Pursuant to Decision No. 30/2006/QĐ-TTg dated February 6, 2006 of the Government Chairman on the issuance of the Action Program of the Government to implement the Law on Prevention and Combating Corruption;
Considering the proposal of the General Inspectorate,
DECISION:
Article 1. Approves the Project to Incorporate Anti-Corruption Content into Educational, Training, and Capacity-Building Programs with the following contents:
I. NECESSITY OF DEVELOPING THE PROJECT
1. In recent years, under the leadership of the Party and the Government, efforts to prevent and combat corruption have achieved certain results, many cases of corruption, including major and complex ones, have been detected and strictly dealt with, thereby making significant contributions to building a cleaner and stronger state apparatus, consolidating the people's trust. However, we still face serious risks and challenges regarding corruption; the situation of corruption in some places remains complicated, manifested through acts of harassment, abuse of power, the amount of state assets embezzled and wasted, and the number of individuals violating laws on preventing and combating corruption, causing public dissatisfaction. The Ninth National Congress of the Communist Party of Vietnam assessed that the situation of corruption and moral and ideological degradation among a considerable number of cadres and party members is very serious. The prolonged existence of corruption within the political system and in many economic organizations poses a significant threat to the survival of our regime. In reality, our Party and State have adopted many comprehensive policies demonstrating strong political determination in the fight against corruption, including the Law on Prevention and Combating Corruption passed by the National Assembly at its 8th session of the 11th term on November 29, 2005, which specifically stipulates measures for prevention, detection, and handling of corrupt acts. Immediately after the promulgation of this Law, the Government directed all levels and sectors to thoroughly understand its content, while directing relevant agencies to cooperate with mass media to focus on disseminating and popularizing laws on preventing and combating corruption and waste. The Prime Minister also required ministries, sectors, and localities to implement plans to disseminate and popularize the Law on Prevention and Combating Corruption among cadres, civil servants, employees, and the general public, and issued numerous directives to strengthen anti-corruption work. Thanks to these efforts, the prevention and combating of corruption has initially shown positive changes.
Although these achievements have been made, monitoring the actual situation reveals that there are still limitations and inadequacies in the prevention and combating of corruption. The role of society in preventing corruption in some places has not been adequately emphasized, the understanding of cadres, civil servants, and the general public about the consequences of corruption and the Party and State's policies on preventing and combating corruption is still superficial; the responsibility of cadres, civil servants, and the general public in fighting corruption is not high enough. While dissemination, education, and popularization of laws on preventing and combating corruption have been carried out in some ministries, sectors, and localities, they have not met the requirements set forth; in many places, these activities are only conducted internally within agencies, organizations, and units, and have not been widely implemented among all layers of the population; there is a lack of self-awareness and self-action; the content and form of dissemination are not diverse, and the duration of dissemination is limited, failing to meet practical demands.
2. According to the spirit of the Party's Resolution and the Law on Prevention and Combating Corruption, preventing and combating corruption is the responsibility of the entire political system and the whole people, primarily and mainly of the Party committees and leaders at all levels from central to grassroots. For the work of preventing and combating corruption, the principle is to actively and proactively prevent while firmly combating corruption, with prevention being fundamental. Therefore, disseminating and educating to enhance awareness and sense of responsibility of cadres, party members, civil servants, and the public about preventing and combating corruption becomes one of the most important preventive measures. However, education, training, and capacity-building on preventing and combating corruption is a new issue in our country, hence in recent times, education on preventing and combating corruption in training and educational institutions has not been adequately emphasized. Content on preventing and combating corruption has not been incorporated into training and capacity-building programs for regular teaching and learning in schools, in universities specializing in Law and management schools, although this issue has been included in training programs, the content is simple and usually only integrated into a small part of other main subjects. Moreover, the organization of teaching and learning has not been given sufficient attention, lacking systematicity and standardization. As a result, the understanding of students, trainees, and even the teaching staff in educational and training institutions about the Party's policies and the State's laws on preventing and combating corruption is generally limited.
