Pursuant to the Law on Public Officials and Civil Servants dated November 13, 2008;
Pursuant to Decree No. 24/2010/NĐ-CP dated March 15, 2010 of the Government stipulating recruitment, utilization and management of civil servants;
Pursuant to Decree No. 58/2014/NĐ-CP dated June 16, 2014, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Interior shall issue a Circular to specify the titles, code numbers, duties, tasks, and professional standards for the specialized categories of civil servants in the archive profession.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular specifies the titles, code numbers, duties, tasks, and professional standards for the specialized categories of civil servants in the archive profession.
Article 2. Applicability
This Circular applies to civil servants in the archive profession working in agencies and organizations of the Communist Party of Vietnam, the State, and political-social organizations at central, provincial, and district levels.

Article 4. General Standards on Moral Qualities
1. Possessing firm political will, steadfast in Marxism-Leninism, Ho Chi Minh Thought, mastering the policies and guidelines of the Party; loyal to the country and the Constitution of the Socialist Republic of Vietnam; protecting the interests of the country and the people.
2. Fulfilling fully the duties of civil servants as prescribed by law; strictly adhering to the assignment of tasks by superiors; abiding by laws, maintaining discipline and administrative order; strictly complying with internal regulations and rules of the agency.
3. Diligent, responsible, honest, careful, and exemplary in performing public service duties; thrifty, clean, upright, impartial, and dedicated; complying with legal provisions on authority, procedures, and administrative formalities, and strictly observing confidentiality principles in performing public service duties.
4. Living a healthy lifestyle, modest, united; courteous, cultured, and proper in communication and serving the people.
5. Continuously have a sense of learning and training to improve moral qualities, competence, and capabilities.
Chapter II
DUTIES, TASKS AND PROFESSIONAL STANDARDS
PROFESSIONAL QUALIFICATIONS FOR CATEGORIES OF CIVIL SERVANTS IN THE ARCHIVE PROFESSION
Article 5. Chief Archivist Category
1. Responsibilities:
This is the highest category of civil servants in the archive profession within agencies, organizations, and units at provincial level and above, responsible for advising and summarizing work related to archives; organizing the implementation of legal regulations on archival activities or directly performing complex archival tasks requiring high responsibility and confidentiality.
2. Tasks:
a) Leading or participating in researching, proposing, and implementing projects, programs, plans concerning archival work;
b) Leading or participating in drafting management documents and guidance on archival work according to the assigned authority;
c) Managing and organizing the implementation of archival work in the agency or unit;
d) Leading or participating in research topics at various levels concerning archival work; applying science and technology to archival work;
đ) Participating in training and enhancing professional knowledge in archival work;
e) Directly executing other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Mastering and effectively implementing the policies and guidelines of the Party; state policies and laws; understanding the political system, organizational structure of state agencies, the civil service system, and knowledge about archival work; protecting state secrets;
b) Participating in drafting legal documents guiding archival work; building projects and programs on archival work;
c) Having knowledge and organizational skills in archival activities; applying information technology and advanced experiences both domestically and internationally to enhance the effectiveness of archival work;
d) Having the ability and skills to control the drafting of administrative documents to ensure compliance with legal formats, procedures, and authorities; presenting and defending proposals; having proficient skills in handling tasks related to archival work;
đ) Having the ability to research and propose innovations and improvements in archival procedures and processes;
e) Understanding the development trends of archival work both domestically and internationally; grasping the trends of reform or improvement in archival activities;
g) For civil servants who are candidates for promotion to the Chief Archivist category, they must have led or participated in drafting at least one legal document or led or participated in researching and building at least one scientific project, program, or plan at the ministry, sector, provincial, or district level that has been issued or accepted and evaluated as meeting requirements by competent authorities; or have at least one innovation applied effectively in archival work recognized by competent authorities;
h) Having experience in the field of archival work. Candidates for promotion to the Chief Archivist category must have held the Archivist category or equivalent for at least five years (60 months), including at least three years (36 months) holding the Archivist category.
4. Training and Development Standards:
a) Holding a bachelor's degree or higher in archive and records management, or if graduating from another bachelor's program, must hold a supplementary certificate in archive and records management knowledge and skills;
b) Holding a certificate in state administration management and Chief Archivist category skills;
c) Holding a foreign language certificate at Level 3 (or equivalent) under the Vietnamese Foreign Language Competency Framework as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training, or a certificate in ethnic languages for positions requiring the use of ethnic languages;
d) Holding an IT certificate with basic computer technology skills as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding Basic Computer Technology Skills Standards.
