JOINT CIRCULAR 14/1998/TTLT-TCCP-LDTBXH-TCDT-TDTT OF THE GOVERNMENT ORGANIZATION AND STAFF BOARD, MINISTRY OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS, MINISTRY OF FINANCE, SPORTS COMMISSION ON DECEMBER 30, 1998 GUIDING THE IMPLEMENTATION OF CERTAIN REGIMES FOR ATHLETES AND COACHES
Pursuant to Decision No. 49/1998/QĐ-TTg dated February 28, 1998 of the Prime Minister on certain regimes for athletes and coaches.
Pursuant to Decision No. 240/1998/QĐ-TTg dated December 9, 1998 of the Prime Minister amending and supplementing Decision No. 49/1998/QĐ-TTg dated February 28, 1998 of the Prime Minister.
The Government Organization and Staff Board, Ministry of Labor, War Invalids and Social Affairs, Ministry of Finance, Sports Commission jointly guide the implementation of certain regimes for athletes and coaches as follows:
I. SALARY REGIME
1. Scope of application:
a) Athletes of national teams, provincial teams, centrally governed city teams, and central ministry teams shall not receive salaries (including athletes currently receiving salaries from units but during concentrated training and competition periods, their daily salary converted to a daily rate is lower than the stipulated daily salary rate under Decision No. 49/1998/QĐ-TTg).
b) Athletes of youth and talent teams at national, provincial, and centrally governed city levels, and central ministry levels.
Management of athletes and coaches at each level shall be handled by that level according to the current regulations on managing athletes and coaches.
2. Salary rates:
2.1- Athletes during concentrated training and competition periods, as decided by authorized agencies, shall receive daily salary rates as follows:
a) Athletes of national teams shall receive a daily rate of 25,000 VND.
b) Athletes of youth and talent teams at national level, provincial teams, centrally governed city teams, and central ministry teams shall receive a daily rate of 20,000 VND.
c) Athletes of youth teams at provincial and centrally governed city levels, and central ministry levels shall receive a daily rate of 10,000 VND.
d) Athletes of talent teams at provincial and centrally governed city levels, and central ministry levels shall receive a daily rate of 7,000 VND.
2.2- Athletes who are paid by units during concentrated training and competition periods but whose daily salary is lower than the corresponding daily salary rate mentioned above shall be compensated to reach the stipulated daily salary rate as provided in point 2.1, Section I of this Circular (the daily salary of athletes receiving salaries shall be calculated according to Clause 1, Article 5 of Decree No. 197/CP dated December 31, 1994 of the Government detailing and guiding certain points of the Labor Code regarding wages).
Example: Mr. Nguyen Van C is a state-owned enterprise worker with a monthly salary of 360,000 VND, which converts to a daily salary of 13,800 VND (360,000 VND ÷ 26 days). If he receives a decision from the Sports Commission to concentrate, train, and compete in the provincial team, then he will be compensated daily as follows: 20,000 VND - 13,800 VND = 6,200 VND.
The compensation difference shall not be used to calculate social insurance and health insurance benefits.
II. SOCIAL INSURANCE REGIME
Applicability:
For athletes not falling within the compulsory social insurance regime prescribed in Decree No. 12/CP dated January 26, 1995 and Decree No. 45/CP dated July 15, 1995 of the Government. During the period when athletes are concentrating, training, and competing, if they fall ill, suffer accidents, or die, they shall enjoy the following rights:
1. Benefits:
a) They shall receive sick leave allowance equal to 75% of their current daily salary for the days off due to illness (or implementing population planning measures).
b) In case of accident, they shall receive a compensation equal to 100% of their current daily salary for the days treated at medical facilities without having to pay medical expenses from first aid, emergency care until stable treatment. After stable treatment, they shall be referred for medical examination, if they lose working capacity:
+ From 5% to 30%, they shall receive 12 months of the minimum wage applicable to civil servants and administrative officials as prescribed by the State.
+ From 31% and above, for every additional 1%, half (1/2) of the minimum wage applicable to civil servants and administrative officials as prescribed by the State shall be added.
Example: Mr. Nguyen Van A is a national team athlete who suffered an accident while training for competition. He was given first aid, emergency care, and treated at a medical facility for 30 days. After stable treatment, he was referred for medical examination and found to have lost 35% of his working capacity. The athlete shall receive compensation as follows:
- No need to pay medical expenses for first aid, emergency care, and hospital fees during the treatment period.
- Receive a compensation of 100% of their current daily salary:
25,000 VND/day x 30 days = 750,000 VND
- One-time compensation for reduced working capacity:
The first 30% reduction is calculated as 12 months of the minimum wage applicable to civil servants and administrative officials as prescribed by the State.