3. Research on education, training, and development work in some countries shows that to enhance the effectiveness of anti-corruption efforts, many countries in the region and around the world have incorporated anti-corruption content into school curricula, such as Sweden, China, Singapore, etc. Through education, training, and development of knowledge about anti-corruption for officials, civil servants, students, and pupils, many countries have achieved significant accomplishments in combating this evil, particularly in preventing corrupt behaviors. Notably, although all these countries have included anti-corruption content in schools, the subjects, methods, and approaches to education, training, and development vary greatly among them, depending on economic and social conditions, cultural traditions, legal frameworks, and the level of understanding of the educated subjects in each country. In China, the method of educating students in many schools involves a curriculum with lessons on corruption cases involving officials, but publications for elementary and junior high schools focus on positive aspects, discussing traditional culture, character traits, and standards for students; during the learning process, teachers and students discuss corruption issues existing in society, etc. These are the issues that need to be studied, creatively adapted, and integrated into the conditions and circumstances of Vietnam.
Based on the situation of the fight against corruption in our country, Resolution of the Third Plenary Session of the Central Committee of the Communist Party of the Tenth Congress has required "incorporating the content of the Anti-Corruption Law... into educational programs," identifying this as an important content to enhance the effectiveness of anti-corruption prevention work. To institutionalize the Party's policy and viewpoint, the Government's Action Program to implement the Anti-Corruption Law assigned the State Audit Office to take the lead and coordinate with the Ministry of Education and Training, the National Academy of Public Administration (now the National Academy of Political Studies and Public Administration Ho Chi Minh City), and related agencies to implement the incorporation of anti-corruption content into educational and training programs.
From the above issues, it can be seen that building and implementing the Project "Incorporating anti-corruption content into educational and training programs" to build social ethics, raise awareness, and responsibility for officials, civil servants, students, and pupils regarding anti-corruption, thereby contributing to enhancing the effectiveness of the anti-corruption struggle in the coming time is extremely necessary.
II. OBJECTIVES, REQUIREMENTS, SCOPE OF THE PROJECT
1. General objectives
- The implementation of the Project "Incorporating anti-corruption content into educational and training programs" aims to raise awareness, responsibility, and build attitudes and self-awareness for officials, civil servants, students, and pupils in the fight against corruption; to promote the role of society and state agencies, thereby creating a broad movement against corruption, gradually forming an anti-corruption culture.
- Strive to complete the incorporation of anti-corruption content into educational and training programs in universities, colleges, secondary vocational schools, high schools; administrative and management training schools under the Party, state agencies, political-social organizations; military schools by the end of 2011.
2. Requirements
- Develop the basic content of the program and teaching materials on anti-corruption for universities, colleges, secondary vocational schools, high schools, administrative and management training schools under the Party, state agencies, political-social organizations; military schools.
- Incorporating anti-corruption content into educational and training programs must be urgent but ensure quality, suitable for each target group; the implementation process must combine practice with experience sharing through pilot education, training, and development on anti-corruption content.
- Programs and contents must be linked to the situation and results of anti-corruption work, ensuring the education and training of appropriate theoretical issues, focusing on practical application of knowledge and skills taught in schools.
- Education, training, and development on anti-corruption must be linked to improving social morals; promoting legal education and strictly handling acts of corruption.
3. Scope
The Project "Incorporating anti-corruption content into educational and training programs" will be implemented in schools and educational institutions as follows:
- High schools.
- Universities, academies, colleges, secondary vocational schools, technical colleges, intermediate vocational schools (collectively referred to as universities, colleges, and secondary schools).
- Administrative and management training schools under the Party and state agencies; military schools and schools under political-social organizations.
For civil servants, the anti-corruption content will only be included in political training courses for specialists, senior specialists, chief specialists, and equivalent ranks.
III. CONTENT OF THE PROJECT
A. INCORPORATING ANTI-CORRUPTION EDUCATION INTO HIGH SCHOOLS
1. Objectives
Initially, equip students with basic knowledge about anti-corruption, thereby raising their awareness of the purpose and requirements of the anti-corruption struggle; build attitudes and consciousness of fighting and eliminating the evil of corruption for this group.
2. Content of anti-corruption education
Anti-corruption education in high schools focuses on the basic content of the Anti-Corruption Law, including the following key issues:
- Definition of corruption.
- Causes and consequences of corruption.
- Attitudes and behavior of students towards corrupt actions.
3. Anti-corruption education program
a) Regular curriculum
Integrate and incorporate anti-corruption educational content into civic education courses or other social subjects suitable for the teaching conditions of each course.
b) Extracurricular Programs
High schools take the initiative to include anti-corruption content in extracurricular programs through the following basic activities:
- Popularize and integrate anti-corruption content into cultural and artistic activities;
- Establish special sections on anti-corruption education in internal school newsletters.
