REGULATIONS ON THE COOPERATION OF THE PEOPLE'S SELF-DEFENSE FORCES WITH OTHER FORCES IN ACTIVITIES TO PROTECT THE BORDER, SEA, AND ISLANDS; TO ENSURE POLITICAL SECURITY, SOCIAL ORDER, AND PUBLIC SAFETY AT THE LOCAL LEVEL; TO PROTECT AND PREVENT FOREST FIRES

Pursuant to the Law on the Organization of the Government dated December 25, 2001;

Pursuant to the National Defense Law dated June 14, 2005;

Pursuant to the Law on the People's Self-Defense Forces dated November 23, 2009;

Pursuant to the Law on the People's Public Security Forces dated November 27, 2014;

Pursuant to the Law on Forest Protection and Development dated December 3, 2004;

Pursuant to the Vietnam Sea Law dated June 21, 2012;

Pursuant to the Law on the National Border dated June 26, 2003;

Pursuant to the Law on the Organization of Local Administration dated June 19, 2015;

Pursuant to the Ordinance on the Border Guard Force dated April 7, 1997;

Pursuant to the Ordinance on the Coast Guard Force dated January 26, 2008;

Pursuant to the Ordinance on the Public Security Police at the Commune Level dated November 21, 2008;

At the proposal of the Minister of National Defense,

The Government promulgates this Decree to regulate the cooperation of the People's Self-Defense Forces with other forces in activities to protect the border, sea, and islands; to ensure political security, social order, and public safety at the local level; to protect and prevent forest fires.

PART I

GENERAL PROVISIONS

1. The organization of receiving and processing administrative procedures electronically shall be carried out through the National Public Service Portal via the Linked Public Service Software, ensuring requirements for exploitation and restructuring of business processes towards integration and coordinated resolution, enhancing the quality of administrative services provided by relevant state agencies, facilitating business households, individuals, and related agencies and organizations in receiving and processing administrative procedures.

This Decree provides detailed regulations for certain provisions of the Law on the People's Self-Defense Forces regarding the cooperation of the People's Self-Defense Forces with other forces in activities to protect the border, sea, and islands as stipulated in Clause 2 of Article 40; to ensure political security, social order, and public safety at the local level as stipulated in Clause 2 of Article 41; to protect and prevent forest fires as stipulated in Clause 2 of Article 43; and the responsibilities of relevant agencies, organizations, and units in cooperative activities.

Article 2. Applicability

1. Military units, People's Public Security Forces, People's Self-Defense Forces, Forest Rangers, Fisheries Inspectors.

2. The Military Command of communes, wards, towns (hereinafter referred to collectively as commune level), the Military Command of agencies and organizations at the local level, and the Public Security Police at the commune level.

3. Relevant agencies, organizations, and individuals.

Article 3. Principles of Cooperation Activities

1. The People's Self-Defense Forces must operate under the leadership and direction of the Party Committee, the administrative authorities, and the heads of agencies and organizations at the same level when engaging in cooperative activities.

2. The People's Self-Defense Forces must comply with the tasks specified in Articles 12, 13, 14, 15, 16, 17, 18, 19, and 20 of this Decree and the cooperation regulations and plans.

3. During cooperative activities, the People's Self-Defense Forces shall be subject to the command and control of the head of the unit primarily responsible for the cooperation.

4. Cooperative activities must be united, consistent, proactive in mutual support, without affecting individual tasks or internal affairs, and maintain confidentiality regarding the forces, means, and operational methods of each force.

Article 4. Regulations on Cooperation Activities

1. Authority to issue cooperation regulations

a) The Border Guard Corps Command, the Department of Agriculture and Rural Development, the Provincial Public Security Agency, the Naval Zone, the Coast Guard Zone, the Fishery Inspection Sub-Department of the Region, military units at the divisional level and equivalent, and public security units directly subordinate to the Ministry of Public Security stationed in areas where they cooperate with the People's Self-Defense Forces shall take the lead, exchange views, and reach consensus with the Military Command of Hanoi City, the Military Command of Ho Chi Minh City, and the Provincial Military Command (collectively referred to as provincial-level military agencies) to develop cooperation regulations, sign them together, and implement them.

