelines and policies; State laws and regulations on archival work of the industry, agency, or organization. Understand the theory, history, and requirements of archival activities, archival business procedures, and regulations on archival work;

b) Master relevant scientific knowledge related to archival activities;

c) Master and strictly implement regulations on authority, procedures, and formalities in archival activities;

d) Understand basic issues regarding scientific labor organization in archival management and have the ability to organize and implement archival business procedures;

đ) Possess research skills, synthesis methods, and the ability to propose improvements to archival business;

e) Have the ability to guide, inspect, and effectively coordinate with colleagues to implement tasks;

g) For archivists participating in examinations or promotions, they must participate in researching at least one topic, project, or scientific work at the grassroots level or higher, which has been accepted and evaluated as meeting the requirements by the competent authority;

h) An archivist promoted from the position of intermediate archivist (Class IV) to archivist (Class III) must have worked in the position of intermediate archivist (Class IV) for a minimum of three years.

Article 6. Intermediate Archivist (Class IV) - Code: V.01.02.03

1. Duties:

a) Participate in developing programs and plans for archival work of the agency or organization;

b) Carry out tasks of classification, arrangement, file creation, systematization, and sorting of documents based on current business guidance documents;

c) Carry out restoration, conservation, and insurance of archival materials according to instructions;

d) Participate in developing various search tools for documents based on the actual tasks of the agency or organization;

đ) Conduct statistical analysis of archival materials according to business procedures and current legal regulations;

e) To perform other tasks assigned by the head of the agency or unit.

2. Qualifications regarding education and training:

a) Graduated from a secondary vocational school majoring in documentation and archives;

b) Hold a foreign language certificate at level 1 (or equivalent) under the Vietnamese Foreign Language Competency Framework as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training on the 6-level Vietnamese Foreign Language Competency Framework;

c) To hold an information technology certificate meeting the basic standard for using information technology as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 issued by the Ministry of Information and Communications.

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's guidelines and policies on archival work;

b) Understand basic knowledge and skills about archival activities;

c) Understand the position, functions, tasks, organizational structure, and relationships of the agency or unit within the state administrative apparatus;

d) Have the ability to perform archival business procedures and formalities as prescribed;

đ) Understand and have the ability to properly implement principles for protecting archival materials, technical norms to ensure safety and confidentiality for the archive, archival materials, and equipment for preserving and using archival materials.

Chapter III

IMPLEMENTING PROVISIONS

Article 7. Effective Date

1. This Circular takes effect from December 15, 2014. This Circular replaces Decision No. 420/TCCP-CCVC dated May 29, 1993 of the Minister, Head of the Organizational-Civil Service Department of the Government (now the Ministry of Home Affairs) on issuing the business standards for civil service ranks in the archival sector.

2. Abolish the list of specialized archival staff ranks at Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of the Ministry of Home Affairs on the list of civil service ranks and specialized staff ranks.

Article 8. Implementation organization

1. The occupational standards for specialized archival staff are the basis for recruiting, utilizing, and managing specialized archival staff in public service units.

2. Public service units belonging to political-social organizations, social organizations, social-professional organizations, public service units under public service enterprises, and public service units under state-owned limited liability companies shall apply the provisions of this Circular to recruit, utilize, and manage personnel engaged in archival work.

Article 9. Responsibility for implementation

The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairmen of Provincial People's Committees directly under the Central Government, and related organizations and individuals are responsible for implementing this Circular./.