4. Anti-Corruption Educational Materials
- Study and compile materials to serve the teaching of anti-corruption that are appropriate to the target audience and content;
- Study and compile materials to understand anti-corruption, including supplementary reading materials, audiovisual recordings;
- Teaching materials and understanding materials about anti-corruption must reflect the contents mentioned in point 2 of this section.
B. INCORPORATING ANTI-CORRUPTION EDUCATION INTO UNIVERSITIES, COLLEGES, AND VOCATIONAL SCHOOLS
1. Objectives
Equip basic knowledge to enhance awareness and understanding of anti-corruption; build attitudes and self-awareness of students regarding anti-corruption work, thereby enabling them to participate, support, and cooperate with competent authorities in anti-corruption efforts.
2. Content of anti-corruption education
Anti-corruption education in universities, colleges, and vocational schools includes the following basic contents:
- Definition of corruption.
- Causes and consequences of corruption;
- The significance and importance of anti-corruption work;
- Citizens' responsibilities in preventing and combating corruption.
For specialized law schools, administrative schools, and schools directly related to internal affairs (judiciary, prosecution, police), the content of anti-corruption education must also include basic legal provisions on anti-corruption, skills in combating and preventing corruption, and foreign experiences in anti-corruption.
3. Anti-corruption education program
a) Regular curriculum
- For universities and colleges, the content of anti-corruption is integrated and incorporated into general law courses, with a total of 5 class hours for all majors;
- For vocational schools: the content of anti-corruption is integrated and incorporated into law courses, with a total of 4 class hours;
- For specialized law schools and schools directly related to internal affairs: the content of anti-corruption is integrated and incorporated into law courses, with a total of 15 class hours, including 5 self-study hours.
b) Extracurricular Programs
Universities, colleges, vocational schools, specialized law schools, and schools directly related to internal affairs take the initiative in selecting methods to incorporate anti-corruption content into educational and training activities for students through the following extracurricular activities:
- Special topic reports during annual student life weeks;
- Organizing quizzes on laws related to anti-corruption;
- Incorporating anti-corruption content into cultural and artistic activities;
- Establishing special sections on anti-corruption education on electronic information pages.
4. Anti-Corruption Educational Materials
- Studying and compiling textbooks and lectures on anti-corruption;
- Studying and compiling reference materials and guidebooks on anti-corruption for extracurricular activities for lecturers, students, and trainees;
- Teaching materials and anti-corruption reference materials must reflect the contents mentioned in point 2 of this section and be compiled appropriately according to the specific audience.
C. INCORPORATING ANTI-CORRUPTION EDUCATION INTO ADMINISTRATIVE SCHOOLS, PROFESSIONAL MANAGEMENT SCHOOLS BELONGING TO PARTY ORGANIZATIONS AND STATE AGENCIES; SCHOOLS BELONGING TO MILITARY FORCES, POLITICAL-SOCIAL ORGANIZATIONS
1. Objectives
Equip specialized knowledge on anti-corruption, helping cadres and civil servants to firmly grasp the Party's policies and state legal regulations on anti-corruption; enhance their awareness and responsibility in anti-corruption, thereby actively participating in anti-corruption efforts.
2. Content of anti-corruption education
Training and retraining on anti-corruption in policy schools, administrative schools, and management schools should ensure the following main contents:
- Definition of corruption and its nature;
- The significance and importance of anti-corruption work;
- Current status of anti-corruption work;
- The Party's and State's viewpoints and legal regulations on anti-corruption;
- Responsibilities of cadres and civil servants in preventing and combating corruption.
3. Anti-corruption education program
a) Regular curriculum
Incorporate anti-corruption content into political science, public administration, and law courses (general law, Ho Chi Minh Thought...) in accordance with the training and retraining programs of administrative and professional management schools belonging to the Party, state agencies, military schools, and political-social organizations.
b) Extracurricular Programs
Administrative and professional management schools belonging to the Party and state agencies; military schools; and schools belonging to political-social organizations take the initiative in selecting methods to incorporate anti-corruption content into training and retraining activities for trainees through the following extracurricular activities:
- Organizing specialized discussions on anti-corruption; discussing corruption cases;
- Popularizing anti-corruption content for common activities through newsletters, audiovisual recordings;
- Incorporating anti-corruption content into cultural and artistic activities;
- Organizing quizzes on anti-corruption;
- Implementing special sections on anti-corruption education on electronic information pages.