b) Border Guard Stations, Forest Ranger Stations, County-level Public Security Agencies, military units at the regimental and battalion levels directly subordinate to divisions and equivalent, and public security units directly subordinate to the provincial-level Public Security Agency stationed in areas where they cooperate with the People's Self-Defense Forces shall take the lead, exchange views, and reach consensus with the County-level Military Command to develop cooperation regulations, sign them together, and implement them.

c) Commune-level Public Security Agencies that cooperate with the People's Self-Defense Forces shall take the lead, exchange views, and reach consensus with the Commune-level Military Command to develop cooperation regulations, sign them together, and implement them.

d) Military units at the battalion and company levels directly subordinate to regiments and equivalent, Forest Rangers, and forest management units stationed in areas where they cooperate with the People's Self-Defense Forces shall take the lead, exchange views, and reach consensus with the Commune-level Military Command and the Military Command of agencies and organizations at the local level to develop cooperation regulations, sign them together, and implement them.

đ) A single agency or unit with People's Self-Defense Forces may cooperate to develop regulations with one or more agencies or units taking the lead; a single agency or unit taking the lead may develop regulations for cooperation with one or more agencies or units with People's Self-Defense Forces.

2. Cooperation regulations include the following basic contents:

a) Legal basis;

b) General provisions;

c) Content of cooperation activities;

d) Support work;

đ) Implementation organization;

e) Implementation clauses.

3. Annually, the leading agencies and units, and the Commune-level Public Security Agencies have the responsibility to review, reach consensus with relevant agencies and units, the Commune-level Military Command, and the Military Command of agencies and organizations at the local level, adjust, and supplement the cooperation regulations to ensure their appropriateness.

Article 5. Authority to mobilize Militia and Self-Defense Force according to the regulations on coordinated activities for border, sea, and island protection

1. Protection of land borders

a) The Commander of the Provincial Military Command with land borders may mobilize Militia and Self-Defense Force within the provincial territory according to the regulations on coordinated activities when obtaining the agreement of the Chairman of the Provincial People's Committee and the Commander of the Military Region;

b) The Commander of the District Military Command with land borders may mobilize Militia and Self-Defense Force within the district territory according to the regulations on coordinated activities when obtaining the agreement of the Chairman of the District People's Committee and the Commander of the Provincial Military Command;

c) The Commander of the Commune Military Command at the border, the Commander of the Military Command of agencies and organizations at the grassroots level may mobilize Militia and Self-Defense Force under their command within the commune, agency, or organization according to the regulations on coordinated activities when obtaining the agreement of the Chairman of the Commune People's Committee, the head of the agency or organization, and the Commander of the District Military Command.

2. Protection of sovereignty and sovereign rights over Vietnam’s maritime zones

a) The Commander of the Navy Military Region may mobilize Coastal Militia and Self-Defense Force according to the regulations on coordinated activities after reaching consensus with the Commander of the Military Region, the Chairman of the Provincial People's Committee, and the head of agencies and organizations with Coastal Militia and Self-Defense Force;

b) The Commander of the local military authority at the provincial and district levels, the Commune Military Command, and the Military Command of agencies and organizations at the grassroots level may mobilize Coastal Militia and Self-Defense Force according to the regulations on coordinated activities with the Coast Guard and Fisheries Surveillance when obtaining the agreement of the Chairman of the People's Committee and the head of the agency or organization at the same level.

Article 6. Authority to mobilize Militia and Self-Defense Force according to the regulations on coordinated activities for political security, social order, and public safety at the grassroots level

1. Authority to mobilize Militia and Self-Defense Force in normal state and situation state

Implement according to the regulations on coordinated activities for political security, social order, and public safety at the grassroots level and the provisions stipulated in Clause 1, Article 44 of the Militia and Self-Defense Force Law.