Article 6. Clerk Rank
1. Responsibilities:
Is a clerk with high standards in specialized archival work, responsible for implementing and supervising the implementation of legal regulations on archival activities at agencies, organizations, units, or performing tasks requiring high-level expertise and confidentiality.
2. Tasks:
a) Participate in building and organizing the implementation of programs, projects, plans related to archival work;
b) Participate in compiling management documents and guidelines on archival work at the agency;
c) Organize the implementation of archival work or directly perform archival work at the agency;
d) Participate in scientific research topics at various levels on archival work; apply science and technology to archival work;
đ) Participate in training activities related to archival work expertise;
e) Directly carry out other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Master the Party's policies and guidelines; state policies and laws and knowledge about archival work; regulations on protecting state secrets;
b) Have the ability to check and control authority, procedures, and processes in drafting documents; proficiently perform tasks related to archival work expertise;
c) Have the ability to organize work to achieve results; can apply information technology and advanced experiences both domestically and internationally to enhance the effectiveness of archival work;
d) A clerk who takes the examination to upgrade to the Clerk rank must have held the Intermediate Clerk rank or equivalent for a minimum of three years (36 months).
4. Training and Development Standards:
a) Hold a bachelor's degree or higher in archival studies, if graduating from another major, must have a supplementary training certificate in archival work expertise;
b) Hold a certificate in public administration training and Clerk rank expertise;
c) Hold a foreign language certificate at level 2 (or equivalent) under the Vietnamese Foreign Language Competency Framework as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training on the six-level Vietnamese Foreign Language Competency Framework, or hold a certificate in ethnic languages for positions requiring the use of ethnic languages;
d) Holding an IT certificate with basic computer technology skills as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding Basic Computer Technology Skills Standards.
Article 7. Intermediate Clerk Rank
1. Responsibilities:
Is a clerk meeting basic standards in archival work expertise, responsible for implementing legal regulations on archival activities at agencies, organizations, units, or performing archival tasks requiring high confidentiality.
2. Tasks:
a) Participate in supporting the implementation of programs, projects, plans related to archival work;
b) Participate in supporting the implementation of operational plans and schemes on archival work based on legal regulations on archival work;
c) Implement management and guidance documents on archival work at the agency;
d) Manage the storage of files and documents; organize the statistical archiving of documents and data accurately and in accordance with archival work requirements;
đ) Directly carry out other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Understand the Party's policies and guidelines; state policies and laws and regulations on archival work; protect state secrets;
b) Understand basic knowledge of archival work;
c) Perform archival work tasks well;
d) Be able to use office equipment and other tools serving task requirements.
4. Training and Development Standards:
a) Hold a diploma in archival studies or higher, if graduating from another major, must have a supplementary training certificate in archival work expertise;
b) Hold a certificate in public administration training and Intermediate Clerk rank expertise;
c) Hold a foreign language certificate at level 1 (or equivalent) under the Vietnamese Foreign Language Competency Framework as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Ministry of Education and Training on the six-level Vietnamese Foreign Language Competency Framework, or hold a certificate in ethnic languages for positions requiring the use of ethnic languages;
d) Holding an IT certificate with basic computer technology skills as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding Basic Computer Technology Skills Standards.
Chapter III
IMPLEMENTING PROVISIONS
Article 8. Implementation organization
1. The professional standards of the Clerk ranks are the basis for ministries, ministerial-level agencies, government agencies, provincial people's committees, and relevant agencies and organizations to implement recruitment, utilization, and management of the Clerk cadre.
2. Public service organizations, political-social-professional organizations, social organizations, and social-professional organizations may apply the provisions of this Circular for recruitment, utilization, and management of personnel engaged in archival work.
Article 9. Effective Date of Implementation
1. This Circular takes effect from December 15, 2014.
2. Repeal Decision No. 650/TCCP-CCVC dated August 20, 1993 of the Minister, Head of the Government Organization-Civil Service Department on issuing the professional standards of the Clerk ranks.
Article 10. Responsibility for Implementation
Ministers, heads of ministerial-level agencies, government agencies, chairmen of provincial people's committees, and relevant agencies, organizations, and individuals are responsible for enforcing the provisions of this Circular./.