4. Anti-Corruption Educational Materials
- Study and compile teaching materials on anti-corruption.
- Study and compile reference materials and guidebooks on anti-corruption for extracurricular activities of trainees.
- Teaching materials and reference materials on anti-corruption must reflect the contents mentioned in point 2 of this section and be compiled appropriately according to the specific audience.
For political training courses, management training for specialists, senior specialists, and top specialists, the state agency organizing such courses shall decide on the training program and content regarding anti-corruption to ensure compatibility with the respective training courses.
D. STRENGTHENING CAPACITY TO EFFECTIVELY IMPLEMENT THE INCLUSION OF ANTI-CORRUPTION CONTENT IN EDUCATION AND TRAINING PROGRAMS
1. Enhancing the capacity of teachers and lecturers in anti-corruption
After completing this module, the trainee will be able to:
- Building a team of teachers and lecturers capable of teaching anti-corruption in universities, colleges, and secondary vocational schools; administrative and specialized management schools under the Party organizations and state agencies; social-political organizations; armed forces; high schools;
- Providing sufficient teaching materials and references on anti-corruption for teachers and lecturers.
b) Training for teachers
The training for teachers and lecturers teaching anti-corruption must ensure the following main contents:
- The origin and nature of corruption and manifestations of corrupt behavior;
- The significance and importance of anti-corruption work;
- The viewpoints of the Party and State, Ho Chi Minh's thoughts, and legal regulations on anti-corruption;
- Cultural traditions and social ethics related to anti-corruption;
- Experiences of some countries in the world in combating corruption;
- The current status of anti-corruption work; solutions to prevent and combat corruption; typical corruption cases that have been detected and resolved in the country;
- Responsibilities of state agencies, civil servants, and the role of society in preventing and combating corruption.
c) Forms and duration of training
Organizing training courses and advanced knowledge seminars on anti-corruption for teachers and lecturers, with a duration of 3 to 5 days.
d) Training materials
- Studying and compiling materials to be used in training and development programs on anti-corruption for teachers and lecturers.
- Studying and compiling reference materials on anti-corruption for teachers and lecturers;
- Teaching materials and reference materials on anti-corruption must reflect the contents mentioned in point b of this section.
2. Strengthening material conditions, scientific research, and educational information to serve teaching and learning about anti-corruption
a) Strengthening material conditions, equipment, textbooks, and materials to serve teaching, learning, and research on anti-corruption for universities, colleges, secondary vocational schools; high schools; administrative and specialized management schools under Party organizations and state agencies, schools under the armed forces, and social-political organizations to ensure favorable conditions for effective learning and teaching of anti-corruption content.
b) Establishing a library of educational materials on anti-corruption at the libraries of universities, colleges, secondary vocational schools; high schools; administrative and specialized management schools under Party organizations and state agencies, schools under the armed forces, and social-political organizations to ensure timely service for research and study by cadres, civil servants, students, and pupils.
c) Establishing an online information portal or a dedicated section on an online information portal suitable for teachers engaged in teaching, cadres, civil servants, students, and pupils to access online information on education in anti-corruption.
d) Implementing scientific research on education in anti-corruption as a basis for effective education, training, and development of anti-corruption content in educational institutions.
IV. IMPLEMENTATION OF THE PROJECT
1. Implementation methods of the Project
a) Establishing a Steering Committee for the Project to regularly direct, guide, and inspect the implementation of the Project; ensuring communication between the Steering Committee and relevant agencies;
b) Organizing surveys and evaluations of practical situations, understanding needs to have a basis for compiling materials and piloting the Project;
c) Directing the implementation of the Project at some educational and training institutions including the National Academy of Political Administration and Public Administration Ho Chi Minh City, some universities specializing in law, management schools, and high schools to draw lessons and establish a foundation for widespread implementation nationwide;
d) Summarizing and evaluating the results of the pilot implementation. Based on trials, drawing lessons, adjusting the curriculum or educational content to ensure suitability and effectiveness for each target group before applying uniformly nationwide.
2. Organizing the direction of the Project
- The Government Inspectorate is the permanent agency assisting the Government in implementing the Project, responsible for assisting the Prime Minister in establishing the Steering Committee chaired by the Chief Inspector, with other members being representatives of leaders from relevant ministries and sectors including the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the National Academy of Political Administration and Public Administration Ho Chi Minh City, the Ministry of Defense, and the Ministry of Public Security.