2. Authority to mobilize Militia and Self-Defense Force in emergency state when there is a serious threat to national security and social order and public safety

a) The Minister of National Defense may mobilize Militia and Self-Defense Force according to the order of the head of the Emergency State Command;

b) Heads of agencies and units directly under the Ministry of National Defense may mobilize Militia and Self-Defense Force under their command according to the order of the Minister of National Defense and the Chief of the General Staff of the Vietnam People's Army;

c) The Commander of the local military authority at the provincial level may mobilize Militia and Self-Defense Force according to the order of the head of the Emergency State Command at the provincial level, after reaching consensus with the Commander of the Military Region;

d) The Commander of the District Military Command may mobilize Militia and Self-Defense Force according to the order of the head of the Emergency State Command at the provincial level and report to the Chairman of the People's Committee at the same level;

đ) The Commander of the Commune Military Command, the Military Command of agencies and organizations at the grassroots level, and the commander of self-defense units (where there is no Military Command of agencies and organizations at the grassroots level) may decide to mobilize Militia and Self-Defense Force under their command according to the order of the Commander of the District Military Command and report to the Chairman of the People's Committee at the same level and the head of the agency or organization at the grassroots level.

3. Authority to mobilize Militia and Self-Defense Force in emergency state regarding national defense, implementing Curfew Order

a) The Minister of National Defense may mobilize Militia and Self-Defense Force according to the order of the head of the Emergency State Command for national defense;

b) Heads of agencies and units directly under the Ministry of National Defense may mobilize Militia and Self-Defense Force under their command according to the order of the Minister of National Defense and the Chief of the General Staff of the Vietnam People's Army;

c) The Commander of the local military authority at the provincial level may mobilize Militia and Self-Defense Force according to the order of the head of the Emergency State Command for national defense at the Military Region;

d) The Commander of the District Military Command may mobilize Militia and Self-Defense Force according to the order of the head of the Emergency State Command for national defense at the provincial level and report to the Chairman of the People's Committee at the same level;

đ) The Commander of the Commune Military Command, the Military Command of agencies and organizations at the grassroots level, and the commander of self-defense units (where there is no Military Command of agencies and organizations at the grassroots level) may decide to mobilize Militia and Self-Defense Force under their command according to the order of the Commander of the District Military Command and report to the Chairman of the People's Committee at the same level and the head of the agency or organization at the grassroots level.

4. Authority to mobilize Militia and Self-Defense Force to implement Martial Law Order

The Chairman of the Military Committee at the provincial, district, and commune levels has the authority to decide to mobilize and utilize Militia and Self-Defense Force in the martial law area to handle situations and must be responsible for such decisions.

Article 7. Authority to mobilize Self-Defense Militia under the coordination mechanism for forest protection and firefighting activities

1. In accordance with the coordination mechanism for forest protection and firefighting activities and Clause 1 of Article 44 of the Law on Self-Defense Militia.

2. In case of emergency situations, the Commander of the local military office at the provincial, district level, the Military Command Board at the commune level, the Military Command Board of organizations at the grassroots level, or the commander of self-defense units (where there is no Military Command Board of organizations at the grassroots level) shall promptly mobilize the Self-Defense Militia to perform tasks and report to their immediate superiors, and notify the Forest Protection Agency and the main forest management units.

Article 8. Coordination Activity Plan

1. Based on the coordination mechanism, annually, quarterly, monthly, or for urgent tasks, the leading agency shall be responsible for coordinating with agencies and units having Self-Defense Militia to uniformly develop or supplement and adjust plans, sign them, and submit them to their immediate superiors for approval.

2. The coordination activity plan in normal state and in situations involving emergencies includes the following main contents:

a) Basis;

b) Objectives and requirements;

c) Coordination Tasks;

d) Participating Components;

đ) Time and Location;

e) Assurance Work;

g) Implementation Organization;

h) Command Assignment.

3. In cases of extreme emergency when there is a serious threat to national security, public order, and social safety; in states of emergency regarding national defense, martial law, curfew, such plans shall be implemented according to the orders of the heads of the emergency situation command agencies at all levels, the Military Committees at all levels in areas under martial law, and those authorized to mobilize and utilize the Self-Defense Militia in each specific situation.

Article 9. Information Exchange, Briefings, Mid-Term Reviews, and Annual Summaries

1. The heads of agencies and units involved in coordinated activities shall regularly and urgently exchange relevant information.

