Article 1. Scope
Considering the proposal of the General Statistics Office Director,
The Minister of Planning and Investment issues this Circular specifying 2020 as the base year for calculating statistical indicators based on comparable prices.
Article 1. Scope of Regulation
This Circular specifies 2020 as the base year for calculating statistical indicators based on comparable prices; the system of price indices for calculating statistical indicators based on comparable prices; the system of statistical indicators calculated based on comparable prices; the method for calculating statistical indicators based on comparable prices and converting the values of statistical indicators from the base years 2010 and 2020.
Article 2. Applicability
1. Organizations and individuals compiling statistical indicators based on comparable prices include:
a) General Statistics Office.
b) Statistical organizations under Ministries, agencies at the level of ministries, government agencies, and other organizations at the central level.
c) People engaged in statistical work.
2. Organizations and individuals using statistical indicators based on comparable prices.
Article 3. System of price indices for calculating statistical indicators based on comparable prices
1. The list of price indices for calculating statistical indicators based on comparable prices is specified in Appendix I of this Circular.
2. The concept, calculation methods, data sources, and responsible agencies for collecting and summarizing the statistical indicators in Appendix I shall be implemented in accordance with the provisions of Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government specifying the content of statistical indicators within the national statistical indicator system.
Article 4. System of statistical indicators calculated based on comparable prices
1. The list of statistical indicators calculated based on comparable prices is specified in Appendix II of this Circular.
2. Content of statistical indicators calculated based on comparable prices
a) The concept, calculation methods, data sources, and responsible agencies for collecting and summarizing the statistical indicators with serial numbers 1 to 7 in Appendix II shall be implemented in accordance with the provisions of Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government specifying the content of statistical indicators within the national statistical indicator system.
b) The concept, calculation methods, data sources, and responsible agencies for collecting and summarizing the statistical indicators with serial numbers 8 and 9 in Appendix II shall be implemented in accordance with the provisions of Circular No. 05/2017/TT-BKHĐT dated November 30, 2017 of the Minister of Planning and Investment specifying the system of statistical indicators for the Planning, Investment, and Statistics sectors corresponding to statistical indicators numbered 1301 and 1303.

Article 7. Implementation Organization
Clause 1. Organizations and individuals as prescribed in Article 2 shall be responsible for implementing this Circular.
Clause 2. The General Statistics Office shall be responsible for:
a) Compiling statistical indicators according to comparison prices;
b) Timely converting and publishing data of statistical indicators according to the comparison base years 2010 and 2020;
c) Providing detailed guidance, inspecting, and supervising the implementation of this Circular.
Article 8. Effective Date
Clause 1. This Circular takes effect from February 15, 2020, and replaces Circular No. 02/2012/TT-BKHĐT dated April 4, 2012, issued by the Minister of Planning and Investment, which stipulates that the year 2010 shall replace the year 1994 as the base year for calculating statistical indicators according to comparison prices.
Clause 2. In the course of implementation, if there are any difficulties, agencies, organizations, and individuals shall send their comments to the Ministry of Planning and Investment (General Statistics Office) for timely review and amendment./.