The Steering Committee has the responsibility to manage the overall implementation of the Project's contents; building a mechanism for coordination between state agencies responsible for anti-corruption education and relevant state agencies, and schools to effectively implement anti-corruption education work. Organizing seminars and conferences. Conducting inspection, evaluation, and summarization of the Project's implementation.
Supporting the Steering Committee is a Secretariat with members decided by the Chair.
- The Government Inspectorate, the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Public Security, the Ministry of Defense, the National Academy of Political Administration and Public Administration Ho Chi Minh City, and relevant ministries and sectors establish working groups to advise and assist the Chief Inspector, Ministers, Directors of Academies, and Heads of Ministries and Sectors in fulfilling their responsibilities in incorporating anti-corruption content into educational and training institutions as stipulated in the Project.
The working group shall be responsible for assisting the General Inspector, the Minister of Education and Training, the Director of the National Political Academy - Administrative Academy Ho Chi Minh City, and other Ministers and Heads of Ministries and Sectors in developing programs and compiling teaching materials on anti-corruption; implementing information and reporting systems regarding the implementation and results of the Project's contents to the Steering Committee of the Project.
3. Assignment of Responsibilities:
a) Responsibilities of the Ministry of Education and Training
- To take the lead and coordinate with relevant Ministries and Sectors in developing programs and teaching materials on anti-corruption for universities, colleges, secondary vocational schools, and high schools;
- To take the lead and coordinate with the Government Inspectorate in organizing training and capacity building on anti-corruption for teachers and lecturers at universities, colleges, secondary vocational schools, and high schools;
- To coordinate with the Ministry of Finance in researching and developing plans to strengthen material infrastructure for universities, colleges, secondary vocational schools, and high schools to effectively implement teaching and learning on anti-corruption, to be submitted to the Prime Minister for decision.
b) Responsibilities of the National Political Academy - Administrative Academy Ho Chi Minh City.
- To take the lead and coordinate with the Ministry of Education and Training and relevant Ministries and Sectors in developing programs and teaching materials on anti-corruption for political schools, management schools, and specialized schools under Party organizations, State agencies, and political-social organizations.
- To take the lead and coordinate with the Government Inspectorate, the Ministry of Defense, and the Ministry of Public Security in organizing training for teachers and lecturers at administrative schools, management schools, and specialized schools under Party organizations, State agencies, and schools under the People's Armed Forces and political-social organizations.
- To coordinate with the Ministry of Finance in researching and developing plans to strengthen material infrastructure for administrative schools, management schools, and specialized schools under Party organizations, State agencies, and political-social organizations to serve teaching and learning on anti-corruption, to be submitted to the Prime Minister for decision.
c) Responsibilities of the Government Inspectorate
- To take the lead and coordinate with the Ministry of Education and Training, the National Political Academy - Administrative Academy Ho Chi Minh City, and relevant Ministries and Sectors in developing and compiling training materials for teachers and lecturers; reference materials and propaganda materials (additional reading books, radio and television tapes) on anti-corruption for students, trainees, cadres, and civil servants;
- To take the lead in developing educational and training sections on anti-corruption on the electronic information portal on anti-corruption;
- To coordinate with the Ministry of Education and Training in developing programs and teaching materials on anti-corruption for universities, colleges, secondary vocational schools, and high schools;
- To coordinate with the National Political Academy - Administrative Academy Ho Chi Minh City in developing programs and teaching materials on anti-corruption for administrative schools, management schools, and specialized schools under Party organizations, State agencies, and political-social organizations; developing teaching materials on anti-corruption for teachers and lecturers at administrative schools, management schools, and specialized schools under Party organizations, State agencies, and political-social organizations;
- To coordinate with the Ministry of Finance, the Ministry of Education and Training, and the National Political Academy - Administrative Academy Ho Chi Minh City in researching and developing plans to strengthen material infrastructure for universities, colleges, secondary vocational schools, and high schools; administrative schools, and management schools to effectively implement teaching, learning, and scientific research on anti-corruption for students and trainees, to be submitted to the Prime Minister for decision.
d) Responsibilities of the Ministry of Labor, Invalids and Social Affairs
- To take the lead and coordinate with the Ministry of Education and Training in developing programs on anti-corruption for vocational colleges and secondary vocational schools;
- To coordinate with the Ministry of Education and Training and the Government Inspectorate in organizing training and capacity building on anti-corruption for teachers and lecturers at vocational colleges and secondary vocational schools;
- To coordinate with the Ministry of Finance in researching and developing plans to strengthen material infrastructure to support teaching and learning on anti-corruption in secondary vocational schools, vocational colleges, and secondary vocational schools, to be submitted to the Prime Minister for decision.