2. The Military Command Board at the commune level, the Military Command Board of organizations at the grassroots level, or the heads of organizations (where there is no Military Command Board of organizations at the grassroots level) shall cooperate with the leading agency to organize briefings once a month; mid-term reviews at the end of the first six months of the year, and annual summaries on coordinated activities.

3. The Military Command Board at the district level shall cooperate with the leading agency to organize briefings at the end of the first quarter and the third quarter; mid-term reviews at the end of the first six months of the year, and annual summaries on coordinated activities.

4. The local military agency at the provincial level shall cooperate with the leading agency to organize mid-term reviews at the end of the first six months of the year, and annual summaries on coordinated activities.

5. Depending on the situation, tasks, and the results of briefings, mid-term reviews, and annual summaries on coordinated activities, these may be integrated into the briefings, mid-term reviews, and annual summaries of the leading agency.

Article 10. Inspection of Coordination Activities

1. Regularly or urgently, functional agencies under the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Agriculture and Rural Development shall jointly develop inspection plans for coordination activities, submit them to their immediate superiors for approval, and implement them.

2. Regularly or urgently, the leading agency shall draft inspection plans for coordination activities of various agencies and units, coordinate with agencies and units with forces participating in coordination, submit them to their immediate superiors for approval, and implement them.

3. Inspection Targets: Agencies, organizations, units, and individuals related to coordination activities with the Self-Defense Militia as approved by the competent authority.

Article 11. Funding for coordinating activities

Clause 1. Funding to ensure coordination of activities shall be allocated in the annual budget estimate of the agency, organization, or unit primarily responsible for such coordinated activities according to the current state budget classification.

2. Other legitimate sources of funding.

Clause 3. The preparation, management, and settlement of funding shall comply with the provisions of the State Budget Law and existing guiding documents.

Chapter II

COORDINATION OF ACTIVITIES BETWEEN THE PEOPLE'S SELF-DEFENSE FORCES AND OTHER FORCES

Section 1: COORDINATION OF THE PEOPLE'S SELF-DEFENSE FORCES IN BORDER GUARDING AND ISLAND DEFENSE ACTIVITIES

Article 12. Coordination of the People's Self-Defense Forces in land border protection

Point 1. Coordinate with Border Guard units and related forces to publicize and mobilize the people to implement the Party’s policies and guidelines, state laws, relevant legal documents, and local party committees' and governments' policies and measures regarding land border protection.

Point 2. Coordinate with Border Guard units and related forces to protect the national border line, the system of national boundary markers, and combat acts infringing upon territorial sovereignty, crossing the border illegally, illegal immigration and residence, illegal resource exploitation, and other acts that harm national sovereignty, interests, security, order, and the environment in border areas, as well as acts detrimental to friendly relations with neighboring countries sharing borders.

Point 3. Coordinate with Border Guard units and related forces to combat the plots and actions of hostile forces, counter-revolutionary elements, spies, bandits, saboteurs, and other criminals who threaten social security and order in border areas.

Point 4. Coordinate with Border Guard units and related forces to combat smuggling, illegal transportation of weapons, flammable materials, explosives, toxic substances, narcotics, harmful cultural products, and prohibited goods for export and import across the border as stipulated by law, pursue, apprehend violators from the border into the interior.

Point 5. Coordinate with Border Guard units and related forces to train and conduct drills for protecting land border sovereignty and perform urgent tasks assigned.

Article 13. Coordination of the People's Self-Defense Forces in safeguarding sovereignty and sovereign rights over Vietnam's maritime zones

Point 1. Coordinate with Navy units, Border Guard units, Coast Guard, Fisheries Surveillance, and related forces to publicize and mobilize the people to implement the Party’s policies and guidelines, state laws, relevant legal documents, and local party committees' and governments' policies and measures regarding maritime and island defense.

Point 2. Coordinate with Navy units, Border Guard units, Coast Guard, Fisheries Surveillance, and related forces to combat and protect sovereignty and sovereign rights over Vietnam's maritime zones.

Point 3. Coordinate with Navy units, Border Guard units, Coast Guard, Fisheries Surveillance, and related forces to monitor weather, meteorological, hydrological conditions, security, order, and violations of law and infringements on sovereignty and sovereign rights over Vietnam's maritime zones, report to the direct commander, and promptly inform the primary unit.

