Regarding amendments to certain articles in the Regulation on Specialized Secondary Schools
(Annexed to Decision No. 05/2002/QĐ-BGDĐT dated March 11, 2002 of the Minister of Education and Training)
MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Government Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law;
At the proposal of the Director of the General Department of Secondary Education,
DECISION:
Article 1: Amending certain articles in the Regulation on Specialized Secondary Schools annexed to Decision No. 05/2002/QĐ-BGDĐT dated March 11, 2002 of the Minister of Education and Training as follows:
1. Amend Clauses 9, 10, 11, 12, 13, 14, and 15 of Article 10 with Clauses 9, 10, 11, 12, and 13 as follows:
9. Criteria for Admission
a) The admission score for grade 10 specialized secondary school =
Total scores of all subjects (with coefficients applied) + bonus points (if applicable) / Total coefficients of all subjects
b) The admission score for grade 10 non-specialized secondary school =
Total scores of two regular subjects Mathematics (coefficient 1) and Literature - Vietnamese (coefficient 1) + bonus points (if applicable) / 2
c) The admission score for grade 10 (both specialized and non-specialized) shall be rounded off to the second decimal place.
10. Principles for Admission
a) Admission criteria: Students who meet the conditions for admission, have taken three exams, and have not violated examination regulations will be included in the list for admission consideration, and:
- For specialized classes: None of the subjects should have a score below 2, the score in the specialized subject must be at least 6.0, and the admission score must be at least 5.0
- For non-specialized classes: None of the subjects should have a score of 0.
b) Order of Admission: Admit students based on their admission scores from highest to lowest until the enrollment quota is filled (separately for each specialized class and non-specialized class group).
c) In case of equal admission scores, the priority order is as follows:
- For specialized classes, based on the results of the entire grade 9 year and the score in the specialized subject:
+ First: Good conduct and excellent academic performance, and a higher score in the specialized subject.
+ Second: Good conduct and excellent academic performance.
+ Third: Good conduct and a higher score in the specialized subject.
+ Fourth: Excellent academic performance and a higher score in the specialized subject.
+ Fifth: A higher score in the specialized subject.
- For non-specialized classes, based on the results of the entire grade 9 year:
+ First: Good conduct, excellent academic performance, and a higher average score across all subjects.
+ Second: Good conduct and excellent academic performance.
+ Third: Good conduct and a higher average score across all subjects.
+ Fourth: Excellent academic performance and a higher average score across all subjects.
+ Fifth: A higher average score across all subjects.
11. Approval of Admission List
a) The Department of Education and Training shall approve the list of students admitted to specialized secondary schools under the province.
b) The Principal of the university shall approve the list of students admitted to specialized secondary schools under the university.
12. Re-examination
a) Eligibility and Conditions for Re-examination: Students who have participated in all required exams, submitted a re-examination request form, and delivered it to the designated location within the specified time frame.
b) The re-examination request form shall be sent to the competent authority according to the regulations of the Department of Education and Training's Director or the University Principal.
c) The deadline for submitting the re-examination request form is seven days from the date the exam scores and the admission list for grade 10 (both specialized and non-specialized) are publicly announced at the provincial specialized secondary school or the university's specialized secondary school.
d) Handling of Re-examination Scores:
- In cases where the new score of the re-examined paper differs from the original score by 1.0 point or more, the Re-examination Board must organize a dialogue between the re-examiners and the original examiners. If there is no agreement between the two groups of examiners regarding the score and no error can be identified, the original score will be maintained. The dialogue record must be completed according to the prescribed format, signed by both groups of examiners and confirmed by the Chairman of the Re-examination Board.
- The Re-examination Board may adjust the score of the re-examined paper (up or down) compared to the original score only if the new score differs from the original score by 1.0 point or more and there is agreement between the original examiners and the re-examiners.
e) The Re-examination Board must complete the re-examination process and announce the results no later than ten days after the deadline for submitting re-examination requests.
13. Organization of Exam Paper Preparation, Supervision, Grading, and Re-examination
a) The Department of Education and Training Director and the University Principal issue decisions to establish Examination Paper Preparation, Supervision, Grading, and Re-examination Boards.
b) The organization of exam paper preparation, supervision, grading, and re-examination (except for the provisions of this Regulation) shall be carried out in accordance with the current Regulations on Secondary School Graduation Examinations and High School Graduation Examinations.
14. Reporting on Admission Results
By August 25th each year, the Department of Education and Training and universities must submit all reporting documents on admission results for the new academic year to the Ministry. The documents include:
a) For the Department of Education and Training:
Guidance documents on admission procedures for the new academic year, documents from authorized bodies on new admission quotas, and a report summarizing the admission examination period.
b) For universities:
- Documents as specified in Point a of Clause 14.
- Lists of admitted students, lists of admitted students who have submitted enrollment applications, categorized by specialized subjects and non-specialized classes (if applicable), including individual exam scores and admission scores. In addition to submission to the Ministry, these lists must also be sent to the provincial Department of Education and Training where the school is located for management and monitoring.
2. Clause 9 of Article 11 is amended as follows:
9. Students Required to Transfer from Specialized Classes
a) Students must transfer from specialized classes to non-specialized classes or other secondary schools (if the current school does not offer non-specialized classes) if they fall into any of the following categories:
- Required to repeat the grade,
- Rated as having poor conduct,
- Rated as having poor academic performance
- The average grade in the specialized subject is below 5.0.
b) The decision to retake courses, take examinations, and advance to the next grade for non-specialized high school students mentioned in point a of this clause shall be carried out in accordance with the current regulations on student assessment and classification in non-specialized high schools.
Article 2: This Decision takes effect fifteen days from the date of publication in the Official Gazette. All previous provisions that conflict with this Decision are hereby abolished.
Article 3: The Heads of the Office, the Director of the Organization and Cadres Department, the Director of the Planning and Finance Department, the Director of the General Secondary Education Department, the Heads of relevant agencies under the Ministry, the Principals of universities with specialized secondary school classes, the Directors of Departments of Education and Training, and the Principals of specialized secondary schools are responsible for implementing this Decision./.
