Decision No. 1474/2001/QD-NHNN of the Governor of the State Bank of Vietnam regarding the objects and payment levels for public telephone charges in State Bank units.

DECISION OF THE GOVERNOR OF THE STATE BANK OF VIETNAM

      "Regarding the Object and Rate of Payment for Public Service Telephone Fees" ; in State Bank Units

GOVERNOR OF THE STATE BANK OF VIETNAM

- Pursuant to Decree No. 100/1998/NĐ-CP dated December 10, 1998 of the Government on the financial regime of the State Bank;

- Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities of state management of Ministries and ministerial-level agencies;

- Based on the proposal of the Director of the Accounting and Finance Department,

- Pursuant to Decision No. 78/2001/QĐ-TTg dated May 16, 2001 of the Prime Minister on the issuance of regulations regarding standards and quotas for the use of public service telephones at home and mobile phones for leaders in administrative agencies, units, political organizations, and political-social organizations, and Circular No. 73/2001/TT-BTC dated August 30, 2001 of the Ministry of Finance guiding the implementation of Decision No. 78/2001/QĐ-TTg;

1- Article 6 of the Regulation on the provision, use, and payment of telephone charges in the State Bank system annexed to Decision No. 1379/2001/QĐ-NHNN dated November 2, 2001 and Article 2 of Decision No. 1474/2001/QĐ-NHNN dated November 23, 2001 on the provisions concerning the objects and payment levels for telephone charges in State Bank units shall be amended as follows:

Pursuant to …;

Article 1.

1. The subjects equipped with telephones at their homes include:

a. Governor and Deputy Governors of the State Bank;

b. Department Heads, Deputy Department Heads, and equivalent positions;

c. Branch Directors and Deputy Directors of State Bank branches in provinces and cities;

d. Members holding keys to central vaults under the Central Vault Management Board and branch vaults in provinces and cities;

đ. Team Leaders of central bank money transport teams;

e. Head of the central bank security department, team leader of the central bank transport team;

2. The subjects equipped with mobile phones include:

a. Governor and Deputy Governors of the State Bank;

b. Chief of the Office, Department Heads, Bureau Chiefs, and equivalent positions in subordinate units of the central bank, Director of the Central Vault (Vault I, Vault II, Vault III);

c. Deputy Chief of the Office, Head of the Reception Department of the central bank, Secretaries of the Governor and Deputy Governors of the State Bank;

d. Branch Directors of the State Bank in provinces and cities;

đ. Money transport teams (only used when transferring funds, managed and used jointly at central vaults, under the management of the Vault Director);

Article 2.

1. Initial installation cost for telephone: Officials equipped with fixed-line telephones at their homes and mobile phones shall be reimbursed initial costs according to Decision No. 78/2001/QĐ-TTg of the Prime Minister, specifically:

a. Cost of purchasing fixed-line telephones not exceeding 300,000 VND per unit.

b. Cost of purchasing mobile phones not exceeding 300,000 VND per unit.

c. Installation cost and network connection fee: Reimbursed according to the installation contract signed with the Postal Authority.

2. Monthly rate for telephone usage fees (including rental fees):

a. Governor and Deputy Governors of the State Bank: Reimbursed according to the prescribed regulations.

b. Head of the Reception Department of the central bank, Secretary of the Governor and Deputy Governor of the State Bank: Reimbursed based on actual usage but not exceeding 200,000 VND per month for mobile phones.

c. Other subjects: Reimbursed based on actual usage but not exceeding 100,000 VND per month for fixed-line telephones at home and not exceeding 250,000 VND per month for mobile phones.

The monthly rate for telephone usage fees stipulated in Article 2 above shall be calculated and reimbursed monthly. In exceptional cases, where officials equipped with fixed-line telephones at their homes and mobile phones are required to perform duties related to transporting money, preventing and mitigating natural disasters, directly managing the safety of vaults, upon written assignment by the head of the unit, the actual usage during the performance of such duties shall be reimbursed and must be supported by invoices from the Postal Authority; the period for reimbursement of telephone usage fees in this case shall be from the date the head of the unit issues the assignment decision until the completion of the work (from the beginning of the month to the end of the month).

Article 3- This Decision takes effect from November 1, 2001.

Previous documents of the State Bank on guidelines for the provision, use, and payment of telephone usage fees of the State Bank are hereby repealed.

Article 4. The Chief of the Office, Heads of the Accounting and Finance Department, Heads of Departments, Bureaus, and units under the State Bank, Directors of State Bank branches in provinces and cities are responsible for implementing this Decision.