Point 4. Coordinate with Navy units, Border Guard units, Coast Guard, Fisheries Surveillance, and related forces to patrol, intercept, chase away, apprehend persons, vessels, ships violating Vietnamese law, sovereignty, and sovereign rights over Vietnam's maritime zones; protect fishermen, fishing grounds, and marine resources.

Point 5. Coordinate training, drills, logistical support, technical assurance, search and rescue operations, and perform urgent tasks assigned.

Mục 2: COOPERATION OF THE PEOPLE'S SELF-DEFENSE FORCE IN ACTIVITIES TO PROTECT POLITICAL SECURITY, ORDER, AND SOCIAL SAFETY AT THE LOCAL LEVEL

Article 14. Cooperation of the People's Self-Defense Force in the Normal State

1. Cooperate with the Police at the commune level and related forces to publicize and mobilize the people to implement the Party's guidelines, the State's policies and laws, relevant regulations, and the local party committee and government's policies and measures on protecting political security, order, and social safety at the local level.

2. Cooperate with the Police at the commune level and related forces to monitor the situation of security and order in the area; regularly or urgently exchange and provide relevant information to the Police at the commune level.

3. Cooperate with the Police at the commune level and related forces to patrol, guard, and strengthen the protection of targets according to the joint activity regulations and plans.

4. Cooperate with the Police at the commune level and related forces to prevent, detect, and combat criminal activities and social evils in accordance with the law; protect security and order; safeguard the lives and property of individuals, agencies, and organizations within the commune.

5. Cooperate with the Police at the commune level and related forces to manage permanent residence, temporary residence, and temporary absence; manage the political quality of citizens related to training human resources for national defense and security; collect, classify, process, and destroy illegal weapons, explosives, and support tools outside the system; prevent fires, extinguish fires, protect the environment; manage security and order.

6. Cooperate with the Police at the commune level and related forces to accept, classify, and handle cases showing signs of violations of laws on security and order, social safety according to their authority; organize emergency care for victims, secure the scene, and immediately report to competent authorities; establish initial files, take statements from victims and witnesses, seize and preserve evidence in accordance with the law; provide files, materials, evidence, and collected information to competent police authorities.

7. Cooperate with the Police at the commune level and related forces to inspect the production, storage, transportation, purchase, sale, use, and seizure of illegal weapons, explosives, and support tools outside the system; apprehend criminals caught in the act, those with arrest warrants, and those evading capture within the commune; escort arrested persons to competent police authorities.

8. Cooperate with the Police at the commune level and related forces to train and conduct defense combat exercises; conduct exercises to protect political security, order, and social safety at the local level; conduct civil defense exercises and perform urgent tasks assigned.

Article 15. Cooperation of the People's Self-Defense Force in Situations

When disputes, mass complaints, acts of law violation, destruction of state and collective property, and illegal demonstrations occur at the local level, the People's Self-Defense Force shall carry out the following tasks:

1. Cooperate with the Police at the commune level and related forces to publicize and mobilize the people to implement the Party's guidelines and the State's policies and laws on resolving disputes and handling acts of law violation; destroying state and collective property; the local party committee and government's policies and measures on the local level.

2. Cooperate with the Police at the commune level and related forces to monitor the situation and report to the local party committee and government, heads of agencies and organizations, and promptly inform competent police authorities.

3. Cooperate with the Police at the commune level and related forces to strengthen patrols and guarding, protecting targets in the area: headquarters of the Party and local government; headquarters of various levels of agencies and organizations; radio and television stations; information centers, postal services, telecommunications, news agencies, banks, treasuries, airports, ports, warehouses, important traffic junctions, defense works; headquarters of diplomatic and consular agencies and international organization representative offices; prisons and detention centers, and other targets assigned.

4. Cooperate with the Police at the commune level and related forces to detect and prevent acts of law violation, apprehend masterminds, leaders, and instigators of property destruction and crimes committed in the act, and cooperate in handling them according to the law.

5. Cooperate with the Police at the commune level and related forces to mitigate consequences, stabilize the situation, and report.

