Pursuant to Decree No.At the proposal of the Director of the General Department of Teachers and Educational Institution Management,of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
The Minister of Education and Training issues this Circular stipulating
on conditions for educational institutions to organize training and issue certificates for teaching standards for civil servants in public educational institutions. Article 1. This Circular stipulates on conditions for educational institutions to organize training and issue certificates for teaching standards for civil servants in public educational institutions, including: Conditions for educational institutions to be assigned tasks to train teaching standards for civil servants in the education sector; training programs, forms of training; examination, evaluation, management, and issuance of training certificates; information and reporting systems.
Article 1. Scope of Regulation and Applicability
Article 2. Higher education institutions, teacher training colleges, and educational institutions assigned tasks to train teachers (hereinafter referred to collectively as educational institutions).
1. To enhance the professional skills and occupational ethics of civil servants in the education sector.
Article 3. Purpose of Capacity Building
2. To meet the current occupational standards; to serve as a basis for considering promotion, competitive examinations for promotion according to occupational standards, and the implementation of other related policies.
Article 3. Conditions for educational institutions to organize training and issue training certificates
Clause 1. Regarding the experience and capacity of educational institutions:
Point a. Having at least 10 years of experience in training bachelor's degree level or higher, implementing educational quality assessment according to the Ministry of Education and Training's regulations. At the time of assigning training tasks, the educational institution has completed self-assessment and registered for external assessment with the educational quality assessment organization;
Point b. Having detailed programs and training materials for each topic based on the training program according to occupational standards for civil servants issued by the Minister of Education and Training and approved according to regulations;
Point c. Having sufficient learning materials and reference materials to support teaching and learning;
Point d. Having physical facilities, equipment, technology, and practical training bases that meet the requirements for training.
There must be a core faculty, visiting lecturers, and speakers participating in teaching who meet the standards specified in the training program according to occupational standards for civil servants issued by the Minister of Education and Training; at least 70% of the core faculty must participate in teaching one training program.
2. Regarding the teaching staff
THERE MUST BE A TEACHING STAFF INCLUDING PERMANENT LECTURERS, INVITED LECTURERS, AND SPEAKERS WHO MUST MEET THE STANDARDS SET OUT IN THE STANDARDS-BASED TRAINING PROGRAM FOR PROFESSIONAL RANKS OF CIVIL SERVANTS ISSUED BY THE MINISTER OF EDUCATION AND TRAINING; AT LEAST 70% OF PERMANENT LECTURERS MUST PARTICIPATE IN TEACHING ONE TRAINING PROGRAM.
Article 4. Training Program and Forms
1. The training program shall be implemented according to the training program for standard occupational titles of teaching staff in public educational institutions issued by the Minister of Education and Training.
2. Based on the actual conditions of the educational institution responsible for training and the needs of trainees, the training institution has the right to independently choose one of the two forms: Concentrated training or part-time training while working.
Article 5. Examination, Evaluation, and Issuance of Training Certificates
1. The examination and evaluation shall be carried out in accordance with Circular No. 19/2014/TT-BNV dated December 4, 2014, issued by the Minister of Home Affairs, providing guidelines for civil servant training and development work, and in accordance with the regulations of each specific training program issued by the Minister of Education and Training.
2. The management of training certificates shall be conducted in accordance with Circular No. 19/2015/TT-BGDĐT dated September 8, 2015, issued by the Minister of Education and Training, establishing the regulations for managing secondary school graduation certificates, high school graduation certificates, higher education diplomas, and certificates of the national education system.
Article 6. Implementation Organization
1. The Department of Teachers and Educational Institution Management Personnel
a) Shall take the lead and coordinate with functional units under the Ministry to compile a list of educational institutions meeting the conditions stipulated in Article 3 of this Circular, submit it to the Minister of Education and Training for consideration, and propose the Minister of Home Affairs to decide on assigning tasks to organize specific training programs to the educational institutions responsible for training;
b) Shall take the lead and coordinate with the Ministry of Home Affairs and functional units under the Ministry to conduct inspections of training activities.
2. Departments, Bureaus, and Inspectors General under the Ministry
a) The Inspectorate General of the Ministry shall take the lead in inspecting training activities;
b) Other units under the Ministry shall cooperate in conducting inspections of training activities, supervising and inspecting the quality assurance and effectiveness of training activities.
Article 7. Responsibilities of Agencies and Units with Trainees Participating in Training
Annually, develop plans for teacher and lecturer training at their agencies and units, report to the direct management agency (for agencies and units under provincial education and training departments, district education and training departments, provincial/municipal people's committees, and ministries) in accordance with their functions and responsibilities, and coordinate with the training institution to organize training according to the plan.
Article 8. Responsibilities of Educational Institutions Assigned Tasks for Training
1. Compile or select appropriate training materials for standard occupational titles for each training target and provide reference materials to support teaching and learning.
2. Develop and implement training plans for standard occupational titles for each target group in compliance with current regulations.
3. Decide the list of students admitted; manage the learning process, evaluate learning outcomes, and recognize learning results of students.
4. Collect, manage, and utilize training funds, issue and manage the issuance of training certificates for standard occupational titles for each target group in accordance with current regulations.
Article 9. Information and Reporting System
Based on the training program for standard occupational titles of teaching staff in public educational institutions issued by the Minister of Education and Training, educational institutions assigned the task of organizing training shall develop plans for organizing training and report to the Ministry of Education and Training (through the Department of Teachers and Educational Institution Management Personnel) on the training work before November 30 each year.
Article 10. Effective Date
1. This Circular takes effect from July 8, 2017.
2. In cases where the referenced documents in this Circular are amended, supplemented, or replaced (referred to as new documents), the related contents shall be implemented according to the new documents.
