CIRCULAR
Guidelines for Implementing Incentive Measures for Medical Experts from Our Country Deployed to Algeria

||| The Standing Committee of the Council of Ministers has issued Decision No. 941-V7 dated March 18, 1982, supplementing certain points in Circular No. 19-TC/NT of the Ministry of Finance (regarding incentive measures for experts dispatched to African countries) to apply to medical experts from Vietnam working in Algeria.
||| Based on the above directive, the Ministry of Finance has issued a circular explaining and guiding specific points as follows:
1- The salary level is stipulated as follows:
If the salary of the expert is paid 50% in local currency and 50% in US dollars by the host country, all medical experts including doctors, medical officers, and nurses will receive the entire portion of the salary paid in Dinar. The portion paid in US dollars will be enjoyed by doctors at 100 USD/month/person, medical officers and nurses at 70 USD/month/person. The remaining US dollars will be remitted back to the state budget in Vietnam.
For example, if a doctor's monthly salary is 6,350 Dinar, with 3,175 Dinar paid in local currency and 794 USD in US dollars by the host country:
- The amount the expert receives: 3,175 Dinar + 100 USD
- The amount the expert remits back to the state budget in Vietnam: 694 USD.
2- Incentive measures when on leave paid 100% in US dollars by the host country:
When experts take annual leave (either abroad or within the country) according to the agreement, and the host country pays the full month's salary in US dollars, the expert will only remit to the state budget as they do during regular working months.
For example, if an expert's monthly salary is 6,350 Dinar, and the host country pays 100% of the salary in US dollars during the leave month equal to 1,587 USD:
- The amount the expert receives: 893 USD
- The amount the expert remits back to the state budget: 694 USD.
3- Organization of transferring the salary differential of experts back to the state budget in Vietnam:
Each month, experts transfer the salary differential in original US dollars into an account opened at the Central Bank of Algeria under their own name. If experts work in local areas, the local bank will transfer the funds to the Central Bank of Algeria.
- At the end of each quarter, experts process a request for the Algerian bank to transfer the account under their name back to Vietnam in French Francs through the Vietnam Foreign Trade Bank's account at "Banque National de Paris".
After each money transfer back to Vietnam, experts prepare a report summarizing the amount transferred to the state budget and the amount saved for themselves (reported through the embassy).
- The embassy is responsible for monitoring and urging the timely transfer of these differentials, ensuring compliance with regulations, and quarterly compiling reports to the Ministry of Finance and the Vietnam Foreign Trade Bank.
(Details of the procedures for transferring money back to Vietnam are carried out according to Circular No. 28 dated April 4, 1982, sent by the Ministry of Finance to our embassy in Algeria).
Apart from the modifications and supplements provided above, other provisions remain applicable as per Circular No. 19-TC/NT dated August 26, 1981, of the Ministry of Finance.
These measures shall take effect from the date medical experts begin their work in Algeria.