6. Cooperate with the Police at the commune level and related forces to train and conduct exercises to protect political security, order, and social safety at the local level.

Article 16. Coordination of the People's Militia in Emergency Situations Threatening National Security and Social Order and Safety

When political riots, terrorism, hostage-taking, armed disturbances occur at facilities, the People's Militia shall perform the following tasks:

1. Coordinate with the Police at the commune level and related forces to grasp the situation, promptly exchange information, and propose adjustments and supplements to plans and solutions to the Party Committee, local authorities, heads of agencies and organizations at the grassroots level.

2. Coordinate with the Police at the commune level and related forces to publicize and mobilize the people to understand the plots and tactics of hostile forces and the main instigators, preventing them from being incited, drawn in, or exploited.

3. Coordinate with the Police at the commune level and related forces to strengthen patrols, guard, and protect targets: headquarters of the Party and local administrative bodies, headquarters of agencies and organizations at all levels; radio and television stations; information centers, postal services, telecommunications, news agencies, press offices, banks, treasuries, airports, ports, national borders, customs checkpoints, warehouses, key transportation hubs, defense and security works, prisons, detention centers; headquarters of diplomatic agencies and representative offices of international organizations, and other assigned targets.

4. Coordinate with the Police at the commune level and related forces to rescue hostages; apprehend main instigators and offenders caught in the act, and individuals violating the law.

5. Coordinate with the Police at the commune level, Border Guard units, and other forces to arrest, suppress, and eliminate armed rioters, retake objectives.

6. Coordinate with military units and other forces to be ready to eliminate internal rioters with external enemy intervention.

7. Coordinate with the Police at the commune level and related forces to mitigate consequences, stabilize the situation, and report.

Article 17. Coordination of the People's Militia in Defense Emergencies, Implementing Martial Law Orders and Curfew Orders

1. Coordination of the People's Militia in Implementing Martial Law Orders

a) Coordinate with People's Army units, Public Security units on the territory, and related forces to grasp and consolidate political security and social order and safety situations in the area, promptly report to the Military Command of the district, inform the Police at the commune level; coordinate with the Police at the commune level to review, adjust, and supplement plans for ensuring political security and social order and safety in the area;

b) The Military Command at the commune level advises the commander of the unit authorized to serve as Chairman of the Military Committee at the commune level regarding the implementation of the Martial Law Order and the reorganization of the commune-level government apparatus; propose a list of militia cadres under direct management at the village level;

c) Coordinate with People's Army units, Public Security units on the territory, and related forces to strengthen the protection of targets: headquarters of the Party and local administrative bodies, headquarters of agencies and organizations at all levels; radio and television stations; information centers, postal services, telecommunications, news agencies, press offices, banks, treasuries, airports, ports, national borders, customs checkpoints, warehouses, key transportation hubs, defense and security works, prisons, detention centers; headquarters of diplomatic agencies and representative offices of international organizations, and other assigned targets;

d) Participate in inter-sectoral special task forces and special patrol teams in areas declared emergency defense situations, under the leadership of the Commander of the Vietnam People's Army; according to the tasks of the People's Militia, participate in implementing measures prescribed by the Martial Law Order as stipulated in Article 15 of Decree No. 32/2009/NĐ-CP dated April 3, 2009, detailing certain provisions of the Defense Law on defense emergencies, martial law, and curfews;

đ) Consolidate and report the situation.

2. Coordination of the People's Militia in Implementing Curfew Orders

a) Coordinate with the Police at the commune level and related forces to grasp, consolidate, and report the political security and social order and safety situation in the area, advising the Party Committee, local authorities, and heads of agencies and organizations at the same level on policies and measures to implement the Curfew Order; report to the Military Command of the district;

b) Coordinate with the Police at the commune level to enforce the Curfew Order in the area;

c) Coordinate with Public Security units, People's Army units to perform duties at checkpoints, apprehending individuals violating the Curfew Order, handing them over to competent authorities as prescribed by law;

d) Coordinate with Public Security units, People's Army units, and related forces on the territory to secure and protect targets: headquarters of the Party and local administrative bodies, headquarters of agencies and organizations at all levels; radio and television stations; information centers, postal services, telecommunications, news agencies, press offices, banks, treasuries, airports, ports, national borders, customs checkpoints, warehouses, key transportation hubs, defense and security works, prisons, detention centers; headquarters of diplomatic agencies and representative offices of international organizations, and other assigned targets;

đ) Coordinate with Public Security units, People's Army units according to the tasks of the People's Militia to participate in implementing measures prescribed by the Curfew Order as stipulated in Article 19 of Decree No. 32/2009/NĐ-CP dated April 3, 2009, detailing certain provisions of the Defense Law on defense emergencies, martial law, and curfews;

e) Consolidate and report the situation.

