MINISTRY OF FINANCE-NATIONAL BANK Number: 13-TT/LB |
SOCIALIST REPUBLIC OF VIET NAM Hanoi, September 16, 1961 |
JOINT CIRCULAR
REGARDING THE AMENDMENT OF CERTAIN SPECIFIC POINTS ON THE MEASURES FOR PAYING SALARIES TWICE
Starting from October 1, 1960, Decree No. 229-TTg dated October 1, 1960 of the Prime Minister and Joint Circular No. 383-TT/LB dated October 20, 1960 of the Ministry of Finance and the State Bank on paying salaries twice monthly for cadres, workers, employees, and soldiers came into effect. After ten months of implementing the policy of disbursing salaries twice monthly, it has had good effects in managing cash and market control.
However, there have been some difficulties in implementation, and certain provisions in previous regulations have not been closely aligned with the circumstances and nature of work of some units and agencies.
To ensure effective cash management, the principle remains to adhere to the policy of disbursing salaries twice monthly according to the current Joint Circular No. 383-TT/LB of the Ministry of Finance and the State Bank. However, to take into account the special circumstances of some units and agencies at present, the Ministry of Finance and the State Bank of Vietnam decide to supplement the following specific cases where disbursement can be made once for the entire month:
1. Agencies, enterprises, and construction sites far from Bank Branches such as islands, border areas, or places without transportation means, dangerous roads, requiring security escorts, frequently flooded, or affected by heavy rains. These organizations and units will be eligible for single disbursement based on the assessment by local financial authorities and banks.
2. Cadres, workers, employees, and soldiers traveling on business for more than one month (departing before the first salary disbursement period and returning after the second salary disbursement period of that month).
3. Regarding students receiving full scholarship benefits, the decision is as follows:
- Boarding students will continue to receive payments twice as usual.
- Resident students will receive the remaining amount after deducting the full meal expenses for the month. For example, if the scholarship is 22 dong and the meal cost is 15 dong, they will receive 7 dong.
This applies generally to all rehabilitation camps receiving a benefit not exceeding 25 dong per month.
In other cases, if difficulties affecting living and production are identified, careful consideration should be given, and single disbursement may be allowed for exceptional cases and only temporarily, such as accidents, illness of family members, and other unforeseen situations. Such cases must still be reviewed by local financial authorities and banks.
Bank Branches, Bank Sub-Branches, Financial Departments, and enterprises and construction sites need to understand the purpose and significance of these decisions, which aim to address difficulties impacting the lives and production of some cadres, workers, employees, and soldiers, while also ensuring strict adherence to this circular to avoid widespread single disbursements contrary to the above regulations.
This circular takes effect from September 16, 1961.