144,000 VND x 12 = 1,728,000 VND
From 31% to 35%, an additional 5% is added;
144,000 VND x 1/2 x 5 = 360,000 VND
Total amount is: 1,728,000 VND + 360,000 VND = 2,088,000 VND.
c) In case of death of an athlete:
- Funeral expenses shall be covered by the family up to 8 months of the minimum wage applicable to civil servants and administrative officials as prescribed by the State.
- The family of the deceased shall receive a one-time compensation of 5 months of the minimum wage applicable to civil servants and administrative officials as prescribed by the State.
2. For athletes in teams at various levels who are civil servants, employees, and workers receiving salaries, they shall enjoy social insurance benefits according to current regulations.
III. REGIME WHEN STOPPING AS AN ATHLETE
Athletes not receiving salaries, when stopping as athletes, shall receive the following compensation:

Upon retiring from being an athlete, they shall be entitled to a one-time allowance, with each year of concentrated athlete service (cumulatively calculated) entitling them to one month (26 days/month) of salary prior to retirement, but not less than two months' salary. The monthly salary level for calculating the allowance is determined based on the highest daily salary immediately before retirement multiplied by 26 days.
The cumulative calculation of time as an athlete (including provincial, ministry, sector, and national-level athletes) shall consider partial months: from three to six months inclusive counts as half a year, and seven months or more counts as a full year.
Example: Athlete Nguyen Van C, who is neither an officer, civil servant, nor worker, has been summoned by authorized agencies for concentrated training and competition as follows: seven years at the provincial team (each year summoned for four months), two years and three months continuously at the national team, and one year and two months continuously at the ministry team. Upon retiring from being an athlete, he shall be entitled to a one-time allowance.
- Time entitled to a one-time allowance:
4 x 7 months + 27 months + 14 months = 69 months.
(six years nine months) rounded up to six years
- Entitled to a one-time allowance of six months' salary:
20,000 VND x 26 days x 6 months = 3,120,000 VND
(Three million one hundred twenty thousand dong)
IV- REWARD SYSTEM
1. Applicable subjects include athletes and coaches who achieve results in international competitions and national championships.
For provinces and centrally-administered cities with excess revenue up to 10 billion VND, they will be rewarded 100% of the excess revenue. For excess revenue above 10 billion VND, an additional 50% reward will be given for the amount exceeding 10 billion VND.
2.1- For athletes
2.1.1. Achievements in international competitions
a) Athletes achieving results in international competitions shall be rewarded according to the following levels:

2.1.2. In national championship competitions:
a) Athletes achieving results in national championship competitions or national sports festivals shall be rewarded as follows:
- Gold medal: not exceeding 3 million VND
- Silver medal: not exceeding 2 million VND
- Bronze medal: not exceeding 1 million VND
Specific reward amounts for each medal shall be stipulated by the Sports Management Committee for each championship.
b) Athletes breaking national records in competitions shall be rewarded 1 million VND; athletes achieving medals while also breaking national records in competitions shall be additionally rewarded 1 million VND beyond the reward for each medal.
c) Athletes achieving results in national youth championship competitions shall be rewarded at 50% of the corresponding reward levels specified in points a and b, subpoint 2.1.2, section 2 of this part.
2.2. For coaches:
Coaches directly training athletes (team coaches and grassroots coaches) achieving results in competitions shall be rewarded at the same level as athletes. The distribution ratio of rewards between coaches shall be implemented according to the principle that team coaches receive 60% and grassroots coaches receive 40% of the reward amount as stipulated in Decision 49/1998/QĐ-TTg, and shall be guided by the Sports Management Committee for implementation.
2.3. For team sports (those involving two or more athletes competing for one medal), the number of athletes and coaches eligible for rewards when achieving results shall be determined according to the rules of the competition. The total reward amount equals the number of people eligible for rewards multiplied by the corresponding reward level.
2.4. For team sports with individual competition components (where team achievements are calculated by summing individual competition scores to win one medal), the number of athletes and coaches eligible for rewards when achieving results shall be determined according to the rules of the competition, multiplied by 50% of the corresponding reward level.
V- FINANCIAL MANAGEMENT
The Prime Minister of Ministries, central agencies, and the Chairmen of People's Committees of provinces and centrally-administered cities shall guide subordinate units in preparing budgets, implementing, and settling accounts according to current financial regulations.
The funding for implementing the provisions of this Circular shall be carried out as follows:
In 1998, the Ministry of Finance will allocate additional funds outside the budget already allocated to the Sports Management Committee, the Ministry of National Defense, and the Ministry of Public Security.
Localities may use funds retained from 10% of their 1998 budget and local government reserves.