Article 18. Cooperation of Self-Defense Militia in War Situation

1. Cooperate with the Police at the commune level and related forces to disseminate and mobilize the people to implement the Party's policies and guidelines, the State's policies and laws on security, public order, prevention of espionage, confidentiality, and psychological warfare by hostile forces during war.

2. Cooperate with the Police at the commune level and related forces to adjust and supplement plans and schemes for protecting political security, public order, and social safety within the area.

3. Cooperate with the Police at the commune level and related forces to strengthen the protection of political security, public order, social safety, and targets within the area: evacuation zones, rear bases of Party and state agencies and organizations at all levels; radio stations, television stations; information centers, postal services, telecommunications, news agencies, press, banks, treasuries, airports, ports, national borders, checkpoints, warehouses, important transportation hubs, defense and security facilities, prisons, detention centers; headquarters of diplomatic agencies and representative offices of international organizations, combat bases, secret concentration areas, command posts, and other assigned targets.

4. Cooperate with the Police at the commune level and related forces to apprehend and eliminate enemy special forces, spies, and scouts; seize reconnaissance equipment and means of the enemy; be ready to counterattack enemy forces advancing into the area.

5. Cooperate with the Police at the commune level and related forces to establish a base and fight against the enemy within the area; carry out enemy propaganda work.

Section 3: COOPERATION OF SELF-DEFENSE MILITIA IN FOREST PROTECTION WORK AND FIRE PREVENTION AND CONTROL

Article 19. Cooperation of Self-Defense Militia in Forest Protection Work

1. Cooperate with Forestry Rangers and related forces to disseminate and mobilize the people to implement the Party's policies and guidelines, the State's policies and laws, relevant legal documents, and local party committees' and governments' policies and measures regarding forest protection.

2. Cooperate with Forestry Rangers and related forces to patrol, guard, inspect, prevent, and suppress activities that destroy forest resources; participate in forest gate stations and checkpoints.

3. Cooperate with Forestry Rangers and related forces to dismantle and destroy various types of traps; collect and retain illegal hunting firearms; prevent acts of hunting, shooting, trapping, capturing, slaughtering, storing, transporting, buying, and selling wild animals illegally.

4. Cooperate with Forestry Rangers and related forces to arrest violators of forest protection laws; seize evidence, protect crime scenes, report, and notify competent authorities.

Article 20. Cooperation of Self-Defense Militia in Fire Prevention and Control Work

1. Cooperate with Forestry Rangers and related forces to disseminate and mobilize the people to implement the Party's policies and guidelines, the State's policies and laws, relevant legal documents, and local party committees' and governments' policies and measures regarding fire prevention and control.

2. Cooperate with Forestry Rangers and related forces to develop plans and schemes for fire prevention and control.

3. Cooperate with Forestry Rangers and related forces to promptly and accurately report fire situations.

4. Cooperate with Forestry Rangers and related forces to extinguish forest fires and mitigate their consequences.

5. Cooperate with Forestry Rangers and related forces to train and conduct drills on forest protection and fire prevention and control.

Chapter III

IMPLEMENTING PROVISIONS

Article 21. Effective Date

This Decree takes effect from February 15, 2016, and replaces Government Decree No. 74/2010/NĐ-CP dated July 12, 2010, which stipulates cooperation between self-defense militia and commune-level police forces, forestry rangers, and other forces in maintaining political security, public order, and social safety, in forest protection work, and any provisions contrary to this Decree.

Article 22. Responsibility for enforcement

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Councils, municipal People's Councils directly under the central government, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Decree./.