đ) Responsibilities of the Ministry of Defense and the Ministry of Public Security
- To direct educational institutions, training centers, and capacity-building centers under the People's Army and the People's Public Security to incorporate anti-corruption content into their educational, training, and capacity-building activities;
- To coordinate with the National Political Academy - Administrative Academy Ho Chi Minh City and the Government Inspectorate in organizing training and capacity building on anti-corruption for teachers and lecturers at educational institutions, training centers, and capacity-building centers under the People's Army and the People's Public Security;
- To coordinate with the Ministry of Finance in researching and developing plans to strengthen material infrastructure to ensure effective teaching and learning on anti-corruption in educational institutions, training centers, and capacity-building centers under the People's Army and the People's Public Security, to be submitted to the Prime Minister for decision.
e) Responsibilities of the Ministry of Planning and Investment and the Ministry of Finance
- The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Finance in mobilizing state budget funds, ODA, and other international financial assistance sources annually, over five years, and long-term to effectively implement the Project's tasks;
- The Ministry of Finance shall allocate funds for the implementation of the Project; take the lead and coordinate with the Ministry of Education and Training, the Government Inspectorate, the Ministry of Defense, the Ministry of Public Security, the National Political Academy - Administrative Academy Ho Chi Minh City, and relevant Ministries and Sectors in developing plans to strengthen material infrastructure for teaching, learning, and scientific research on anti-corruption in universities, colleges, secondary vocational schools, administrative schools, management schools, and specialized schools under Party organizations, State agencies, and schools under the People's Armed Forces and political-social organizations, to be submitted to the Prime Minister for decision.
g) Responsibilities of the Office of the Central Steering Committee on Anti-Corruption
The Office of the Central Steering Committee for Preventing and Combating Corruption shall coordinate with the Supreme People's Court and the Supreme People's Procuratorate in incorporating anti-corruption content into training programs under their management; coordinate with the Government Inspectorate, Ministry of Education and Training, Ministry of Labor, Invalids and Social Affairs, Ministry of National Defense, Ministry of Public Security, National Academy of Political Studies and Administration under Ho Chi Minh City, and other relevant ministries and sectors during the implementation process of the Project contents; coordinate with the Project Steering Committee in directing, urging, inspecting, evaluating, summarizing, and reporting on the implementation of the Project.
h) Responsibilities of the Supreme People's Court and the Supreme People's Procuratorate
Request the Supreme People's Court and the Supreme People's Procuratorate to take the lead and coordinate with the Office of the Central Steering Committee for Preventing and Combating Corruption in developing teaching programs and content on preventing and combating corruption; direct educational institutions under their management to implement the incorporation of anti-corruption content into training programs according to the Project's content and schedule.
i) Responsibilities of other ministries and sectors
Other ministries and sectors shall, based on their functions and tasks, coordinate with the Ministry of Education and Training, the Government Inspectorate, the National Academy of Political Studies and Administration under Ho Chi Minh City, and the Ministry of Labor, Invalids and Social Affairs to organize the incorporation of anti-corruption content into educational and training institutions under their management as stipulated in the Project. Organize research on anti-corruption education as a basis for effectively teaching and learning anti-corruption content in educational and training institutions under their management.
k) Responsibilities of the People's Committees of provinces and centrally governed cities
The People's Committees of provinces and centrally governed cities shall, based on their functions and tasks, direct and organize effective teaching and learning of anti-corruption content in educational and training institutions under their management.
l) Responsibilities of educational and training institutions
Universities, colleges, secondary vocational schools; administrative and professional management schools under the Party, state agencies, political-social organizations; military schools; high schools shall, based on the education and training programs and guidance from the Ministry of Education and Training, the National Academy of Political Studies and Administration under Ho Chi Minh City, and the Ministry of Labor, Invalids and Social Affairs, implement the incorporation of anti-corruption content into their education and training programs.
