Regulations on vocational training fees and regular vocational training for maritime crew training and inland waterway vessel drivers, supplementary upgrading of inland waterway vessel captains and chief engineers

Pursuant to the Law on Inland Waterway Traffic dated June 15, 2004 and Decree No. 21/2005/NĐ-CP dated March 1, 2005 of the Government detailing and guiding implementation of certain provisions of the Law on Inland Waterway Traffic;

Pursuant to the Decree on Fees and Charges;

Pursuant to Decree No. 139/2006/NĐ-CP dated November 20, 2006 of the Government detailing and guiding implementation of certain provisions of the Education Law and the Labor Code regarding vocational training;

Pursuant to Decree No. 49/2010/NĐ-CP dated May 14, 2010 of the Government on exemption, reduction of tuition fees, support for educational expenses, and mechanisms for collecting and using tuition fees for educational institutions under the national education system from the academic year 2010-2011 to 2014-2015;

Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 and Decree No. 24/2006/NĐ-CP dated March 6, 2006 of the Government detailing the implementation of the Ordinance on Fees and Charges;

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

After receiving the opinion of the Ministry of Transport in Circular No. 4556/BGTVT-TC dated July 29, 2011;

The Ministry of Finance hereby stipulates vocational training fees and regular vocational training fees for maritime crew training and inland waterway vessel drivers, supplementary upgrading of inland waterway vessel captains and chief engineers, as follows:

Article 1. Vocational training fees and regular vocational training fees for maritime crew training and inland waterway vessel drivers, supplementary upgrading of inland waterway vessel captains and chief engineers shall be collected based on agreements with students, in accordance with Clause 4, Article 12 of Decree No. 49/2010/NĐ-CP dated May 14, 2010 of the Government on exemption, reduction of tuition fees, support for educational expenses, and mechanisms for collecting and using tuition fees for educational institutions under the national education system from the academic year 2010-2011 to 2014-2015.

Article 2

1. This Circular takes effect from November 15, 2011.

2. This Circular replaces Decision No. 77/2008/QĐ-BTC dated September 15, 2008 of the Minister of Finance promulgating the collection rates and management and usage regulations for tuition fees for maritime crew training and inland waterway vessel drivers; supplementary upgrading of inland waterway vessel captains and chief engineers.
