- Pursuant to Decree No. 100/1998/NĐ-CP dated December 10, 1998 of the Government on the financial regime of the State Bank;
- Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities of state management of Ministries and ministerial-level agencies;
- Based on the proposal of the Director of the Accounting and Finance Department,
- Pursuant to Decision No. 78/2001/QĐ-TTg dated May 16, 2001 of the Prime Minister regarding the issuance of regulations on standards and quotas for the use of official telephones at home and mobile phones for leaders in administrative agencies, public institutions, political organizations, and political-social organizations, and Circular No. 73/2001/TTLT-BTC dated August 30, 2001 of the Ministry of Finance guiding the implementation of Decision No. 78/2001/QĐ-TTg;
1- Article 6 of the Regulation on the provision, use, and payment of telephone charges in the State Bank system annexed to Decision No. 1379/2001/QĐ-NHNN dated November 2, 2001 and Article 2 of Decision No. 1474/2001/QĐ-NHNN dated November 23, 2001 on the provisions concerning the objects and payment levels for telephone charges in State Bank units shall be amended as follows:

Article 1. This Decision promulgates the Regulations on management and use of telephones in the State Bank system.

All previous documents of the State Bank guiding the provision, management, and use of telephones in the State Bank system are hereby repealed.
Article 3. The Heads of the Office, the Heads of the Accounting-Finance Department, the Heads of Departments, Bureaus, and subordinate units of the Central State Bank, the Governors of provincial and municipal branches of the State Bank are responsible for implementing this decision.

REGULATIONS ON MANAGEMENT AND USE OF TELEPHONES IN THE STATE BANK SYSTEM
(Issued together with Decision No. 1379/2001/QĐ-NHNN dated November 2, 2001 of the Governor of the State Bank)
I. GENERAL PROVISIONS:
Article 1Units of the State Bank must comply with these Regulations when equipping fixed telephones at home, mobile phones, and telephones installed at offices.
The expenses for purchasing and installing fixed telephones and mobile phone connection fees are covered by the budget for purchasing labor tools; Monthly telephone bill payments are recorded under the postal and telephone expense account in the approved budget for management and official activity expenditures by the Central Bank.
Article 2. Telecommunication means such as telephones and FAX machines installed at State Bank units must be strictly managed to serve prompt, timely, and effective command and control while promoting thrift. Fixed telephones installed at offices may not be used for personal matters.
Article 3. The disposal of fixed telephones at home and mobile phones must be carried out in accordance with current regulations.
II. SPECIFIC PROVISIONS:
Article 4- The initial installation costs and payment methods for monthly telephone bills for individuals equipped with mobile phones and fixed telephones at home:
Units shall only enter into contracts with the Post Office for installation and payment in cases where there are no existing telephones; they shall not issue funds when individuals who are eligible for telephone equipment have already installed their own telephones.
Units shall transfer telephone usage contracts for individuals eligible for telephone equipment according to the Governor's Decision on management within the office to implement monthly bill payments in accordance with the prescribed regulations.
Article 5- When officials equipped with fixed telephones at home are reassigned to new positions that do not qualify for telephone equipment or have retirement or resignation decisions, if they wish to continue using the telephone, the unit shall process the transfer of the telephone usage contract to their family for self-payment of bills to the Post Office. The unit managing the official shall pay the telephone bill for this individual until the end of the month following the date of the retirement or resignation decision.
For the Governor, Deputy Governors, and officials with a position allowance coefficient of 1.1 or higher, the unit managing them shall continue to pay the fixed telephone bill at home for three months from the date of the retirement or resignation decision. After the three-month period, if these officials wish to continue using the telephone, the unit managing them shall process the transfer of the telephone usage contract to their family for self-payment of bills to the Post Office.
For mobile phones, the unit managing the official must recover the mobile phone from the date of the retirement or resignation decision.
Article 6. Management and use of telephones:
1- Fixed telephones installed at the workplace:
In addition to telephones currently connected to data transmission networks and electronic fund transfers, telephones installed in the offices of the Governor, Deputy Governors, Department Heads, Deputy Department Heads, Directors, Deputy Directors, and equivalent positions, and secretaries of the Governor and Deputy Governors; specialized departments at the Central Bank and provincial and municipal branches of the State Bank shall only connect long-distance calls to one fixed telephone at the office of the Head of the department, other fixed telephones may only be used for local calls.
For some departments of the Central Bank with a large number of staff and a need to direct business operations throughout the system, if it is necessary to install an additional long-distance fixed telephone, the department shall submit a letter requesting the Bureau of Administration to coordinate with the Office to determine the specific requirements for additional equipment.
2- Fixed telephones at home and mobile phones:
Officials equipped with fixed telephones at home or mobile phones must manage and use the equipment properly in accordance with regulations. If an official loses or damages a telephone provided by the unit, the individual must replace it themselves (the unit will not provide funds for replacement).
Article 7. The provision, management, and use of telecommunications means and FAX machines at the office shall be carried out in accordance with current state regulations.
Article 8. Payment of telephone charges:
1- Payment of mobile phone charges and fixed telephone charges at home:
Monthly, when paying telephone charges, the accounting finance department of the unit must base on the objects equipped with telephones and the telephone expense levels approved by the payment authority, reconcile with the postal fee payment statement (for each individual's phone number) to ensure accurate payment according to the prescribed regulations. In cases where telephone usage exceeds the quota or is not in accordance with the regulations, individuals are required to pay or have the amount deducted from their monthly salary.
2- Payment of fixed-line telephone charges at the agency:
The heads of units need to inspect and remind the staff and civil servants in their units to comply with the above regulations of the State Bank of Vietnam regarding the management and use of telephones. Monthly, based on the telephone charge statements sent by the Postal Service, the accounting finance department of the unit needs to transfer the statement for each fixed-line telephone to the respective departments or individuals using them for review, verification, and signature confirmation, to identify and address cases of improper calls (recovering funds from individuals who misuse the service for personal matters, or contacting the postal service to prevent incorrect billing).
III. IMPLEMENTATION PROVISIONS
Article 9. The Director of the Accounting-Finance Department is responsible for directing and urging the units of the State Bank of Vietnam to implement this regulation properly. The heads of units, the General Inspectorate, and the inspection staff in the units are responsible for checking the procurement, provision, use, and payment of telephone charges in accordance with this regulation.
Article 10. Any amendments or supplements to this regulation shall be decided by the Governor of the State Bank of Vietnam.