4. Timeframe and Progress of Implementing the Project
a) For universities, colleges, secondary vocational schools; administrative and professional management schools under the Party, state agencies, political-social organizations; military schools
The implementation of the Project will be divided into two stages as follows:
- Stage 1, from January 2010 to December 2010
+ Complete the development of teaching programs, teaching materials, and reference materials on preventing and combating corruption for universities, colleges, secondary vocational schools; administrative and professional management schools under the Party, state agencies, political-social organizations, and military schools, and establish a program acceptance committee;
+ Train and enhance the capacity of lecturers to serve pilot education at some universities, colleges, secondary vocational schools; administrative and professional management schools under the Party, state agencies, political-social organizations, and military schools;
+ Organize and implement pilot teaching on preventing and combating corruption at some universities, colleges, secondary vocational schools; administrative and professional management schools under the Party, state agencies, political-social organizations, and military schools.
- Stage 2, from January 2011 to December 2011
+ Complete the training and enhancement of staff involved in teaching on preventing and combating corruption at universities, colleges, secondary vocational schools; administrative and professional management schools under the Party, state agencies, political-social organizations, and military schools;
+ Complete the supplementation and strengthening of infrastructure and equipment to support the teaching of anti-corruption content at universities, colleges, secondary vocational schools; administrative and professional management schools under the Party, state agencies, political-social organizations, and military schools;
+ Complete pilot teaching; summarize and draw lessons from pilot teaching; adjust the teaching program and content on preventing and combating corruption for universities, colleges, secondary vocational schools; administrative and professional management schools under the Party, state agencies, political-social organizations, and military schools;
+ These contents will end by the end of 2011 when the anti-corruption content is officially approved by competent authorities and incorporated into the education and training programs of universities, colleges, secondary vocational schools, high schools; administrative and professional management schools under the Party, state agencies, political-social organizations, and military schools;
b) For high schools
Incorporating anti-corruption content into high schools will be combined with the evaluation of the current general education curriculum and the compilation and adjustment of the general education curriculum. The Ministry of Education and Training shall take the lead and coordinate with the Government Inspectorate to concretize the teaching content and time on preventing and combating corruption in the general education curriculum when the Ministry of Education and Training organizes the compilation and adjustment of the high school general education curriculum.
5. Funding for implementing the Project
a) Principles for Budget Preparation and Fund Utilization
- Funds for implementing the Project will be sourced from the state budget and other supporting sources (if available). The State prioritizes funding for education and training activities aimed at enhancing knowledge on preventing and combating corruption.
- Ministries, sectors, localities, and units assigned to implement the Project shall base their preparation of budget estimates for submission to the competent authority for approval according to the division of responsibilities.
- The preparation of budget estimates, management, and utilization of funds must comply with the provisions of the State Budget Law.
b) Funds for management, direction, research, compilation of teaching materials, pilot implementation of the Project, and other contents
- Funds for managing and directing the Project include:
+ Funds for directing the pilot implementation of the Project; summarizing, evaluating, and certifying the results of the pilot implementation of the Project; guiding, inspecting, and urging the implementation of the Project; organizing meetings and seminars of the Steering Committee of the Project;
+ Funds for drafting documents of the Project and other activities of the Steering Committee of the Project;
+ Other expenses as specified in the appendix on funds for management, direction, research, compilation of teaching materials, and pilot implementation of the Project "Incorporating Anti-Corruption Content into Education and Training Programs."
- Funds for researching and compiling teaching materials on anti-corruption include:
+ Funds for surveying and assessing the actual situation to serve the compilation of teaching materials on anti-corruption and the pilot implementation of the Project;
+ Funds for researching and compiling training materials for teachers and lecturers involved in teaching anti-corruption content;
+ Funds for researching and compiling materials for high school students;
+ Funds for compiling materials for university students;
+ Funds for compiling materials for civil servants and public officials who are trainees in training and education institutions;
+ Funds for certifying teaching materials on anti-corruption content;
+ Other expenses (if any).
- Funds for implementing other contents of the Project
Funds for implementing other contents of the Project shall be reviewed and included in the annual state budget estimate in accordance with the State Budget Law.
Article 2. The Government Inspectorate shall take the lead in supervising and urging ministries, ministerial-level agencies, provincial People's Committees under the central government to implement this Project.
Article 3. This Decision takes effect from January 20, 2010.
Ministers, heads of ministerial-level agencies, heads of government agencies, Chairpersons of provincial People's Committees under the central government, and heads of related agencies and units are responsible for implementing this Decision./.
