JOINT CIRCULAR
Amending and supplementing Circular Jointly Issued No. 49/2007/TTLT/BTC-BGDĐT dated May 18, 2007 of the Ministry of Finance and the Ministry of Education and Training guiding temporarily on the content, expenditure levels, and financial management work for implementing the construction of question banks, organizing general examinations, and preparing to participate in international and regional Olympic competitions. Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies; The Ministry of Finance and the Ministry of Education and Training amend and supplement Circular Jointly Issued No. 49/2007/TTLT/BTC-BGDĐT dated May 18, 2007 guiding temporarily on the content, expenditure levels, and financial management work for implementing the construction of question banks, organizing general examinations, and preparing to participate in international and regional Olympic competitions as follows:

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003, promulgated by the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Adjusting the allowance level for responsibility for members, secretaries, supervisors, and technical staff of examination boards, examination committees, and marking boards:
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Adjusting the allowance level for responsibility for members, secretaries, supervisors, and technical staff of examination boards, examination committees, and marking boards as stipulated in Point 3 and Clause 4.3 of the Appendix attached to Circular Jointly Issued No. 49/2007/TTLT/BTC-BGDĐT dated May 18, 2007 from a maximum of 70,000 VND/person/day to a maximum of 90,000 VND/person/day.
Article 1. Supplementing the allowance level for responsibility for cluster school working groups:
Supplementing the allowance level for responsibility for cluster school working groups established in accordance with Circular No. 04/2009/TT-BGDĐT dated March 12, 2009 of the Ministry of Education and Training regarding the Examination Regulations for the 2009 Secondary School Graduation Examination, specifically:
Article 2. - Head of the group: maximum 120,000 VND/person/day.
- Deputy head of the group: maximum 100,000 VND/person/day.
- Members, secretaries: maximum 90,000 VND/person/day.
The above allowance levels are the maximum levels. Localities shall base their specific regulations on the time and workload of each cluster school and the local budget's balancing capacity to suit each cluster school working group at the locality.
During the period of performing duties, if an official holds multiple positions or concurrently performs multiple tasks, they shall only be entitled to the highest level of responsibility allowance.
This circular takes effect 45 days from the date of issuance and is implemented starting from the 2008-2009 secondary school graduation examination. In the course of implementation, if there are arising issues or difficulties, relevant agencies and organizations shall report to the Ministry of Finance and the Ministry of Education and Training for timely resolution./.
During the period of duty, if an officer holds multiple positions or concurrently performs different tasks, they shall only be entitled to the highest level of responsibility allowance.
Article 3. Effective Date:
This Circular takes effect 45 days from the date of signature and shall be implemented starting from the 2008-2009 secondary school graduation examination. In the course of implementation, any arising issues or difficulties should be reported to the Ministry of Finance and the Ministry of Education and Training for timely resolution./.
